KABUL, Aug. 9 (Xinhua) -- A China-bound Afghan plane with Kam Airlines landed on the airport of Kandahar city in southern Afghanistan Sunday night, said sources of Kabul International Airport.     An official in Kabul International Airport who was reluctant to disclose his name said the plane scheduled from Kabul, the capital city of Afghanistan, to Urumqi of northwest China's Xinjiang Uygur Autonomous Region has already landed on Kandahar airport.     "The plane would return to Kabul after two hours," he added. TAIPEI, Aug.15 (Xinhua) -- Typhoon Morakot has killed at least 124 people and left 56 missing in Taiwan as of 10 p.m. Saturday, according to local disaster response authorities. Another 45 people were injured after the typhoon, the worst on the island in nearly five decades, wreaked havoc across central and southern regions.     Sixty-six people died in Kaohsiung, 25 in Tainan, 16 in Pingdong, six in Chiayi, seven in Nantou, three in Changhua and one in Yunlin.     Nearly 23,700 people have been evacuated, and almost 5,000 are taking refuge in 170 sheltering camps.     Morakot has caused more than 12 billion New Taiwan Dollars (365million U.S. dollars) in damages to agriculture and forestry. Among the worst-hit regions are Pingdong, Kaohsiung and Tainan.     People from a wide range of social sectors in Taiwan have donated cash and materials worth millions of New Taiwan Dollars to support the disaster-relief work. BUCHAREST, Oct. 18 (Xinhua) -- Chinese Vice President Xi Jinping arrived here on Sunday to start his official visit to Romania after he concluded a visit to Hungary.     In a written statement upon his arrival at the airport, Xi said China and Romania have enjoyed long-term friendship, and they have enhanced political trust, cooperation in various areas, and coordination in dealing with international affairs since they forged diplomatic ties six decades ago.     Noting that the Chinese government values relations with Romania, Xi said his visit was to cement traditional friendship and reciprocal cooperation by taking the chance of 60th anniversary of bilateral ties. BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.
