Scott Peters, D-San Diego, Friday called on the federal government to determine and commit to an interim and long-term plan for nuclear waste storage.Peters challenged the rest of the federal government to find a storage solution during a meeting of the House of Representatives Energy and Commerce Committee's Environment and Climate Change Subcommittee.The subcommittee, on which Peters sits, held a hearing on three bills that would establish a process to send spent nuclear fuel rods from decommissioned plants to designated storage areas around the country. To do so, Peters said the government should invoke the Constitution's supremacy clause, which requires states to follow federal law if they have conflicting statutes.``There's not a lot of enthusiasm among the states to accept any defined or undefined amount of nuclear waste. There just isn't,'' Peters said.``To me ... the magic of federalism is the supremacy clause and the ability of the federal government to ... (say) in this geology, per this engineering, (and) through this licensing process that this risk is lower.''Two of the bills the subcommittee considered -- the Spent Fuel Prioritization Act and the Storage and Transportation of Residual and Excess Nuclear Fuel Act -- would directly affect San Diego County by relocating spent nuclear fuel from the defunct San Onofre Nuclear Generating Station to designated storage sites like Yucca Mountain in the Nevada desert.The plant shut down in 2012, but nearly four million pounds of spent fuel cells remain buried under the plant in a temporary storage facility about 100 feet from the Pacific Ocean. The plant sits approximately 60 miles or less from both San Diego and Los Angeles and the storage facility continues to be susceptible to a major earthquake or significant sea level rise.The bills remain in limbo due to pushback from legislators who represent the districts in which spent fuel rods would be stored.However, Peters' office hopes the bills could get a vote out of the committee by the end of the year. 2073

SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. City officials told Sherman they would start the process to modify South Shores' usage. ``South Shores is incredibly underutilized and we spent a whole bunch of money building that thing in the first place,'' Sherman said. ``It would be really nice to see more utilization of that spot.'' 2275

SAN DIEGO (CNS) - The California Film Commission Wednesday announced two additional TV series will relocate to the state to take advantage of incentives provided by the Film and Television Tax Credit Program, including one that will shoot in the San Diego area.The Amazon Prime war crime drama "Hunters" and the Disney+ historical drama "The Right Stuff" will move to California for their second seasons of production, commission officials said.Starting in March 2021, all 88 planned filming days for "The Right Stuff" are set to occur in the San Diego area. Such production helps fulfill the tax credit program's goal of bringing jobs and spending to regions beyond the Los Angeles 30-mile studio zone."We are thrilled to welcome ‘The Right Stuff’ to the San Diego region. The California Film & TV Tax Credit Program has been a critical incentive in attracting productions to San Diego," said Brandy Shimabukuro, film liaison for the City of San Diego’s Film Office. "Productions like these help bolster our local economy and civic pride, while also creating and sustaining jobs in the film industry."Locations for shooting have yet to be determined.The Disney+ series follows the story of the early days of the U.S. space program as it competed to be the first to put man in space. The series is based on the bestselling book by Tom Wolfe.California's tax credit program has enticed a total of 22 TV series to relocate from other states and nations, according to the commission.This round of applications for tax credits for TV projects was held Sept. 29 to Oct. 7. Due to the program's success with ongoing TV projects, the allocation round was open only to newly relocating series and recurring series accepted during previous rounds, the commission stated.For their first seasons in California, "Hunters" and "The Right Stuff" are on track to generate a combined 5 million in below-the-line wages and other qualified expenditures, film commission officials said.Like all film and TV tax credit projects, their overall spending will be significantly greater with the inclusion of above-the-line wages and other expenditures that do not qualify for incentives under California's targeted tax credit program, commission officials said."It's great to emerge from the pandemic shutdown with news that two more successful TV series are relocating to California," said Colleen Bell, the commission's executive director. "Such projects are a primary target for our tax credit program because they bring high-quality jobs and significant in-state spending."Based on information provided with their tax credit applications, the two projects will employ an estimated 440 cast members, 374 crew members and 6,056 background actors/stand-ins over a combined 195 filming days in California.They will also generate significant post-production jobs and revenue for the state's visual effects artists, sound editors, sound mixers, musicians and other workers/vendors as part of their eight-episode seasons, the commission said."We're thrilled to see this round of tax credits generate so much out- of-zone filming because it brings direct economic benefit to regions across the state," Bell said. "Based on their qualified spending and out-of-zone production, the two relocating series announced today will receive reservations for an estimated .5 million in tax credit allocation."The current list of projects eligible for tax credits is subject to change, as projects may withdraw and their reservation of tax credits is reassigned or rolled over into