China's north plain, one of the most densely populated regions on Earth, is set to become the world's deadliest heat wave zone by the end of the century, scientists say.New scientific research suggests that unless there are heavy cuts in carbon emissions, climate change will lead to humid heat waves that could push the area "against the boundaries of habitability" by 2070.The results of the study of China's northern plain, which includes the capital Beijing, are particularly worrying because many of the region's 400 million people are farmers exposed to climactic conditions.The study said that heat and high humidity can create conditions that kill even healthy people within six hours of being outside."This spot is going to be the hottest spot for deadly heatwaves in the future," said Professor Elfatih Eltahir, at the Massachusetts Institute of Technology (MIT), who led the new study."China is currently the largest contributor to the emissions of greenhouse gases, with potentially serious implications to its own population," said Eltahir, who specializes in hydrology and climate science."Continuation of current global emissions may limit the habitability of the most populous region of the most populous country on Earth," said Eltahir. 1261

(KGTV) - A South Bay city is the latest the approve the sale of legal marijuana in San Diego County.An ordinance that will allow the sale of legal weed in Chula Vista was approved by city leaders Tuesday, after City Council twice delayed a vote on the issue.The ordinance allows for 12 commercial licenses (three in each of the city's four districts) and eight total storefronts (two per district). RELATED: Parents raise concerns over marijuana shop operating near children in Chula VistaPot shops will be required to be at least 150 feet from residential zones, 600 feet from youth centers or parks, and 1000 feet from churches, schools, or daycare centers. Business applicants must have a year of experience operating a legal marijuana business.The ordinance will also allow legal delivery services to operate in the city and for businesses that grow cannabis, though only in industrial areas of the city. Now, Chula Vista resident will be tasked with voting on a local cannabis tax. Tax dollars would pay for new changes, processes, and enforcement of marijuana in the city.If everything is approved, the measure would go into effect Jan. 1, 2019, a year after a voter-approved proposition legalized weed across California.Chula Vista leaders hope the new ordinance will help crack down on illegal pot shops operating within the city. 1421

CHULA VISTA (KGTV) -- The Chula Vista Police Department is working to determine what caused a suspect to die more than 12-hours after he was taken into custody following a violent confrontation with officers.Jason Allen Watts, 29, of Spring Valley, was taken into custody Friday just before midnight after two people inside the 7-11 store at 403 Third Avenue reported him to appear under the influence of a substance and was refusing to leave. CVPD Capt. Phil Collum said Watts also called police to report that unknown persons were outside the store and were threatening to shoot him.Arriving officers encountered Watts inside the store but he ran behind the clerk’s counter and failed to comply with officer’s repeated orders, according to Collum."Officers spent time talking to Watts, trying to deescalate the situation to calm him and gain his compliance," Collum said. "As officers were talking to Watts, he punched a cash register on the counter and lifted it as though preparing to throw it at the officers."Collum said officers tried to take Watts into custody using less-lethal tools, including taser and pepper spray.Watts was eventually arrested but paramedics where called to the scene to evaluate him after he "continued to violently resist the officers," Collum said.The suspected was transported by ambulance to Paradise Valley Hospital for treatment where he was deemed suitable for incarceration by medical staff."While being booked into the San Diego County Central Detention Facility, further evaluations indicated Watts may need additional medical treatment," Collum said.Watts was subsequently transported by ambulance to UCSD Medical Center. "Once at UCSD, Watts began suffering medical complications and underwent treatment by medical staff," Collum said.  Watts was pronounced dead at 12:21 p.m. Saturday afternoon.The Chula Vista Police Department’s Crimes of Violence unit is investigating.  The cause of the death is unknown at this time. 2093

(KGTV) — A Chula Vista homeowner encountered an intruder as she was getting dressed in her bedroom, before giving chase.Russell Buckley was alerted to his Ring doorbell video around 6:45 a.m. Friday. A person in a red hoodie was lurking near the front door of his home off Otay Lakes Road, while Buckley was out of town on business."Tried to text my wife to let her know someone was in front of my house," said Buckley.About 25 minutes later, he got another alert. The video showed his wife screaming, as she chased that same man across their lawn."Absolute panic," said Buckley.He phoned his wife Victoria and learned what happened. She was in her bedroom getting dressed while their housekeeper was working in the house. His wife had just put on her shoes when the door opened. A young man with a red hoodie walked in. "She screamed. He screamed and turned around and ran back down the stairs," said Buckley.As he ran, her fear turned into rage."How dare you come into my home ... She has a protective instinct," said Buckley.His petite, 52-year-old wife - all of five feet tall - gave chase."From what I'm told, he dove across the counter and out the window," said Buckley.Buckley showed us a shattered kitchen window, which he says was both the entry and exit point. He says his wife ran out the front door and sprinted toward the intruder, screaming."At one point, she's able to grab him," said Buckley.She tugged at a pillowcase he was holding, stuffed with her daughter's jewelry, but the man got away and into a getaway car - a silver sedan. Buckley is grateful his wife was not hurt, fand still shaking his head over her leap into action."Told her it wasn't the wisest decision, but I'm very proud of her. It was a fight or flight instinct, and more of a fight for her," said Buckley. Buckley says among the items stolen: a gold Chilean communion medallion in his wife's family for more than a century. Police told the Buckleys four young men were recorded in the neighborhood stealing license plates right before the break-in. CHULA VISTA, Calif. (KGTV) - More than a dozen people were forced out their homes late Tuesday night after a driver crashed her car into a fire hydrant at an apartment complex in Chula Vista, causing water to be sent nearly 30 feet into the air.At around 11:45 p.m., Chula Vista police responded to reports of a geyser spewing water into the air on 3rd Avenue.The geyser, from a broken fire hydrant, flooded a nearby apartment complex, forcing the evacuation of 16 people from six units, four of which were heavily flooded.A black car that struck the hydrant tried to leave just after the wreck, but the car's female driver eventually came back to speak with officers. Police questioned the young driver, but she was released.City crews spent a few hours helping clear the water from the apartments. 807
