SAN DIEGO (KGTV) -- County Supervisors Wednesday sent a letter to Governor Gavin Newsom asking him to take a second look at San Diego, potentially allowing shuttered businesses to reopen amid COVID-19. In the letter, Supervisors Kristin Gaspar, Jim Desmond, and Councilmember Chris Cate of the sixth district said Newsom’s “one-size-fits-all approach to closing entire business sectors is misguided as evidenced by the many sectors in San Diego forced to close their doors again despite not having contributed at all to the rise in our local cases.”Supervisors also pushed the governor to give more control to local leaders and health officials. SAN DIEGO (KGTV) -- Before the sun rose Friday, cars already packed parking lots at San Diego beaches to kick off Labor Day weekend and what's expected to the some of the hottest days of summer.However, San Diego County leaders said no matter where you are this weekend, they want to emphasize people must still follow CDC guidelines to prevent the spread of COVID-19.ABC 10News was at La Jolla Shores on Friday morning as beachgoers wearing masks secured spots far enough to stay socially distanced.Beachgoer and Santee resident Kris Moberly, “We know we can find a spot if we come early."It's the new norm, but also a way to ensure San Diego stays off the state's watchlist after just getting off of it two weeks ago.Moberly said she hopes everyone will follow the rules this weekend, telling ABC 10News, "I'm sure there's people who push the limits but you're responsible for your own health and I think most people are considerate of others."San Diego Lifeguards said they won't be regulating when it comes to social distancing or masks."We're going to be focused on keeping people safe in the water, but social distancing is everyone's responsibility,” a lifeguard told ABC 10News.County Supervisor Nathan Fletcher said the status of our county depends on people's actions this weekend. In a press conference earlier this week, he said people should avoid indoor parties and continue to follow CDC guidelines.To ensure added safety, beaches like Carlsbad will also be handing out masks and teaching visitors about safety guidelines.Lifeguards said in addition to COVID-19 restrictions, the heat will also be a big safety factor. SAN DIEGO (KGTV) - Community leaders are reacting to this week's move by state lawmakers to let voters decide in November whether to reinstate affirmative action.“It’s been a long, hard road and now we can actually see some light at the end of the tunnel,” said San Diego NAACP President Francine Maxwell on Thursday afternoon. It follows Wednesday's news that California lawmakers approved a proposal to repeal the 25-year-old law that bans looking at race, sex, ethnicity, color or national origin in college admissions, contracting and public employment.“The NAACP San Diego branch is elated that it was a 30-10 vote. Two-thirds majority said that things have to change and we're headed to November,” she added.Assemblymember Shirley Weber (D-San Diego) authored the bill and asked for support on ACA 5, which lets voters decide whether to reinstate affirmative action by repealing Prop 209.“The ongoing pandemic as well as recent tragedies of police violence is forcing Californians to acknowledge the deep-seated inequality and far-reaching institutional failures that show that race and gender still matters,” she told her colleagues this week.“African Americans have been at the bottom for over 401 years. Affirmative action was an opportunity so they could open the door to walk into colleges, to [have] the opportunity of economics, to change the narrative of their family,” Maxwell told ABC10 News.Republican Assembly candidate June Cutter from San Diego opposes the return of affirmative action. While it was sold as a civil rights law when it passed in 1996, Proposition 209 has cost women- and minority-owned businesses .1 billion each year, perpetuated a wage gap wherein women make 80 cents on every dollar made by men, and allowed discriminatory hiring and contracting practices to continue unhindered. Far from being colorblind, the bill has set up barriers to women and minorities to share in the economic life of California. SAN DIEGO (KGTV) - Authorities have identified the pilot killed in a plane crash in the Kearny Mesa area Wednesday morning as 61-year-old Dr. John Serocki. According to authorities, just after 6:30 a.m., a Cirrus SR22T crashed nose-first in a construction site in the 4400 block of Ruffin Road, blocks away from Montgomery Field.San Diego Fire-Rescue Department officials confirmed Serocki, who was the plane's lone occupant, died in the crash. Officials said no injuries on the ground were reported.Fire officials said the pilot appeared to have made an attempt to deploy a parachute, but it did not fully open.TIMELINE: Small plane crashes in San Diego CountyOfficials did not immediately confirm the plane's destination, but a witness told 10News the plane took off from nearby Montgomery Field and was heading east when it went down.Due to the emergency response, Ruffin Road is closed between Ridgehaven Court and Balboa Avenue. National Transportation Safety Board (NTSB) and FAA investigators, as well as the county Medical Examiner, were heading to the scene. 1095

SAN DIEGO (KGTV) -- Authorities are investigating after several people were injured following a chase involving Border Patrol agents in the South Bay Thursday night. According to California Highway Patrol, the crash happened on westbound 905 near Caliente Avenue just after 5 p.m. CHP says agents stopped a vehicle when the car hit a Border Patrol vehicle and a big rig. At this time, it’s unclear what sparked the incident.
