Eyebrows were raised after a court filing Tuesday revealed former Trump campaign chairman Paul Manafort, now under federal indictment, has three U.S. passports.On top of that, he had filed for 10 passport applications in as many years, according to special counsel Robert Mueller, who is investigating Russia's alleged meddling during the 2016 presidential election.Three passports? We wanted to find some answers.Can you have more than one passport?Yes. U.S. citizens are allowed to have more than one valid U.S. passport at the same time, according to the National Passport Information Center, which is a division of the U.S. State Department.But in most cases, you are only allowed to have two valid passports at a time, according to the NPIC.As NPIC notes on its website, holding a second passport "is the exception to the rule."It remains unclear why Manafort has three."Having three valid U.S. passports is incredibly unusual and normally would raise a red flag," said Valentina Meehan, owner of New York-based passport and visa expediting service Passport Plus.The State Department declined to comment on Manafort's passports.An official from State said in a statement that its general policy is that "no person shall bear or be in possession of more than one valid or potentially valid passport of the same type (regular, official, diplomatic, no-fee regular, or passport card) at any time, unless authorized by the Department of State."The spokesperson noted that requests for more than one passport are reviewed on a "case-by-case basis."How do you qualify for a second passport?Typically second passports are given to frequent travelers, especially those who travel overseas for business a lot, said Meehan.One reason you might hold a second passport: if your primary passport contains stamps or visas to other countries that may cause the country you plan to visit to deny you entry, according to the State Department. For instance, if your passport shows that you have traveled to Israel, countries like Lebanon and Libya may not allow you in, Meehan said.Another scenario in which you might be granted a second passport is if you have submitted your primary passport for a travel visa or some other administrative reason but have an immediate need to travel to another country."Sometimes your passport can be stuck with a consulate or embassy for weeks for a visa," said Meehan. "Suppose you suddenly have to travel to Canada or Europe while you are waiting to get your passport back. Then you can apply for a second passport."How often do people need to renew or apply for a passport?A primary U.S. passport is valid for 10 years. A second passport is typically valid for one to four years based on a passport agency's discretion, after which an application can be filed for renewal. 2831

ESCONDIDO, Calif. (KGTV) — As San Diego County rolls back again into the more-restrictive purple tier, the city of Escondido is coming together to make sure their small businesses survive the newest rollback.In Escondido, Carol Rogers is involved with the Downtown Business Association and the Chamber of Commerce, plus she also owns Stone and Glass, a glass blowing shop. She said everyone has been feeling the impact for the past eight months, but they’re finding ways to adapt.For her glass store, she said online sales have been what kept her afloat.RELATED: San Diego County moves into California's COVID-19 purple tier, new state data shows“Our online sales are phenomenal. It’s what’s kept us in business. It is the only thing that’s kept us in business,” said Rogers.She said she and the organizations she works with have created different plans to help all small businesses. During the summer, they closed down a lane of traffic along the main street and added cement barricades, creating a space for stores to add tables to the sidewalks. Some types of businesses were able to use the space, but others were not.“What we found is the restaurants did it. I works for the restaurants, but retail is not using the space,” she said, discussing the outdoor sidewalk addition.In the spirit of unity, they decided to not waste the outdoor space, so Rogers created an art walk that happened Saturday, Nov. 14. Artists and creators were able to move into unused street space and host pop-up shops, giving them business that has been missing since their local Second Saturday stopped in March.In addition to the stores moving outside and artists popping up for a Saturday afternoon, the community has also stepped up to add life to the cement barricades that block off the outdoor sidewalk space. Starting in the summer, a few cement blocks were painted by artists, and that has continued. Now, Grand Avenue is lined with multi-colored pieces of art.“There’s been professional artists, there’s been people that just want to paint, there’s children,” said artist Tristan Pittard, who was working on his cement canvas Saturday.Pittard said the art is an additional motivator for people to visit the area and support local businesses.“Art in general affects peoples psyche and public art is important for that because people might not be exposed to art otherwise,” said Pittard.For Rogers, the combination of the art walk with the painted cement shows the unity of the people, and gives her hope that Escondido will survive another rollback. She said she hopes the art walk will become a monthly event.“The more that we can do this, we believe the more people will come. This makes people comfortable. We’re outside. We’re far apart. Facebook users will soon be able to clear their browsing history on the social network.On Tuesday, CEO and founder Mark Zuckerberg said the company is adding a new privacy feature that lets you clear your browsing history on Facebook, including what you've clicked on and which websites you've gone to."In your web browser, you have a simple way to clear your cookies and history. The idea is a lot of sites need cookies to work, but you should still be able to flush your history whenever you want. Every morning at 7:30, as students start to filter in, Jim Witt and his fellow administrators at Lake Schools in Northwest Ohio take to their designated posts around the school’s various hallways.They greet students, joke with them—teasing one about his Air Jordan high-tops (this is LeBron country, after all)—and just generally touch base before the day officially begins.As superintendent of the 1700-student campus outside Toledo, Ohio, Witt says he probably knows their students on “a much more personal level” than others would at districts of a similar size.And knowing your students, he says, is key in the efforts to help prevent what feels like it’s become all too common: school shootings.  And that context has made the need for the morning pleasantries that much greater.“It makes us hyper sensitive to kids who may come in one morning and be really down or upset about something,” Witt says. “We try to get to the root of that problem for various reason, school safety being one of them.”Lake Middle School principal Katie Beard agrees that administrators and teachers need to be on the lookout for warning signs, adding that when you know the students, it’s really not that difficult to tell when something’s not right.“You can tell by the way a student walks in what kind of day they’re going to have, based on seeing them every single day,” Beard said, adding that if she notices a big difference in a student’s mood, she’ll prod a little bit to find out if it’s something more serious.“You just try to have a conversation with them right away to try to head it off, [asking things like] ‘Hey, what’s going on? Bad morning?’”And when they do notice something is off, they make teachers aware and keep a closer eye.“Often times I’ll pop in to their teachers or send an email [saying] ‘hey, so-and-so looked a little off this morning, keep an eye out, if I need to come see them let me know," Beard said.Once the first period bell rings, custodians will make sure to lock all exterior doors, and Witt will roam the halls to double check the doors and look for any other kinds of threats.“I’m looking for anything that would appear to be unusual, or out of sorts, out of place,” Witt says. “We know that kids let bookbags lie around so we check those.”He says when he first became an educator, school was more about the “Three R’s”—reading, writing, and arithmetic. But he’s definitely noticed a shift in recent years. “Myself and my admin team spend more time probably worrying about…the safety of kids and staff,” he says. “It’s gone beyond just the normal curricular issues," Witt said.And that “frustrates” him, he says, “but it’s a necessity.”The school has a series of cameras, covering the entrances and exits to the various buildings. And they have also sought training for their staff from groups like the non-profit Educator’s School Safety Network.But as a small district with limited funds, Witt says investing in new security technology—things like bullet proof windows, heavy duty doors-- isn’t really on the table.But even with all the funds in the world, he’s upfront that he’s still not sure he would invest much money in “hardening” schools, noting that nothing is “100 percent intruder-proof.”So he’ll continue with the “getting-to-know-you” behavioral approach—and giving his students a hard time about their choice of NBA-inspired footwear. 3413
