SAN DIEGO (KGTV) -- A man who led police on pursuit was arrested early Monday morning after spending 45 minutes on the roof of a Webster home.San Diego police officers attempted to stop a dark colored Kia shortly before 12:30 a.m. on 49th and Federal Blvd. after the driver was seen driving recklessly.The driver crashed into an embankment and pole on Marilou Road, and that's when police said the suspect jumped out and took off running.Police chased the man for several blocks, even jumping fences and running through backyards. The suspect then climb on top of a home, leaping across rooftops trying to get away, but was surrounded.The suspect sat on the rooftop on Brookline street and told officers he would not come down until they put their guns down.The suspect eventually surrendered 45 minutes later. Firefighters were called in to put a ladder up and help get him down.He's being evaluated for DUI and faces felony evading charges. 950

SAN DIEGO (KGTV) -- A report from SANDAG Thursday showed that unemployment in San Diego County fell for the sixth straight week.San Diego County now has a 14.8% unemployment rate for the week ending June 20 -- that's down 1.5% from the previous week, and significantly lower than the peak of 25% on May 9."We're not out of the woods at all," warned SANDAG Chief Economist Ray Major. "This is still 50% higher than the highest unemployment we had during the great recession."Major said a 14.8% unemployment rate means 200,000 San Diegans are still out of work. According to the report, ZIP codes in Logan Heights, City Heights, Encanto, the College area, and San Ysidro are the hardest hit.Major told ABC 10News the looming threat of renewed restrictions on businesses may lead to another rise in unemployment."Many of these businesses have been waiting to open up again," said Major. "They haven't made any revenue for the last couple of months, they were open for about 19 days and now you're telling them they have to shut down again. Some of them are not going to be able to make it."Phil Blair, Chief Executive of Manpower Staffing, which helps companies find temporary employees, said he doesn't think unemployment will fall below 10% until the tourism industry recovers."We've got to open up airports, we've got to open up our convention center," Blair said. "And all of us have to be comfortable flying and then going into a big room with 8, 10, 12,000 people … Then we'll see (unemployment) at 13, 12 percent. And then once the virus dies down, I think within three months we'll be back within 5 or 6 percent. That's my prediction."The five ZIP codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) — A local sailor got an emotional holiday surprise thanks to the generosity of some frequent fliers.Navy diesel mechanic Joe Ramsay just learned his brother is flying in for the holidays."Don't really have the words to describe it," said Ramsay.Ramsay has been stationed in San Diego for more than two years. After hernia surgery this summer, his finances got stretched. There would be no trip home to North Carolina for the holidays."I was going to spend it with friends or alone. That was pretty much my plans," said Ramsay.That wasn't the plan for Ramsay's brother Trey, who entered a contest put on by New York entrepreneur Peter Shankman. The businessman decided to collect and donate hundreds of thousands of airline miles in hopes of reuniting families."Just wanted to get to my brother for the holidays. I haven't seen him in a year or so," said Trey Ramsay.In his entry, Trey called his brother "the closest person in my life," adding the family hasn't been able to visit Joe since he arrived in San Diego. San Diegan Rhys Ford, a mystery writer who travels for her job, donated 45,000 miles and two tickets."It's seeing people reuniting. It's the fact that somebody's so excited to get on a plane. SAN DIEGO (KGTV) -- A North Park house, empty for years, has nearby neighbors frustrated about the lack of action taken to clean up the property they say has become a magnet for crime. "We have people that are squatting here, we've had illicit drug use, we've had prostitutes, we've had an increase in break ins in the area, " said Alan Nelson, who lives across the street. Nelson says even though he and others call the police, unless it's an emergency they can't always come out. He has called and emailed Councilman Chis Ward's office repeatedly about the matter but isn't happy with the response he's received. Ward's office says the property is in foreclosure and the case is being handled by the city attorney's office. They issued the following statement to 10News:"My office has been working with the San Diego police department and city code enforcement to address the illegal activity occurring at this property. Public safety is and will always remain my most pressing priority." A code compliance hearing for the property is scheduled for late April.  1106
