Hotels and home rentals can drain a family’s savings. 10News reporter Jennifer Kastner found a local family that’s able to go jet setting without breaking the bank, thanks to a home exchange network.Dana Fallentine, her husband, and their four kids have been taking incredible vacations at an impressive savings. “[We’re talking] thousands and thousands and thousands of dollars,” she tells 10News. Fallentine found the website Love Home Swap, which connects users with homeowners around the world. Arrangements can be made to do temporary home trades.The fee is 0 a year. Compare that to the most recent average U.S. hotel price, which is 0 a night, according to Statistica. Members can swap homes or use points to stay in rental homes. Type in where you want to go and when. Browse the options to see photos and amenities, and then start chatting with the owner. For privacy and security, Love Home Swap does ID verification. For protection, phone numbers, email addresses and home addresses are not made visible on the website.The Fallentine family's most memorable experience was from a swap they did with an Italian family. The Italians got to the Fallentine's home the night before the Fallentine's flew off to the Italians' home in Rome.“I took them to Costco. They bought all this food and then they said, ‘Oh, we're going make you guys dinner.’ I’m like, ‘Totally! I’m not going to pass up a meal by real Italians. I mean, that's crazy!’”Fallentine says when her own family home-swaps, having access to another home’s kitchen is one of the biggest cost-savers.“If you're thinking about the food aspect, just to be able to cook your own food is amazing and [you have a] full kitchen with everything you need,” she adds.Another perk is having access to a home's laundry room. It allows the Fallentines to save on airline baggage fees, because now they can carry-on backpacks and wash their clothes at the vacation homes. SAN DIEGO (KGTV) - The Climate Prediction Center released the final El Ni?o advisory for 2019, which means El Ni?o is over and now we are in a neutral phase with a 55 percent chance of continuing into winter.So what does that mean for the rest of summer and, most importantly, San Diego's winter? In order to put this in perspective, let’s review what this seasonal change means.San Diegans typically associate El Ni?o with a wet winter, or more rain and a better water supply. However, El Ni?o is more than that.The National Weather Service defines El Ni?o as a recurring climate pattern involving changes in the central and eastern tropical Pacific Ocean. Warm and cool changes are associated with the ENSO cycle. El Ni?o and La Ni?a are extreme phases of the ENSO cycle, but there is a third phase, less well known, called the ENSO neutral. That third phase is where San Diego is headed for the rest of the year and possibly through the winter months. El Ni?o and La Ni?a have a greater impact during the winter months. La Ni?a doesn’t do much for winters in California; it typically keeps San Diego dry and warm. The opposite happens during El Ni?o, which explains why it’s so much more popular. El Ni?o brings an active Jet and more frequent storms, reducing our drought and helping our water supply, with cold driven storms and snow for the Sierra Nevada mountains. The neutral phase is where San Diego is headed this fall with a 55 percent chance of it sticking around through the winter. The ENSO neutral phase is neither cold like La Ni?a nor warm like El Ni?o. The ENSO neutral phase is associated with sea surface temperatures closer to average, and stronger winds near the equator. It typically keeps the coldest air over the Northeast, warmer temperatures through the southern portion of the country, and wetter through the Midwest and Northeast.The ENSO Neutral typically keeps San Diego warm and dry. The extended forecast calls for above-normal temperatures for the remainder of the summer and near normal rain, which means dry since we are usually dry during those months.The winter outlook also brings near to slightly above normal temperatures. Rainfall will average near normal. San Diego's rainy season begins in November and lasts through March, sometimes lasting through April. During the months of November through April, we average more than 9 inches of rain. So, all we need is one storm every month during the winter time to keep us on track for the year. While the forecast favors an ENSO Neutral phase, there is a 30 percent chance the seasonal outlook could retrend toward El Ni?o. If we go back to El Ni?o, there is a better chance any given storm that moves into Southern California will be a rain maker, even if we only have a few storms.We will continue to monitor the changes; another year of surplus rain would be great for our region. 3074

SAN DIEGO (KGTV) — The downtown building at 101 Ash Street has been sitting vacant for most of the last four years and as it continues to sit empty, taxpayers are footing the ,000 per day bill.City Council leaders voted 5-4 — with Council members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómezto voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.The mayor's options included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursue a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.The coronavirus pandemic has cleared out office buildings across downtown San Diego. But emptiness is business as usual for the old Sempra building at 101 Ash.In 2016, the city approved a lease-to-own agreement for the building, valued at million. The idea was to move upwards of 1,100 city employees into the facility.But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors.In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.So how did the city get into this mess? A new investigation shows it really never did its homework for such a big purchase from the start.The law firm Hugo Parker found that, "at no time, however, did the city formally inspect 101 Ash before closing escrow."In January, councilmember Barbara Bry showed ABC 10News a document that the city accepted the property as is."That is stupid to do when you are doing a long-term lease purchase on a building that was built in the 1960s," Bry said.An additional new report from Kitchell says the building needs 5 million of repairs, which is well more than what the city paid for it. 1947

SAN DIEGO (KGTV) -- The firefighter who died fighting the El Dorado Fire has been identified as San Diego native Charles Morton.Morton died while fighting the San Bernardino County fire late Thursday.According to the U.S. Forest Service, Morton was born in San Diego and started his career in 2002 as a Corpsman with the California Conservation Corps at the Butte Fire Center in Magalia.RELATED: Firefighter dies while battling wildfire in Southern California sparked by gender reveal party“Charlie was a well-respected leader who was always there for his squad and his crew at the toughest times,” said U.S. Forest Service Chief Vicki Christiansen. “Our hearts go out to Charlie’s loved ones, coworkers, friends and the Big Bear Hotshots. SAN DIEGO (KGTV) - The County of San Diego released a 200-page report on Thursday that examines its handling of the recent Hepatitis A outbreak that infected almost 600 people and caused 20 deaths.The report details the county’s successes and what recommendations it has for the future. County officials have been criticized by some people who believe there was not enough action taken at the time.“The county seems to be more interested in its [own image] rather than solving problems,” prominent homeless advocate Michael McConnell told 10News by phone Thursday. He said that from what he knows, there’s little new information in the audit.RELATED: Health officials reminding San Diegans about hepatitis A shotMcConnell added it appears there’s little insight into what could’ve been done before the health concern became a full-blown epidemic.“It certainly appears there were many flaws in the reaction,” McConnell said.McConnell wrote a letter Thursday to state Assemblymember Todd Gloria, outlining a “disturbing timeline,” claiming county officials knew about the outbreak last March but didn't meet until May 4, "despite three deaths and 80 documented cases.”RELATED: Hepatitis A emergency officially ends in San Diego County A state of emergency was declared in September and it was lifted in January.Gloria recently asked for a state audit on the outbreak.In the county’s defense, the report says it acted at the start of the outbreak by providing vaccinations, promoting sanitation and educating community medical providers.RELATED: Audit questioning San Diego's response to hepatitis A outbreak requestedThe report does, however, acknowledge the needs for better coordination among leadership, more training and improving the county’s immunization registry system, among other recommendations.McConnell says, “I think for the most part [the county’s saying], ‘We did a great job.
