SAN DIEGO (KGTV) - The International Olympic Committee and Japanese government made an historic announcement Tuesday to postpone the 2020 summer Olympic games in Tokyo due to the coronavirus.Tuesday, Japanese Prime Minister Shinzo Abe confirmed on Twitter that the Tokyo Olympic and Paralympic games have been delayed until no later than summer 2021.The announcement left several San Diegan Olympic hopefuls dashed of any immediate Olympic dreams."It's kind of hard to wrap your head around it because you have been training so long for this one moment," Allison Halverson said back in Februaray.Her tone changed Tuesday."I was kind of like, 'Ok. That's good to know.' Now I can kind of refocus and figure out how to train for that," Halverson said.Swimmer Michael Chadwick says the lack of open pools is sidelining any training, making competition right now even less of a possibility."Too much has happened too quickly for us to really understand what the ramifications of it all are," Chadwick said. SAN DIEGO (KGTV) - The California Attorney General’s office sent a warning to HiCaliber Horse Rescue in Valley Center, days after a Team 10 investigation into the group’s practices.The rescue is delinquent with the Registry of Charitable Trusts for failing, in part, to submit its 2016 taxes, according to the Attorney General’s office.HiCaliber told Team 10 investigator Jennifer Kastner it was honest mistake that’s being addressed.RELATED: Questions of fraud and abuse at prominent horse rescueThe group told 10News it received an extension on its 2016 taxes because of a personal emergency.The rescue recently came under fire for euthanasia and questionable fundraising practices. 692

SAN DIEGO (KGTV) - The city is running behind on a project to restore an iconic bridge that borders Hillcrest and North Park.Now, people in the area are growing frustrated at the construction on the Georgia St. bridge that's causing traffic delays and drivers to use surrounding neighborhoods as shortcuts."Traffic is very very bad because of te bridge, and I have to go around to buy stuff for my shop, and it's taking me longer to get where I want to go," said Milan Misic, who lives in the area and owns the Balboa Perk coffee and antique shop. The city is restoring the 103-year-old bridge so it can withstand an earthquake. The city broke ground on the million project in July 2016, saying it would take a year. But now it won't be finished until next spring.A city spokesman says the delays are because of weather, and unanticipated cobbles and deposits crews discovered in the bridge walls, making drilling more difficult.He added that there is no threat to public safety and it will not raise the cost.You can track the project on the city's website.   1092

SAN DIEGO (KGTV) - Students distracted and bitten in class at Madison Senior High in Clairemont are hoping for some help to make the mosquitoes go away.The west side of campus, against Doliva Dr., is where people told 10News they were bitten. The same area houses special needs classes. 10News was sent two pictures, one of a student, with special needs, whose calf was bitten by a mosquito, and another of a dead mosquito. It appears to be black with white spots or stripes."It was really bad and it was burning and everything," Junior Arryonna said. She was bitten in art class Thursday."I feel like my ankle starts itching so I'm like what's on my ankle, so I look and I got two bumps on the side of my ankle," she said reaching down to scratch. She said she's allergic, making the bites that much worse.The school district says the first report of a mosquito bite came mid-September, around the first time Aryonna said she was bit. Pest Control came out twice and deployed an organic compound in the drain to kill mosquito larvae. The County was scheduled to come out next week, but after 10News called, they showed up Friday afternoon, according to the district. 1176
