SAN DIEGO (CNS) - The city of San Diego announced Tuesday the completion of upgrades to 15 of the city's most accident-prone intersections. The improvements are part of the city's Vision Zero program, with a goal of eliminating fatal traffic accidents altogether by 2025 via infrastructure upgrades and traffic safety education. SAN DIEGO (CNS) - San Diego County health officials have reported a huge jump in COVID-19 cases -- a record 1,087 -- and no additional deaths, bringing the county's total to 64,768 cases, with the death toll remaining at 926.Sunday was the fifth-consecutive day that more than 600 new coronavirus cases were reported by the county.On Saturday, the county set a record of 736 new cases. On Wednesday, a record 661 cases were reported in the county -- surpassing the 652 cases reported Aug. 7. Another 620 cases were reported Thursday."This is a stark reminder that COVID is real, is spreading and must be taken seriously," Supervisor Nathan Fletcher said Sunday. "At this point, we are pleading with the public to take action to slow the spread: Wear a mask, physically distance, and limit contact with those outside of your household."Dr. Wilma Wooten, the county's public health officer, added that in the weeks following Halloween, this record case jump is a warning sign people "need to follow public health guidance throughout the upcoming holiday season."The rapid rise in cases comes as state data has landed the county in the most restrictive tier of the state's COVID-19 reopening plan. The restrictions associated with the purple tier went into effect just after midnight Saturday.Many nonessential businesses are now required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries are able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers can remain open with 25% of the building's capacity. No food courts will be permitted.Schools are able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. Last week's unadjusted case rate was 8.7 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. From last week's data, it dropped to 2.6%, a 0.8% decline. It still remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.3% to 6.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.Of the 12,349 tests reported Sunday, 9% returned positive, increasing the 14-day rolling average of positive tests to 4.2%.Of the total number of cases in the county, 4,197 -- or 6.5% -- have required hospitalization and 958 patients -- or 1.5% of all cases -- had to be admitted to an intensive care unit.The number of community outbreaks in the past week was 45 as of Saturday.The county launched a COVID-19 case rate map Thursday showing how cities and communities are being impacted by the novel coronavirus. SAN DIEGO (CNS) - Seven influenza-related deaths were confirmed last week in San Diego County, bringing the number of fatalities so far this flu season to 57, compared to 30 at this time last year, the Health and Human Services Agency reported Wednesday.The ages of the patients ranged from 60 to 89, and all had underlying medical conditions, according to the HHSA.The total number of cases dropped for the third week in a row. The county logged 1,548 cases last week, compared to 1,689 the week before."While influenza cases have continued to decline, flu activity is still widespread in the region," said Dr. Wilma Wooten, the county's public health officer. "People should continue getting vaccinated and taking other preventive measures to avoid getting sick."The seasonal total of influenza cases is now 15,097. Last flu season saw 4,414 by this time and 9,655 in total.County health officials are encouraging people who are sick to first contact their health care provider by telephone or arrange an urgent appointment, but to go to an emergency department if they have any of the following symptoms:-- difficulty breathing or shortness of breath;-- chest pain or abdominal pain;-- sudden dizziness;-- confusion;-- severe or persistent vomiting; or-- flu-like symptoms that appear to get better, but then return with a fever and worse cough.County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people with chronic medical conditions like asthma, diabetes and lung disease, and people age 65 or older.Residents can take precautions against contracting the virus by frequent hand washing, cleaning commonly touched surfaces, avoiding contact with sick people, and avoiding touching your eyes, nose, and mouth.The flu vaccine is available at local doctors' offices, retail pharmacies and the county's public health centers. SAN DIEGO (CNS) - The San Diego Metropolitan Transit System will begin a pilot program Tuesday to reduce fines and allow fare violators new options for clearing their citations.Passengers will still be required to have a valid fare while riding, but any citations MTS issues on or after Sept. 1 will qualify under the new program guidelines."Our goal is to be flexible in our fare enforcement efforts so that riders have an opportunity to purchase a fare or to correct their fine without a criminal process," said Nathan Fletcher, MTS board chair and San Diego County supervisor. "Bringing the citation payment process in-house to MTS rather than straight to the courts will help our passengers avoid burdensome court fees. But more importantly, it will allow MTS staff to educate passengers on what payment options are available."The MTS board approved the diversionary program on June 18 after criticism rose during the pandemic that the transit authority was saddling poorer people with unfair burdens. MTS has reported for several years that it has a fare evasion rate of 3%, but system staff estimate that MTS will lose close to million annually for every percentage point that rate goes up.The Fare Enforcement Diversion Program will offer:-- Reduced fines/more payment locations: Citations will be reduced to . A person will have 120 days to pay the fine to MTS in-person or by mail-- Community service option: An option of providing three hours of community service in lieu of payment will also be included in the new policy. Community service can be done through the Jacobs & Cushman San Diego Food Bank or a Homeless Court Program Provider such as Father Joe's Villages. According to Fletcher, MTS is currently working to add more community service locations during the pilot period-- Limited appeal window: Passengers will also have the option of appealing the fare violation within 15 days of the citation if they can demonstrate they have been wrongly ticketed. An example provided is not having a fare due to a malfunctioning ticket vending machine-- Civil Process: During the pilot, only citations that are not paid within 120 days will proceed to the courts, where substantial fees may be added to the fines -- 7.50 or more, according to MTSPre-COVID-19, around 33% of the MTS annual budget, or around 0 million, relied on fare revenue.People who board MTS trolleys or buses without a fare will be given an opportunity to deboard and purchase a fare.MTS continues to operate about 95 bus routes and three trolley lines.
