EL CAJON, Calif. (KGTV) - Renovations are underway at the East County Performing Arts Center to turn the nearly 50-year-old performance hall into a rock and roll concert venue."We have to change the vibe, the feel of what this building is," said Dirk Epperson, El Cajon's Director of Public Works.The venue closed in 2009 when the recession forced cuts in the city budget. Now, the renovations come as tour promoter Live Nation prepares to take over the venue. The City of El Cajon entered into a five year deal with the concert company to manage the building. As part of the agreement, Live Nation will bring 50 events to the venue in 2019, and as many as 70 events by 2023. Live Nation also manages the House of Blues in San Diego and Mattress Firm Amphitheater in Chula Vista."We're not sure what it will be like," said Mayor Bill Wells.  "We've never had this regular, steady diet of top name acts that are coming in. So nobody's quite sure how much this is going to have a ripple effect around El Cajon. But everybody thinks it will be positive."The city is now spending .3 million to upgrade the facility. Improvements include new amenities like modern concessions, a more open entrance, and lobby area and new plush seating in the first few rows. The seating capacity for the main hall will also increase to 1,300. Part of the plan also calls for a brand new VIP Lounge at the back of the venue. The money for the project comes from the sale of the old police headquarters.As for what kind of acts will fill the venue, Epperson said it's entirely up to Live Nation."It can pretty much be any type of act or band," he said, adding the city will let the experts decide. "But you can imagine the ones that are on their way up or on their way down will be coming to this size venue."Smaller, local performances like school concerts and recitals will still be held at the venue, which Wells says is part of the community. With the upgrades, he said it should stay that way for a long time."We're in it to win it," said Wells. "We'll be successful with this." 2120

EL CAJON, Calif. (KGTV) -- The family and friends of the 31-year-old man accused of gunning down his wife and their kids in Paradise Hills over the weekend spoke Monday about the tragedy. Police say Jose Valdivia killed his wife, Sabrina Rosario, and their three children, 3-year-old Enzi, 5-year-old Zuriel, and 11-year-old Zeth. Valdivia also shot his 9-year-old son who survived but is in the hospital on life support. Family and friends say they do not agree with what Valdivia did, adding that they are also grieving the loss of their loved one, his wife, and their children. "We do not agree with what he did but as family and friends, we love him," said close friend Gavino Pinal.His friends called him a loving father and a hard-worker. Just make sure you can still afford the payments and aren’t necessarily banking on that home also becoming a big pay out down the road because the housing market is cyclical and eventually will fall down again.“Rushing to sell your house or buy a house because of the short term isn’t a prudent move,” says Danny McAuliffe, CFP, wealth advisor and head of planning at Perigon Wealth Management. “Making decisions based on what you can afford and make sense for you and your family, that is going to be a better situation for the long term.”If you’re thinking of making that high- to low-cost market move, Herman warns that you should at least live in the place first by renting to see if you really like it. This is especially true for seniors who dream of ditching colder climates for warmer places.Not only does it make sense to get a feel for the area in which you want to live that you can’t achieve while on vacation, but you also will learn if you have the temperament to be away from family for so long. Have Your Home Appraised to Ditch Mortgage InsurancePrivate mortgage insurance (PMI) is usually tacked onto your monthly mortgage payment if you put down less than 20% on the property when you purchased it. PMI is there to protect lenders in case you walk away. But if your home is suddenly worth more, you may hold enough equity to request to have PMI cancelled.To do this, you need to show lenders the home has increased in value, which means paying for a home appraisal. Those typically cost between 0 and 0. Meanwhile, PMI typically costs between 0.05% and 1% of the loan amount annually, which means the appraisal will pay for itself.If you’re staying put, you should also reassess your insurance to make sure it matches what your home is now worth, says McAuliffe. That’s because a policy based on a lower price may not cover the current value of the home, should the worst happen and you need to rebuild.“Specifically you want to make sure that the dwelling coverage in your homeowners policy is sufficient to rebuild your home if something catastrophic were to happen,” he says, adding that these policies typically exclude earthquake and flood insurance.3. Take Equity OutWith interest rates so low, taking some equity out is another option. You can use that money to make renovations to your current home—which may be tax deductible, says McAuliffe—or pay off high interest credit card debt—as long as you don’t then rack up debt on them again.You can take equity out in several ways, including through a home equity line of credit (HELOC) or a cash-out refinance, where you pull the equity out in, well, cash. Homeowners at least 62 years old also can take out a reverse mortgage, which lets them borrow from their home’s equity.Herman says money drawn from equity could be used to buy another property, either as a second home, or to rent out. But only think about becoming a landlord if you have tolerance for it and can cover the mortgage in the case the property is empty between tenants, or tenants stop paying.Just make sure that you aren’t taking all of the equity out. People who got in trouble in 2007 and 2008 “pulled all of their equity out,” Herman says. “When prices dropped, they were stuck because they had used all the equity up in their home for something else.” So don’t press your luck and strip your house of all its old and new equity, or else you may wind up with a house worth less than what you owe on it. 6432

