JUNEAU, Alaska — The U.S. Bureau of Land Management plans to hold an oil and gas lease sale for land in Alaska’s Arctic National Wildlife Refuge next month. Meanwhile, banks around the world are publicly saying they will not finance oil and gas development in the Arctic.The land agency says it plans to hold a lease sale on Jan. 6. It comes just weeks before President-elect Joe Biden is set to take office, and he has said he opposes drilling in that region.The refuge is home to migrating caribou, polar bears and other wildlife."Congress directed us to hold lease sales in the ANWR Coastal Plain, and we have taken a significant step in announcing the first sale in advance of the December 2021 deadline set by law," said a statement Thursday from Chad Padgett, the Alaska state director for the Bureau of Land Management.In 2017, the Republican-led Congress approved legislation to open up the coastal Arctic National Wildlife Refuge for oil development. The measure required two lease sales within seven years, with the first sale no later than the end of 2021.Conservation groups criticized news of the sale as rushed and based on environmental reviews that are currently being challenged in court as flawed. Conservation groups, the Indigenous Gwich'in people, and a coalition of 15 states have filed lawsuits challenging the environmental reviews.Alaska politicians say opening the area for exploration would boost oil production, create jobs and generate royalties.However, even if a lease sale is held, there are questions about which companies could afford to drill in the refuge.Just this week, Bank of America said they are ruling out financing for oil and gas development in the Arctic, including in the Arctic National Wildlife Refuge. They are the latest U.S. bank to publicly commit to not financing oil and gas development in the region.“There’s been misunderstanding around our position, but we have not historically participated in project finance for oil and gas exploration in the Arctic,” Larry Di Rita, the bank’s head of public policy and strategy in Washington, told Bloomberg.“But given that misinterpretation, we’ve determined that it’s time to codify our existing practice into policy.”Bank of America joins Goldman Sachs, JPMorgan Chase, Wells Fargo, Citi and Morgan Stanley and nearly 30 major banks from around the world have committed to not fund oil and gas development in the Arctic. 2427

KANSAS CITY, Mo. — A mother is outraged after seeing a photo of her 7-month-old son tied up in a sleep sack at day care.Tanya, who asked her last name not be used because of her job with the government, said she got phone call from the Kansas Department of Children and Families (DCF) in late March. The department told her it was investigating a report involving a photo of her son at Miss Anne's Daycare in Leavenworth, Kansas.The DCF worker couldn’t send her the photo, so Tanya drove directly to the DCF offices in Leavenworth.“It was a picture of him in a sleep sack with his arms bound down and the sleeves of the sleep sack tied to the back with a ponytail holder, and he was laid face down with his face pretty much in the corner,” she said, shaking. Tayna drove directly from the DCF office that day to the day care, picked up her son, and he hasn’t been back.Tanya said she’s not really an emotional person, but the situation has been difficult.“You know, I was in the military for 22 years. I don’t shake easily…” she said. “This shook me to my core.”She wasn’t the only person to get a phone call.Deirdre Engle said she got a call, too. Someone had reported her daughter, Elora, being put down the same way — in a sleep sack, face down, with the sack pulled tight with a hair band. Engle said DCF had a photo and was investigating. “First, I thought there's no way that's my baby, she looks so small! She's laying on her tummy like she always does, but she looks uncomfortable. She's tied up. My baby is tied up," Engle said in a phone call. "She can't roll over, she can't sit up, if she were to cough up any of her formula, she'd choke. I got scared for her. She's been at this day care since she was 5 weeks old. I've trusted these people for her entire life and I was wrong,” wrote Engle.Engle pulled her daughter from the day care March 27. She has not taken her child back to the facility.Another mother, Jennifer New, also got a call from DCF in late March. According to her, DCF assured New her daughter wasn’t in any photos they’d received, but they wanted her to check on things and report back.When reached for comment, Miss Anne's referred Scripps station KSHB to a statement they’d posted on Facebook earlier in the day on April 17.The Department of Children and Families said it could not comment specifically on investigations. However, DCF did say it follows the American Academy of Pediatrics recommendation that babies be put to sleep on their backs.The Kansas Department of Health and Environment released the following statementt:  2626

KGTV - Two young girls were found safe after an AMBER Alert was issued Saturday evening, and the suspect is in custody, California Highway Patrol confirmed.An AMBER Alert was issued around 7:15 p.m. Saturday evening for a 2014 black and purple Dodge Challenger, California license plate 7WKZ957.The suspect, Anthony Lee Gaines, 29, called police himself after the AMBER Alert was issued, Los Angeles Police said.The girls, ages five and seven, were at their grandmother's house with the suspect, police said.This is a developing story. Jack Hanna, a local legend who brought his passion for wildlife and people in front of televisions across the world, has announced his retirement after 42 years, the Columbus Zoo said Thursday.Jungle Jack Hanna, as he is affectionately called by his fans, will retire as the director on Dec. 31, 2020.“Out of respect for the many people whose lives the Hannas have touched, this news is being shared now to give the community ample time throughout the rest of the year to celebrate and thank Jack and Suzi,” the zoo said in a statement.Since the beginning of his career, he has transformed the role zoos play in their communities and globally. Hanna first arrived in Ohio in 1965 to attend Muskingum University. Always the animal lover, he even brought his pet donkey with him to live in the fraternity house.
