SAN DIEGO (KGTV) — County supervisors and health officials say the region's number of community outbreaks has exceeded its threshold prompting a pause on future business reopenings.Thursday, community outbreaks rose to eight from June 11-17. A community outbreak is considered three or more confirmed cases from the same place.The community outbreaks were linked to three businesses, two restaurants, one private residence, one campground, and one social club, according to Public Health Officer Wilma Wooten. "When people come together and are within 6 feet of each other without facial coverings it's bound to happen."As things open up and people think that they can go back to the pre-COVID-19 existence, we cannot."Three of the eight outbreaks could fall off the county's metrics on Friday and bring the county below the threshold once again.Supervisor Nathan Fletcher said the following actions would be taken in response:The county will pause implementing statewide guidance on additional reopenings, not including Friday's planned reopenings of nail salons and other personal care services; andThe county would begin targeted enforcement on entities that are not following health orders.The locations of the county's eight outbreaks were not detailed. Fletcher said revealing which businesses had outbreaks could jeopardize contact tracing reporting and businesses cooperating. SAN DIEGO (KGTV) — As the federal government failed to pass a new spending measure to fund several agencies through the new year, a partial government shutdown went into effect late Friday.TSA agents in San Diego, categorized as essential employees, will return to work Saturday but without pay under the partial shutdown. Many other employees will also be required to work without pay, including: The Department of Homeland SecurityThe Justice DepartmentThe Interior DepartmentThe State DepartmentThe Department of Housing and Urban Development"Mortgages, car payments, things of that nature, Border Patrol agents will have to find a way to make ends meet, even while they're not receiving their paychecks," Joshua Wilson, vice president of the National Border Patrol Council, told 10News. Though, Wilson added a shutdown was worth ensuing more border security for him and other agents. "It's about darn time Congress do something about border security. They keep punting, and we're very, very tired of it. The Internal Revenue Service, NASA, and the National Park Service will likely see employees furloughed, the latter of which could be seen as San Diego's Cabrillo National Monument closed Saturday. SAN DIEGO (KGTV) - At least six employees with the VA San Diego Healthcare System counseling center have tested positive for the coronavirus.On Thursday, 10News spoke with several people who work at the location. The employees we spoke with said when people started having symptoms, they asked to work from home but were told to keep showing up.Too afraid to use their names or participate in any type of recorded interview for fear of retaliation from officials at the VA, the employees detailed their concerns over the phone. RELATED: Six San Diego VA employees test positive for coronavirusOne person told 10News, “We were begging for about two weeks to do telework.”Another employee said, “We were reporting cases of potential COVID (COVID-19) and asking for telework to quarantine and keep safe, and the answers we got back were, ‘We'll look into that.’” The employees tell 10News they work with homeless veterans and veterans with histories of chronic homelessness. Employees point to one sent last week where the director wrote, “You may have seen news reports about increased telework opportunities for federal employees. While this has been widely publicized, requests for the approval of new telework agreements will be very limited due to the limited bandwidth of telework systems and the need to have staff onsite to ensure the continuation of operations. Although some of you may have duties that could be performed remotely and would like to telework, at this time we need all employees who can work, to be present at their worksite.”At Wednesday's press conference with the County of San Diego, 10News asked county leaders if they aware of the cases at the VA office."The cases that are at that location are known to us and we are under an active investigation with the staff at that site," officials said. Per CDC guidance and VA protocols, individuals known to be at risk for a COVID-19 infection are immediately isolated to prevent potential spread to others.”Team 10 reached out to the VA spokesperson Thursday afternoon with additional questions regarding the allegations from employees. SAN DIEGO (KGTV) -- Candidates vying for the a seat in the 50th Congressional District reacted Monday to news that Rep. Duncan Hunter is set to change his plea to guilty in a campaign finance case. Documents show that Hunter is scheduled to appear in court Tuesday at 10 a.m. for a "change of plea hearing." Hunter said he would plead guilty to one count of misusing campaign funds in an interview with San Diego TV station KUSI. "My trial was set for January 22 -- that's not going to happen now. Tomorrow, on Tuesday, I'm going to change my plea to guilty. I think it's important not to have a public trial for three reasons, and those three reasons are my kids ... It's been a privilege to serve in Congress for 11 years, three tours in the Marine Corps in the wars. I think we've done a lot of great things for the nation."RELATED STORIES: Rep.
