SAN DIEGO (KGTV) - Governor Gavin Newsom's announcement Friday on the fall school year left many parents unsure what to expect.Schools have a list of guidelines they must comply with to open in person classes. The most difficult guideline, potentially, is to stay off the state's watch list for 14 consecutive days.This leaves parents in limbo.Tancy Campbell has been juggling a 9-year-old, 5-year-old with special needs, and an Esty shop while her husband is deployed with the Navy. She is less nervous about her 9-year-old who understands social distancing and mask etiquette, but her 5-year-old son hasn't reached that level yet."I'm worried about him going but I'm worried about him staying as well so it's like a double-edged sword," Campbell said.She said he has autism and is regressing without social interaction, but if he were to go to school right now she's worried he could catch coronavirus. These stresses piling up over the past four months.Licensed Psychologist Dr. Michelle Carcel said she's heard from a lot of exhausted parents and has this advice, "all of us need to take a step back and realize this is an imperfect situation and mistakes will be made and that's okay."She said it's important to create a routine to set barriers with the kids. "Also putting signs in different places where there's play area time and where there's school time. So that way you're making a division with work and play," Carcel added.Post a schedule somewhere that everyone can read, so the kids know when parents are busy and when they can have their attention.She suggests dividing and conquering if possible. Enlist help from your partner, or family members to divvy up the childcare responsibilities.She also said if you aren't happy about the decisions being made, let your representatives know. "You're not helpless, you're not alone, make sure you advocate for you and your family," Carcel said.Most importantly, don't forget to take care of yourself."I would just like to tell all the mommas and the daddies to stay strong if they're at home with their kids, it's a lot," Campbell said.A lot to handle, but a labor of love. 2320

SAN DIEGO (KGTV) - Homeowners in Chula Vista's Eastlake III Community Association are fighting back against proposed parking updates for the HOA. If passed neighbors would be required to park their cars in the garage before parking in their driveway or on the street.The Board of Directors distributed proposed updates to the Community Association Handbook for a homeowner review and comment; and will vote on Tuesday, August 20.Among the proposed changes:Street parking is permitted only after all garage spaces, and driveway spaces, are utilized to its maximum designed capacityThe Association's management company is permitted to perform a garage inspection of a residence to ensure compliance with the Association's governing documentsHomeowner Jose Esquer believes an inspection would be an invasion of people's property."They seem to want the right to inspect your garage, and that's private property. What I have in my garage shouldn't be anybody's business, but whoever is inside my house. I have a problem with them trying to police what we do once inside our house," said Esquer. Becky Niemiec already parks her car in the garage but still believes the changes would be an overstep. "We don't have attics, we don't have basements, we have no storage, people should be able to use their garage however they want to," said Niemiec.Niemiec says the issue has drawn a lot of debate on Nextdoor. She says while some argue the changes could help beautify the neighborhood, she believes that group is in the minority. SAN DIEGO (KGTV) - Fed up homeowners' associations are now turning to a local licensed private investigator for help with catching homeowners who are breaking HOA rules by renting out their homes on short-term vacation rental sites such as Airbnb, VRBO and Craigslist.  “I admittedly watched a lot of Magnum, P. I. growing up,” jokes Nick Bradley of San Diego’s Bradley Investigative Services.  In the last 6 months, Bradley has taken on a new field of investigative work. He and his associates are being hired by HOAs to investigate homeowners and tenants who are violating HOA bylaws and CC&Rs that prohibit turning units into short-term vacation rentals.   Bradley gave 10News an exclusive interview about this new area of detective work. He declined to offer us specifics about how he executes his investigations into short-term rental violators. We ask, “Do you ever pose as a guest and do you do surveillance work?” Bradley replies, “No comment.” “My initial thought was [to laugh],” says San Diego attorney Dan Zimberoff. He represents homeowners and has previously represented HOAs. Zimberoff thinks it’s an extreme measure for HOAs to hire private investigators, but he understands why there’s so much passion over short-term rentals. “I think what makes this issue a little different [from others] is the dollars at stake, especially in San Diego. Some of these units can go for multiple hundreds of dollars a night or thousands of dollars. People care,” he adds.  According to Airbnb, San Diego is the second ranking city in the state for Airbnb guests, after Los Angeles. Per Airbnb, in 2017 there were 537,000 guest arrivals in San Diego, generating 0 million in host income. “Right now, it’s too lucrative for [homeowners] to not do this,” says Bradley. The short-term rental fight in America’s finest city continues to be ugly. The city attorney has deemed short-term rentals illegal, per code. Meanwhile, the city council is delaying discussions over how to regulate them. Even so, certain HOAs have rules prohibiting them. The fines for violators can be astronomical. “It’s been ,000 per occurrence in some situations,” adds Bradley. If fines don’t work, court is another option. In 2012, The Mark condominium owners association filed a lawsuit against Thomas Stevens, a former condo owner, accusing him of violating the association’s policies about short-term rentals. He then had to pay out more than 0,000 after a judge ruled that he violated The Mark’s policies.  Bradley can help gather the evidence that HOAs need to litigate. “When [HOAs] go to court, my documentation and reporting will basically count as expert witness testimony for our side,” he says.  Zimberoff thinks it’s time for HOAs to consider allowing short-term rentals, but with reasonable and efficient regulations to curb nuisances, like excessive partying. “Instead of spending that energy trying to catch [a homeowner], let’s try to think of a long-term fix,” he adds. For more information about Bradley Investigative Services click here.For more information about Dan Zimberoff click here. 3193

