(KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. The EEOC?claimed it was a violation of the Civil Rights Act of 1964's Title VII, arguing dreadlocks are a "racial characteristic," according to NBC News.The 11th U.S. Circuit Court of Appeals ruled that the company in this lawsuit has a "race-neutral grooming policy" and was not discriminatory, and dreadlocks are not a cultural practice, NBC News reported. 817

(KGTV) - People who own chickens in the North County are taking extra precautions to protect their flocks, as a deadly bird disease creeps closer to San Diego County.The California Department of Food and Agriculture issued aquarantine for birds in Los Angeles, Riverside and San Bernardino Counties after reports of the disease. With all three counties surrounding San Diego, officials here have issued warnings to chicken owners to look out for symptoms.According to the San Diego County Department of Agriculture, Weights and Measures, symptoms include:Sudden death and increased death loss in flock.Sneezing, gasping for air, nasal discharge, coughing.Greenish, watery diarrhea.Decreased activity, tremors, drooping wings, twisting of head and neck, circling, complete stiffness.Swelling around the eyes and neck.They say anyone who sees these symptoms in their birds should contact the CDFA Bird Hotline at at 866-922-BIRD. 953

The attack was caught on security camera video Monday morning.The man calmly walks up a set of stairs around 9 a.m. before turning toward the Fargo office of U.S. Senator John Hoevens. Every day, 20 veterans reportedly take their lives due to post-traumatic stress disorder (PTSD). Now, a party drug is proving to be a promising, yet controversial, alternative therapy to treat PTSD and depression.For 11 years, Patrick, a former airman, suffered from PTSD. He said he got to a point where he felt he tried everything.   "I stayed home all the time,” he says. “I didn't get out the depression, the anxiety and the thoughts of suicide, every day."   Patrick says he found a glimmer of hope three months ago, when Veterans Affair signed off on an alternative treatment called ketamine therapy. Doctors administer a very low dose of ketamine, popularly known as “Special K.”    "Basically, it's an infusion through an IV," Patrick explains.   Some users say it feels like you're experiencing an alternative reality, but it's the immediate results after treatment that has patients seeing life through a different lens.    "I feel like someone turned on the light in the dark room,” Patrick says. “That now, I can see. Now, I can really proceed with my day."  The opioid crisis has created a cause for concern for abuse of ketamine. However, Dr. Steven Levine, the CEO of Actify Neurotherapies where Patrick goes, says this treatment is different than prescription medication.    "Most importantly, if the medicine is restricted to a controlled medical setting and people don't have it at home just to take it whenever, they feel like it that makes all the difference," Dr. Levine says.  Ketamine therapy might not be for every veteran living with PTSD, but for Patrick, it gave him his life back."I’m just thankful this program is out there and that it works for me," he says.   1778
