BEIJING, Dec. 19 (Xinhua) -- Chinese Vice President Xi Jinping said here Friday that universities should pay more attention to the Communist Party of China (CPC) organ development on campus.     Party organs on campus are an important mechanism to unite and organize teachers and students, Xi said at a meeting here on CPC organ development on campus.     It will also help the universities to improve students' virtue and foster talents that fit the need of the country, he added.     Xi appreciated the great progress Chinese universities have made in developing CPC organs on campuses in the past three decades.     The CPC work shall always serve the reform and development of universities and personal development of students, he said. It should aim to maintain stability on campus and adapt to changing realities, he said.     Universities should try to recruit high-quality grassroots Party workers, who love and are good at this work, and create a favorable working and living environment for them, he said.     When it comes to the university administration, Xi said, college heads should not only have outstanding academic performance but also stand out in personal virtue and capability to manage people.

BEIJING, Jan. 17 (Xinhua) -- China and the United States had signed a memorandum of understanding restricting the U.S. import of archeological items originating in China, a Chinese official said Saturday.     The memorandum was signed in Washington on Thursday by Chinese Ambassador Zhou Wenzhong and U.S. Assistant Secretary of State for Education and Cultural Affairs Goli Ameri, said Dong Baohua, deputy director of the State Administration of Cultural Heritage (SACH), at a press conference.     The agreement's full name is Memorandum of Understanding Concerning the Imposition of Import Restrictions on Categories of Archeological Material from the Paleolithic Period through the Tang Dynasty and Monumental Sculpture and Wall Art At Least 250 Years Old.     Under the memorandum and U.S. legislation entitled the Convention on Cultural Property Implementation Act, the U.S. government shall restrict the importation into the United States of archeological material originating in China and representing China's cultural heritage from the Paleolithic Period through the end of the Tang Dynasty, the year 907, and monumental sculpture and wall art at least 250 years old.     The U.S. government will promulgate a list of archeological material categories of metals, ceramic, stone, textile, other organic material, glass and paintings, which will be restricted to import from China, unless the Chinese government issues a license or other documentation which certifies that such exportation is not in violation of its laws, the memorandum says.     For the purpose of this memorandum, the restricted Paleolithic objects date from approximately 75,000 B.C., according to the memorandum.     China and the United States are both States Party of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. The convention was adopted by the UNESCO in 1970.     For years, the Chinese government has attached importance to cracking down on the stealing, illegal digging, and smuggling of cultural relics and tried to cooperate with the international community in the crackdown, by participating in internationals conventions and signing bilateral and multilateral agreements on the issue.     In addition to the newly-signed Sino-U.S. memorandum, China has signed similar agreements with Peru, India, Italy, the Philippines, Greece, Chile, Cyprus, and Venezuela, according to the official.

BEIJING, Oct. 19 (Xinhua) -- China will adopt a flexible and prudent macro-control policy to keep a stable and rapid economic development in the current fourth quarter, according to the State Council here on Sunday.     Related financial, credit and foreign trade measures will be carried out in the near future in response to the slowing trend of the country's economic growth and the continuous fluctuation in the domestic capital market amid the ongoing global financial crisis, according to a State Council meeting presided over by Premier Wen Jiabao on Sunday.     Agriculture continued to be a priority, with multiple support policies to come following the Communist Party of China Central Committee's decision to strengthen rural development this week.     To boost development of small- and medium-sized enterprises, the government planned to widen their investment channels by further encouraging financial institutions to give out more loans. Companies would also get more fiscal support for technology innovation.     In addition, the country would reinforce national investment in areas such as the southwest quake-zone reconstruction, infrastructure development and social welfare system, among others.     With regard to the foreign trade sector, the State Council, China's Cabinet, decided to increase imports of goods of domestic need and support the country's exports so as to realize the balance of international payments.     "We will further raise the export rebate of labour-intensive products such as garments and textiles, as well as mechanical and electrical products with high-added value," the council said.     In addition, the country's top administrative body would still keep a cautious eye on price increases with a focus on agricultural and energy related goods.     The advent of September's tainted milk scandal had also prompted the central government to pay closer attention to food safety in the fourth quarter. Regulations on dairy product quality and safety, which took effect earlier this month, would be further reinforced, according to the council decision.     While acknowledging the affect of the worldwide economic slowdown on the domestic economy, the Cabinet still expressed confidence for the nation to continue a healthy development.     "Our economy remains vigorous and has the capability to defend itself against international risks," Premier Wen Jiabao said at a State Council meeting on Friday.

LIBREVILLE, Nov. 7 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo held talks here on Friday with President of Gabonese National Assembly Guy Nzouba Ndama, saying that the National People's Congress (NPC) of China is ready to step up cooperation with the parliament of Gabon to add new vigor into bilateral relations and jointly push forward friendly relations between the two countries.     Wu, chairman of the Standing Committee of the NPC, China's top legislature, called Gabon a true friend of China, saying that China is satisfied with the growth momentum of the bilateral relations and the two countries have seen healthy and stable development of friendly and cooperative relations since they established diplomatic ties 34 years ago.     Wu said that the two sides have achieved remarkable results in cooperation between governments, parliaments and various political parties in fields such as economy and trade, culture and education as well as public health. BEIJING, Jan. 28 (Xinhua) -- China's railways carried 75.05 million passengers between Jan. 11-27, or in the first 17 days of the 40-day Spring Festival travel rush.     The figure represents a 17 percent increase from a year earlier, the Ministry of Railways (MOR) said Wednesday.     The ministry has ordered to add more transport capacity to provinces and municipalities including Sichuan, Chongqing, and Jiangxi to brace for the post-holiday traffic rush. The regions are homes to the largest number of migrant rural workers.     Hundreds of millions of Chinese went home for family gatherings in the lunar new year holiday, the most important traditional one in China, creating the world's largest population migration.     In addition, 114.7 million passengers have traveled by road between Jan. 25-28, up 5.4 percent from the same period last year. Short trips account for 80 percent of the total in the first four days of the seven-day Spring Festival holiday.