SAN DIEGO (KGTV) - Family and supporters of Jonathan Coronel stood at the San Diego County Administration Center Friday, demanding justice for the past three years without their loved one.Coronel was shot 16 times by San Diego Sheriff's Deputy Christopher Villanueva in Vista July of 2017."It has been three years of trauma and dehumanization," Coronel's Cousin Rocio Zamora said.Zamora urged defunding the Sheriff's Department, and transferring that money to underserved communities, "to transform them to community empowerment zones. The safest communities don't have the most cops they have the most resources."She also demanded police officers be taken out of schools and replaced with counselors.These demands shouted at a time when law enforcement is under the microscope.Law enforcement said Coronel was a documented gang member with a warrant.The morning Coronel died law enforcement said he ran from deputies. Once Villanueva caught up to Coronel, law enforcement said Coronel concealed his hand in his shirt, forcing Villanueva to fire.A witness said Coronel took off his shirt to show he was unarmed.Law enforcement confirmed Coronel was unarmed at the time of his death."Deputy Christopher Villanueva is the most dangerous gang member in Vista. He is the one who shot Sergio Weick 28 plus times," Zamora said.Sergio Weick, 33, was shot and killed August of 2016 by Villanueva.Law enforcement said he was running from deputies, had knives, and threatened deputies, forcing Villanueva to shoot. Law enforcement said he was also a documented gang member with a warrant.Back on the steps of the county administration building, Zamora said they are not anywhere near ending their fight for justice, "three years and we are only growing bigger, we are only getting louder." 1787

SAN DIEGO (KGTV) - Eateries in Ocean Beach say Memorial Day weekend is getting them back on top after a slow winter.A couple factors in play, nearly back to back storms and the closed pier. "Our numbers are still way above normal so we'll take it," South Beach Bar & Grille Bartender Philip Cullin said Friday and Saturday were great for business.Next door at Lighthouse Ice Cream, those sentiments were echoed.Sunday was a different story, clouds loomed overhead with sprinkles and rain in the evening, dampening the influx of customers. "It's really cold, there's not that many people out," 14-year-old birthday girl Bella said. She came out with friends and family to celebrate.Businesses thankful to see those customers, saying it's been tough through the slow winter months.Inside the bar, Cullin said they saw lots of business Sunday, "it comes in waves, you'll get like a mad lunch rush, everybody bombs in at the same time to get their fish tacos, and then they clear out mid afternoon and your locals come in."With the pier open, they're seeing even more people, "this area gets way more congested when people are chilling at the pier," Cullin said."I found out Thursday night the pier was opening on Friday and I knew I had to get here early and start making waffle cones, it was a busy day for us, we couldn't even find parking in the morning," Lighthouse Ice Cream Manager Robbie Valdivia said.They're hopeful Memorial Day will bring sunshine and another wave of customers."We actually had them for about two weeks now, a lot of tourists here from out of town, out of state, so it's been really really nice," Valdivia said, knowing it's the unofficial start of summer. "It's going to be busy from here on out, there's going to be a line out the door." 1775
