China will cooperate more with the European Union (EU) to develop safety and security criteria for products, a leading official from the top product quality supervision authority said Wednesday.To increase joint efforts to establish a product safety control system, the two sides have agreed to establish a joint information platform for industrial products, Wei Chuanzhong, vice-minister of General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), said."We will assess what it will take to set up a database for the platform by the end of this year," Wei said."The information platform will help solve problems arising from bilateral trade, providing a more effective way to push forward win-win trade development," Wei said.Wei made the remarks after the sixth annual meeting of the Negotiating Mechanism on Sino-EU Industrial Product and WTO/TBT (World Trade Organization/technical bar-riers to trade), which took place in Beijing Wednesday.Under the negotiating mechanism, which was launched early in 2002, China and the EU have set up 10 working groups covering trade issues in several industrial sectors, such as textiles, medical devices, electrical and mechanical devices, chemicals and cosmetics.He said a four-month product-safety inspection campaign launched by the AQSIQ is currently underway nationwide.Prior to yesterday's meeting, the EU also signed the first agreement for cooperation on pharmaceuticals and related products with the Chinese State Food and Drug Administration, according to the delegation of the European Commission to China."We will not impose any discriminative supervision regulations on Chinese products exported to the EU market. Instead, we are willing to offer technological support to Chinese enterprises to ensure an effective control over product safety," Heinz Zourek, director general for Enterprise and Industry of the European Commission, said.

UNITED NATIONS -- China's special representative for climate change talks, Yu Qingtai, urged the international community to conduct substantive negotiations aimed at securing a new global post-2012 agreement on climate change by 2009.Speaking at the UN General Assembly debate on climate change, Yu said that the Bali roadmap, adopted at the UN climate conference last December by delegates from nearly 190 nations, is "only a beginning.""The international community must continue with the task of conducting substantive consultations and negotiations, so as to insure a final agreement on the post-2012 international cooperation on climate change within the next two years," he said.Yu emphasized that any framework for future arrangements must be firmly based on the principles established by the UN Framework Convention on Climate Change (UNFCC) and the Kyoto Protocol, particularly the principle of common but differentiated responsibilities.The four building blocks of the roadmap -- mitigation, adaptation, technology transfer and financing, are all important components for developing an effective framework for responding to climate change, and should be given equal attention, and none of them should be neglected, he noted.Urging developed countries to further strengthen policies and measures aimed at emission reduction, the special envoy said the concerns by developing countries over adaptation, technology transfer and financing should be addressed in earnest, so that they will have the capacity to make greater contributions to confronting the challenge from climate change."The effectiveness of participation by the developing countries will, to a significant extent, depend on whether the developed countries will take substantive actions on financial and technological assistance," he said. "Effective mechanisms should be set up as soon as possible to insure that measurable, reportable and verifiable assistance be provided to the developing countries with regard to financial resources, technology and capacity building," he said.China takes climate change "very seriously" and have adopted various policies and measures to respond to the challenge, with " noticeable success," he said."While making our own due contribution, we will also help other developing countries to enhance their ability to adapt to climate change," Yu added.Representatives, including some 20 ministers, from more than 100 countries and international organizations attended the two-day high-level session and exchanged views on ways to move forward the negotiating process launched in the Bali conference.

Land authorities in six Chinese cities including Beijing have illegally charged 1.1 billion yuan (US6.7 million) on enterprises so far this year, adding fuel to the nation's soaring housing prices. This was discovered by the National Development and Reform Commission, China's top planning body, during examinations of charges on businesses in Beijing, Shijiazhuang, Jinan, Guangzhou, Chengdu and Xi'an, the Beijing News said Saturday. BEIJING - The number of commercial bribe cases dealt with by Chinese courts rose to 4,406 in the first seven months, an increase of 8.2 percent over the same period of last year, according to the Supreme People's Court (SPC) on Saturday.Xiong Xuanguo, vice-president of the SPC, said the number of cases featuring corporate wrong-doings rose 37.3 percent and cases relating to individual employees of companies jumped by 52.1 percent.Of the 3,748 commercial bribery cases that have been closed this year, 94.1 percent involved civil servants, Xiong said.A total of 31,119 commercial bribery cases were dealt with in China in the past two years before August 2007, with 7.079 billion yuan (US2.51 million) involved, said Li Yufu, deputy director of the leading group on anti-commercial bribery under the Central Committee of the Communist Party of China.

TOKYO - Japan's Supreme Court on Friday overturned a landmark ruling that had ordered a Japanese company to compensate Chinese who were forced to work as slave labourers during World War Two. It was the first ruling by Japan's top court on whether foreigners forcibly brought to Japan to work during and before World War Two had the right to compensation. A lower court had ordered Japanese construction firm Nishimatsu Construction Co. Ltd. to pay a total of 27.5 million yen (0,000) in compensation to a group of five Chinese for forcing them to labour in Japan during World War Two.