the pool of funds for the next TV allocation period.The state's next tax credit application period for TV projects will take place March 15-22. SAN DIEGO (CNS) - The San Diego Padres are scheduled to face an opponent at Petco Park for the first time in 2020 Monday, nearly four months later than planned, playing the Los Angeles Angels in an exhibition game.The March 26 start to the regular season -- which included the Padres opening day game against the Colorado Rockies at Petco Park -- was all wiped out by the coronavirus outbreak.Under the revised schedule which calls for the regular season to begin Thursday, teams can play up to three exhibition games. The Padres other exhibition game will be on Wednesday, also against the Angels, at Angel Stadium, in preparation for opening day Friday against the Arizona Diamondbacks at Petco Park."I think everybody's excited to play somebody else," Padres first-year manager Jayce Tingler told reporters in a Zoom conference Friday. "We've been banging heads for a while. It's going to be really good getting to see another team and just getting to go compete."The Padres played 16 intrasquad games since beginning "summer camp" July 3.Like most sporting events around the world, fans will be barred from attending Monday's game under public health directives prohibiting public events and gatherings.The game will be different from Padre games in past seasons for several reasons.Major League Baseball has instituted a set of health and safety protocols that will effect the game even before the first pitch. There will be no pre-game exchange of lineup cards. Instead, each team will input their lineup card into a mobile app provided by MLB.Umpires will then print lineup cards for both teams approximately 15 minutes before the first pitch. At the home plate meeting -- where participants will be 6 feet apart -- teams should confirm their lineups with the home plate umpire and inform him of any changes made since it was printed.Teams are required to provide expanded dugout and bullpen space.All non-playing personnel must wear face coverings at all times in the dugout and bullpen.The protocols call for players, umpires and other on-field personnel "to practice physical distancing to the extent possible within the limitations of competition and the fundamentals of baseball."When the ball is out of play, fielders are encouraged to retreat several steps away from the baserunner.If the batter is in the batter's box and the catcher needs to stand to relay signs to the infielders, the catcher can step onto the grass towards the mound to give the signs before assuming his position behind home plate.First and third base coaches should remain in or behind the coach's box and not approach a baserunner, fielder or umpire on-field.Players on opposite teams should not socialize, fraternize or come within 6 feet of each other before the game, during warm-ups, in between innings or after the game.Prohibitions against unsportsmanlike conduct will be strictly enforced to prevent unnecessary physical contact and support physical distancing between individuals on the playing field.Players or managers who leave their positions to argue with umpires, come within 6 feet of an umpire or opposing player or manager to argue or fight are subject to immediate ejection and discipline, including fines and suspensions.On-field personnel must stand at least 6 feet apart during the singing of the national anthem.Spitting is prohibited at all times in club facilities, including on the field.Players and all other on-field personnel must make every effort to avoid touching their face with their hands, including giving signs, wiping away sweat with their hands, licking their fingers and whistling with their fingers.Pitchers will be allowed to carry a small wet rag in their back pocket to be used for moisture in lieu of licking their fingers. Pitchers may not access the rag while on the pitching rubber and must clearly wipe the fingers of his pitching hand dry before touching the ball or the pitcher's plate.Water is the only substance allowed on the rag.MLB's Operations Manual calls for players to keep and use their own personal equipment, whenever possible, in order to minimize the amount of communal equipment touched by multiple players and other on-field personnel.Pitchers should bring their own rosin bag to the mound.After batting, players must retrieve their own equipment such as their fielding glove, cap and sunglasses from the dugout prior to taking the field, and should not have teammates, coaches, or other staff retrieve or toss them.Any communal equipment must be disinfected regularly throughout each game. SAN DIEGO (CNS) - Prior to today's San Diego County Credit Union Holiday Bowl, the Port of San Diego will host the annual Solar Turbines 5K run/walk and the Holiday Bowl Parade along Harbor Drive.The Port will host the 24th annual Solar Turbines 5K run and walk at 9:45 a.m. and the parade at 10 a.m. Participants in the 5K will run and walk from the corner of Harbor Drive and Ash Street to Ruocco Park. The parade will begin in front of the County Administration Building and process south down Harbor Drive to its intersection with Pacific Highway.According to Port officials, the parade will include 29 giant balloons, 10 marching bands and multiple floats and drill teams. The marching bands from Northwestern University and the University of Utah, the two teams playing in the Holiday Bowl, will perform during the parade."The Port of San Diego Holiday Bowl Parade is one of the Port's signature events, bringing approximately 100,000 spectators, including many from out of state, to the beautiful San Diego bayfront," said Board of Port Commissioners Chairman Rafael Castellanos. "It's a wonderful way to activate the waterfront and to add an economic boost to the region."County Supervisor Ron Roberts will serve as the parade's grand marshal.
