SAN DIEGO (KGTV) — Outrageously high electric bills are landing in inboxes across San Diego County, some nearing ,000.And it's not just the sweltering San Diego summer leading to the increases."I was wondering exactly what's going on and wondering if there was an issue," said Matt Berlin, a Point Loma resident who got a 0 electric bill this month from San Diego Gas and Electric. "I mean we do run our A/C but my bill's never been this high."RELATED: Homeowner saves thousands by making his home more energy-efficientThe higher electric bills are another challenge as county residents from Point Loma to Poway struggle with the region's increasingly high cost of living."I'm at a loss," said Jeff Tarzia, of Poway, who got a 7 electric bill. "I don't know what we're doing different from year to year."It's not just the near-record heat that is causing the increases due to higher air-conditioning use. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. Plus, rates have gone up in the last 12 months, some as high as 28.5 percent.RELATED: Buyers, renters willing to pay more for homes with air conditioning"While there is frustration over somebody's bill right now, there are choices to look at in terms of 'hey, is this the right plan? Am I even on the right plan, what can I do?" Jones said.Jones said San Diegans can switch for free to a Time of Use plan, where energy is most expensive from 4 p.m. to 9 p.m. Then, they can plan ahead by setting the A/C lower before 4 p.m., turning it up when that time hits."You're going to experience some savings right there because your A/C is not running as hard from 4 to 9 but you're still using all that cooling you had during the day," he said.Jones said SDG&E is continuing to move all of its customers to the Time of Use plan. Each should transition by next year.He added that the utility will refund customers the difference if they end up paying more under Time of Use than the previous arrangement, for the first year. 2064

SAN DIEGO (KGTV) — North County residents have banded together to help a woman who was living in her van with hundreds of pet rats and nowhere to turn.Locals were first alerted to the woman's situation outside a Del Mar convenience store, where she works. Carla was recently living in her van with two pet rats after becoming homeless, neighbor Kimberly Jackson told 10News reporter Rachel Bianco. The two rats had babies and the situation grew out of hand. The rodents eventually totaled more than 300. The animals chewed through the wiring of the van, rendering it inoperable."Everywhere, there was not one place in the van where they had not gotten into, the wiring, the engine, they came and went from the engine area," San Diego Humane Society officer Danee Cook said. "She was extremely helpful during the entire process as well. She did love her pets, she just let it get out of hand and she became overwhelmed."Video of the rats scurrying across the van's dashboard surfaced on NextDoor, catching the attention of neighbors like Jackson. "She said, "are you here to ridicule me, like everybody else," Jackson told 10News. "I saw what was going on in there, and said, 'how can we help you?' There were like 300 rats in that van." That's when Jackson and other neighbors stepped in, helping Carla tow her van from the parking lot. The San Diego Humane Society then removed the rats, which are healthy and now up for adoption.The acts of kindness have gone even further to help Carla. Neighbors set up a GoFundMe account that has raised nearly ,000 for Carla. Another neighbor donated a car. They're also helping connect her to homelessness resources and housing."She's just a gentle, gentle person, nobody knew she was homeless," Jackson said. "She's contributing to society and she fell on hard times. Everybody can use a little help now and then." 1865

SAN DIEGO (KGTV) -- Neighbors in Ocean Beach and Point Loma are hoping new surveillance video will help arson investigators find whomever is responsible for a series of fires over the weekend. The video was taken from a yard near one of the fires. It shows a man walking in and out of frame then moments later, neighbors say, another fire stared. The fires all happened early Saturday morning within hours and just miles of each other. Arson investigators are calling the fires suspicious , all of them started in people's backyards. San Diego Police tell 10News they're still working to find out if the fires are related and also looking at the surveillance video to find out if the man in the video is a suspect. Detectives ask that anyone else with video, turn it over to the department. 799

SAN DIEGO (KGTV) -- Police are investigating a fatal officer-involved shooting in San Diego's Southcrest neighborhood. The shooting happened on 40th Street near National Avenue around 5:13 p.m., according to Captain Tom Underwood with the San Diego Police Department. In an evening update, Underwood confirmed that the suspect of a machete attack died at the hospital. Wednesday night's events started earlier in the afternoon on Boston Avenue, where police responded to several 911 calls for the machete attack. The suspect, identified Thursday as 48-year-old Vaughn Harrison Denham, wielding the machete is said to have known the man he attacked. 10News spoke to a man who lives at the home where the attack happened. He said the attacker is his sister's boyfriend. He said the boyfriend came over to the house and got into an argument with a family friend over a dog chain. The boyfriend then grabbed a machete and began striking the victim over the head, then to the rest of his body. That man was taken to the hospital with non-life-threatening injuries, according to police.Shortly after the machete attack, Denham was pointed out to police by witnesses.Denham had a three to four-foot metal chain in his hands when an officer approached, which he then began to swing at the officer, police said. The officer backed up, according to witnesses, telling Denham to drop the chain. When he failed to comply the officer used a taser, but it was ineffective and Denham continued to approach. At this point the officer fired his weapon at Denham, hitting him at least once. "The suspect then fought police, who tried to take him into custody," Underwood said. "He was ultimately taken into custody (and) immediately transported to the hospital, where unfortunately he did not survive his wounds and was pronounced dead at the hospital."Those who know Denham told 10News he is usually a nice person, but he had been acting up lately. Neighbors said they saw him swinging around a bat a day before the attack. SAN DIEGO (KGTV) - One man is dead after a car hopped onto a sidewalk and ran over him.A vehicle traveling southbound near 3950 Normal St. in Hillcrest veered off the road and onto the sidewalk at about 11 p.m. Friday. In the process, the vehicle ran over a man sleeping on the sidewalk, killing him.Police said the vehicle continued through some bushes and into a parking lot, where it collided with a parked car. The vehicle fled the area traveling eastbound on University Ave.The vehicle was described as a silver Honda Accord.
