SAN DIEGO (KGTV) - President Donald Trump issued an order prohibiting Broadcom’s attempt to take over San Diego-based Qualcomm, CNBC and Bloomberg reported Monday.Broadcom had made several efforts to buy the chip maker in recent months. All offers were rejected by Qualcomm, which said the bids undervalued the company.The most recent offer, made in February, was over 1 billion. The possible takeover raised security concerns and led to an investigation by the Committee on Foreign Investment in the U.S.The takeover attempts coincided with changes in corporate leadership.On Friday, Qualcomm announced executive Paul Jacobs -- the son of Qualcomm founder Irwin Jacobs - "will no longer serve in an executive management capacity" but "will continue to serve on the Qualcomm Board."If Broadcom had been allowed to buy Qualcomm, it would have made the Singapore-based firm the world’s third-largest chip company behind Intel and Samsung.Any buyout would also have had a significant impact on San Diego's economy. 1042

SAN DIEGO (KGTV) -- Portions of San Diego County are gearing up for more dry, windy weather as a red flag warning and potential power outages loom.According to the National Weather Service, the warning goes into effect from 4 a.m. Monday through 10 p.m. Tuesday for the mountains and valleys.The agency says east winds of 20 to 30 miles per hour are expected, with gusts up to 50 miles per hour and isolated gusts up to 60 miles per hour.RELATED: Check your local forecastHumidity will also be low, with values around 10%, the agency said Sunday.“Any fires that develop will spread rapidly. Outdoor burning should be avoided,” the National Weather Service said.SDG&E warned customers to prepare for the red flag warning, adding that it has alerted about 50,483 customers that they could be without power starting Monday night and lasting until Wednesday, depending on the severity of winds."Our crews remain on high alert and stand prepared to respond as needed to the next round of Santa Ana winds expected to impact our region. With our customers just now recovering from disruptive Public Safety Power Shutoffs (PSPS) due to the last Red Flag Warning, we hope Mother Nature will be kind to our region in the coming days and weather conditions improve," the company said.SDG&E customers in several areas of the county already endured outages last week after the first round of high winds. SAN DIEGO (KGTV) -- Months after one of San Diego’s biggest employers was said to be looking to add up to 1,000 jobs, General Dynamics NASSCO instead announced layoffs.In April, NASSCO held a job fair, claiming the company was looking to add up to 1,000 jobs. Robert Godinez, head of the Boilermakers Union Local 1998, says the shipbuilder didn’t hire close to that number.In total, NASSCO notified nearly 1,500 workers that they could be out of a job in September. The shipbuilder told 10News it expects to let go of closer to 350 workers.The layoffs are in relation to a dry dock accident in July that damaged facilities.One of the company’s employees, Glicerio Cortez, says he doesn’t know exactly what happened in July, but he heard of the damage through coworkers. “They say that they heard like a, something like a bomb, something strong and then the water came all the way to the dry dock,” said Cortez.RELATED: NASSCO delivers layoff notices to 1,500 workersVideo captured by Sky10 shows water flooding the dry dock as debris filled the area. Luckily, no one was injured.The July incident isn’t the only reason for the layoffs. SAN DIEGO (KGTV) -- Police Tuesday released video of a deadly officer-involved shooting in El Cerrito. The body camera footage is being released within 45 days of the incident as part of Assembly Bill 748. The video shows the moment 52-year-old Dennis Carolino was shot by an officer. According to police, Carolino’s aunt called police the night of August 24 to report that he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues. RELATED: Man dies following officer-involved shooting in El CerritoPolice requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard.“As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement.San Diego Police say three seconds passed from the time Carolino left the outbuilding to the time he was shot. Officers provided aid to Carolino until paramedics arrived, but he died shortly after. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. 1717
