SAN DIEGO, Calif. (KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. SAN DIEGO, Calif. (KGTV) -- A San Diego couple woke up to find guns pointed in their face inside their own home. The home invasion happened on the 3200 block of Bramson Place just before 7 a.m. on Monday. Officers say the couple was sleeping when they found the suspects inside their home. The suspects were masked and one of them also had a knife. Police say the burglars put the knife to the man's throat, cutting him several times. Neighbors were too afraid to talk on camera but told 10News said they heard all of the commotion. One witness said they saw the two men running towards a nearby parking lot and getting into a red car. Police don't have a suspect description since the suspects were wearing masks. SAN FRANCISCO (AP) — California has joined nearly two dozen states and municipalities in suing the federal government to stop a new rule that lets health care clinicians decline to provide abortions and other services that conflict with their moral or religious beliefs.California's Attorney General Xavier Becerra filed a lawsuit Tuesday in San Francisco that calls the rule unlawful, reckless and contradictory to laws that seek to protect patients from discrimination and ensure access to care.It says the new rule effectively authorizes discrimination and could curb access to health care for LGBTQ Californians, among others.A similar lawsuit filed in New York federal court on Tuesday was brought by 23 states and municipalities.The city of San Francisco sued over the regulation on May 2, hours after President Trump announced it. 845

SAN DIEGO (KGTV)- For the first time in decades, NASA is moving closer to sending people to the moon, or even Mars. Naval Base San Diego is playing a key role in that process.This week the USS John P. Murtha left Naval Base San Diego to test recovery efforts of NASA’s mock Orion capsule.“We’re going to ensure that once it comes down, once it hits that water, that everything from then on is totally safe,” says Retired Navy Pilot and President of the San Diego Air & Space Museum Jim Kidrick.The amphibious ship sends a crew into the Pacific Ocean, then uses smaller boats to guide the capsule back to the USS Murtha.The Orion has an environmental control system, a heat shield that can withstand 4,000 degrees Fahrenheit, radiation control and parachutes. NASA says the first recovery test aboard the USS Murtha was a success.“By the time they put people in that capsule its going to work flawlessly.” Naval Base San Diego will be removing the Orion test model from the USS Murtha and putting in on display tomorrow.10News will be there to give you a personal look at the capsule. 1095

SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier.