  

EL PASO, Texas (AP) — As many as 2,000 U.S. inspectors who screen cargo and vehicles at ports of entry along the Mexican border may be reassigned to help handle the surge of Central American families coming across, the Trump administration said Monday.The temporary reassignments, up from the current 750 inspectors, threaten to slow the movement of trucks bringing TVs, medical devices and other goods into the U.S. and cause delays for cross-border commuters who come for work or school.The inspectors are instead being put to work processing migrants, taking their applications for asylum and transporting them to holding centers.Homeland Security Secretary Kirstjen Nielsen said the reassignments are necessary to help manage a huge influx of migrants that is straining the system and overflowing border facilities."The crisis at our border is worsening, and DHS will do everything in its power to end it," Nielsen said.The effects of pulling inspectors from ports of entry were on display in El Paso, where thousands of border crossers lined up Monday, waiting about an hour to cross into the U.S. They included vendors, U.S. citizens and students with visas.Sergio Amaya, 24, a student at the University of Texas-El Paso, is an American citizen who lives in Juarez. He said it normally takes him two minutes to cross the bridge."The Border Patrol agent said it's going to get worse," Amaya said.Meanwhile, business owners and elected officials warned of the economic consequences if President Donald Trump makes good on his threat last week to shut down all ports of entry along the southern border to stem the wave of asylum seekers.The United States and Mexico trade about .7 billion in goods daily, according to the U.S. Chamber of Commerce, which said closing the border would be "an unmitigated economic debacle" that would threaten 5 million American jobs.Laredo Mayor Pete Saenz, chairman of the Texas Border Coalition, said a closure would be catastrophic."Closing the border would cause an immediate depression in border state communities and, depending on the duration, a recession in the rest of the country," he said."Our business would end," Marta Salas, an employee at an El Paso shop near the border crossing that sells plastic flowers that are used on the Mexican side by families holding quincea?eras, the traditional coming-of-age celebrations.Salas said her whole family would be affected if the president closed the border."There are Americans who live there. I have nephews who come to UTEP, to grade school, to high school every day," Salas said.Apprehensions all along the southern border have soared in recent months, with border agents on track to make 100,000 arrests and denials of entry there this month, more than half of them families with children.In addition to reassigning hundreds of inspectors, Nielsen has asked for volunteers from non-immigration agencies within her department and sent a letter to Congress requesting resources and broader authority to deport families faster. DULZURA, Calif. (KGTV) — Firefighters battled a vegetation fire near the U.S.-Mexico border, a day after crews pretreated the area for a fire burning south of the border.The fire was reported along Marron Valley Rd. near Dulzura Thursday, according to Cal Fire San Diego. By 6:30 p.m. the fire was estimated to have grown to about 80 acres and was 10 percent contained. No structures were immediately threatened, Cal Fire said.Air and group fire resources were attacking the flames, Cal Fire added.Wednesday night, Cal Fire made air drops near Tecate after flames from a brush fire crept up to the border from the Mexico side of the border. Thursday morning, Cal Fire reported a "significant decrease" in that fire. 723
