BEIJING, Sept. 10 (Xinhua) -- Property prices in 70 major cities rose 9.3 percent in August year on year but were unchanged on a month-on-month basis from July, China's National Bureau of Statistics (NBS) said Friday.The year-on-year growth rate was one percentage point lower than the year-on-year growth rate in July, a statement on the NBS website said Friday.The year-on-year growth rate was the slowest in the past eight months this year.On a year-on-year basis, China's home prices rose 7.8 percent in December 2009, 9.8 percent in January 2010, 10.7 percent in February, 11.7 percent in March, 12.8 in April, 12.4 percent in May, 11.4 percent in June and 10.3 percent in JulyNew home prices rose 11.7 percent year on year in August, down 1.2 percentage points from July. New home prices in August were unchanged from July, too.Prices of second-hand homes rose 6.2 percent year on year in August, down 0.5 percentage points from July. Prices of second-hand homes in August increased on a month-on-month basis, up 0.1 percent from July.The Chinese government took measures in April to cool soaring home prices, including curbing lending to developers, limiting loans for third-home purchases and requiring higher down-payments for second-home purchases.
BEIJING, Sept. 12 (Xinhua) -- Justin Yifu Lin, Chief Economist and Senior Vice President of the World Bank, said here on Sunday that China's economy is doing well.Speaking at a forum with two Nobel Prize winning economists in Beijing, Lin praised China's economic policies as "visionary" while the three economists talked about the challenges ahead."We admire the Chinese economy. But GDP is not all being directed for people's happiness." Roger Myerson, a professor with the University of Chicago and a Nobel Prize winner, said.The Chinese economy needs increased labor income and welfare to continue its rapid development, Myerson added.A spate of strikes and worker suicides hit the manufacturing hub of Guangdong in south China beginning in May, as workers demanded higher pay.Lin also called for government support in encouraging Chinese companies to become industrial "first movers" . "As a first mover, you can form the pattern," he said.

URUMQI, Sept. 5 (Xinhua) - China will upgrade an annual trade fair held in Urumqi, capital of Xinjiang Uygur Autonomous Region, to a leading trade platform in the heart of Eurasia and to boost cross-border economic cooperation in a region vulnerable to unrest and violence.The China Urumqi Foreign Economic Relations and Trade Fair, which closed here Sunday, will be re-launched as China-Eurasia Expo beginning next year, government organizers said, and it will become an important exchange platform for the Shanghai Cooperation Organization, which includes China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan."The upgrading is overall and comprehensive," said China's Minister of Commerce Chen Deming, who heads the China-Eurasia Expo Organizing Committee.He said the Expo will serve as China's platform to reach out to the entire Asia and Europe rather than just central and south Asia.People visit the 19th Urumqi Trade Fair in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, Sept. 4, 2010. No violence or security issues were reported.Zhang Chunxian, the top official in Xinjiang, said holding the China-Eurasia Expo would help remake Xinjiang as a key region for China' s opening-up to its western neighbors.Ying Qian, an expert on regional cooperation with Manila-based Asian Development Bank, told Xinhua that the central government's policy supports for Xinjiang, such as taxation reform for crude oil and natural gas, and tax exemptions and reductions for enterprises in poverty areas, and increased fixed investment will undoubtedly increase the speed of economic growth and attract more domestic and foreign investments to Xinjiang.He said those fixed investments aimed at enhancing Xinjiang's position as the land bridge to connect rest of China to central Asia and beyond will yield most economic benefits for Xinjiang, as well as for rest of member countries of the ADB-supported Central Asia Regional Economic Cooperation (CAREC) Program.The program, initiated in 1997 to encourage regional cooperation, includes Afghanistan, Azerbaijan, China (focusing on Xinjiang Uygur Autonomous Region), Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan and Uzbekistan.The ADB economist said the investments should include key transport links, trade logistics facilities, and most importantly, border crossing points improvements."The CAREC countries need to turn their landlocked status into a land link for Eurasia, and to enable businesses to more readily access regional and global markets," said Ronald Butiong, the ADB economist who heads the CAREC Unit.

BEIJING, Aug. 27 (Xinhua) -- Chinese Premier Wen Jiabao has urged government officials at all levels to strictly follow the laws and regulations in a bid to steer away from corruption and ensure the good of the public."In a peaceful time, corruption is the greatest danger for a ruling party, and the basic reason for corruption is that powers are not properly supervised and restricted," Wen said Friday during a national meeting on lawful administration.He called it a "major test" for the government to handle graft issues properly.Wen said the task of building a lawful government is the basic guarantee for promoting social fairness and justice, a key measure for anti-corruption and also an essential part for the reform of the country's political system."Currently our country's economic and social development has entered a new phase. More challenges have emerged as domestic and overseas environments become more complicated. We should deepen reform while promoting administration in accordance with the laws in order to solve new problems," he said.According to Wen, a sound market environment with fair competition can only be created when the government uses laws and regulations to manage various market entities, provide services for them and ensure their rights.He urged officials to strengthen legislation in key fields in order to solve deep-seated problems in the economic and social development, and ensure public ideas be fully reflected during the legislation process.Further, Wen called for scientific and democratic decision-making."Before making a major decision, the idea must be examined as to whether it is in accordance with the laws.
