WASHINGTON (AP) — U.S. officials say the Pentagon is developing plans to withdraw up to half of the 14,000 American troops serving in Afghanistan, marking a sharp change in the Trump administration's policy aimed at forcing the Taliban to the peace table after more than 17 years of war.One official says the troops could be out by summer, but no final decision has been made.President Donald Trump has long pressed to pull troops out of Afghanistan, but was persuaded by Defense Secretary Jim Mattis and others to keep them there to pressure the Taliban and battle a stubborn Islamic State insurgency.Officials say the latest White House push for withdrawal was another key factor in Mattis' decision to resign Thursday. The officials spoke on condition of anonymity to discuss internal deliberations. 809
WASHINGTON (AP) — The White House says Vice President Mike Pence’s airplane struck a bird upon takeoff from a New Hampshire airport, causing the pilot to return to the airport out of caution. Pence was returning to Washington from a campaign event Tuesday at an airport hangar in nearby Gilford. When Air Force Two took off from Manchester-Boston Regional Airport, it struck a bird. A senior administration official said the vice president and his entourage were in no danger. The official wasn't authorized to address the matter publicly and spoke on condition of anonymity. 583
WASHINGTON (AP) — President Donald Trump is expected to announce a new federal rule to speed up the environmental review process for proposed highways, gas pipelines and other major infrastructure.Critics are describing the move as a dismantling of a 50-year-old environmental protection law.Trump will travel to Atlanta on Wednesday to announce the federal rule as he seeks to make it easier to meet some of the country’s infrastructure needs. The government affairs director at the Center for Biological Diversity, Brett Hartl, says such a change may be the single biggest giveaway to polluters in the past 40 years. 625

WASHINGTON (AP) — President Donald Trump thinks it's a good idea if daylight saving time becomes permanent.A federal law specifies that daylight time applies from 2 a.m. on the second Sunday of March until 2 a.m. on the first Sunday of November in areas that do not specifically exempt themselves. More than two dozen states are considering measures to avoid the twice-yearly clock change.Sen. Marco Rubio and Rep. Vern Buchanan, both of Florida, introduced measures last week to make daylight saving time permanent nationwide. While federal law allows states to opt into standard time permanently — which Hawaii and Arizona have done — the reverse is prohibited and requires congressional action.Trump tweeted Monday that making daylight saving time permanent is "O.K. with me!" 787
