SACRAMENTO, Calif. (AP) — California lawmakers are abandoning a proposal by Gov. Jerry Brown to shield electrical utilities from some financial liability for wildfires. For now.There's not enough time to settle the contentious and complex issues involved before the legislative session ends Aug. 31, Napa Democratic Sen. Bill Dodd told the San Francisco Chronicle on Saturday."It was a tough fight ... so we are pivoting," said Dodd, co-chairman of the legislative conference committee on wildfire preparedness and response.Brown's proposal would have let judges decide how much utilities pay when their equipment causes wildfires. It would have softened a legal standard that generally holds them entirely responsible for the costs of fires triggered by their power lines or other infrastructure.Current California law holds utilities responsible for damage from fires ignited by their equipment even if they have followed safety rules.Those who want to change the law fear utilities could go bankrupt or significantly raise prices for California residents as climate change makes wildfires even more severe.Lawmakers raised concerns about Brown's plan at an Aug. 9 hearing on the proposal. They said it would give utility companies too much protection without ensuring they safely maintain equipment.The issue was raised last fall when Pacific Gas and Electric Co. launched a lobbying campaign with other big utility companies to change the system.It's unlikely they'll drop their fight but they will lose a key ally in Brown, whose term ends in January. 1574

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom nominated the first openly gay Black man to the state Supreme Court.Newsom nominated Martin Jenkins to the court on Monday. The 66-year-old would be the third Black person to serve on the court if he is confirmed by the Commission on Judicial Appointments.Jenkins would replace Justice Ming W. Chin, who retired at the end of August.Jenkins is a former federal civil rights attorney who prosecuted cross burnings and police misconduct cases under President Ronald Reagan.He was appointed by Republicans and Democrats to four different judgeships. 609

Robert Davis, 70, faces criminal charges after he was caught in South Florida allegedly using a device that concealed his license plate while driving past toll stations, WPLG-TV reported. For the last 18 months, social media users have been posting videos of a Chrysler van driving past toll stations with a concealed license plate. Until last week, Florida Highway Patrol was unable to find the van. But on Saturday, an off-duty Florida Highway Patrol officer finally spotted the van near Homestead, Fla. "I kind of realized that is the guy and I had to call it in," Lieutenant Alejandro Camacho told WPLG. "And then troopers came and stopped him and made an arrest. "Florida Highway Patrol officials allege that Davis used a remote control that drops a cover over the license plate to conceal the license plate. It is unclear how many times Davis allegedly used the device. Davis was arrested on charges of organized fraud, cheating and petty theft, WPLG said.  1006

  

ROME — U.S. Secretary of State Mike Pompeo's diplomatic trip to the Vatican will end without an audience with Pope Francis.The Vatican declined his request to see Pope Francis, citing a routine policy to not grant papal audiences during election campaigns.Pompeo spent 45 minutes in the Apostolic Palace with his Vatican counterpart, Cardinal Pietro Parolin, and the Vatican foreign minister a day after tensions over the Holy See’s outreach to Beijing spilled out in public.Vatican spokesman Matteo Bruni said both sides “presented their respective positions” about relations with China in a climate of “respect, openness and cordiality.”The State Department said they discussed defending religious freedom. SACRAMENTO, Calif. (AP) — California is exempting about two-dozen more professions from a landmark labor law designed to treat more people like employees instead of contractors. Gov. Gavin Newsom on Friday signed Assembly Bill 2257, ending what lawmakers said were unworkable limits on services provided by freelance writers and still photographers, photojournalists, and freelance editors and newspaper cartoonists under Assembly Bill 5.It also exempts various artists and musicians, along with some involved in the insurance and real estate industries.
