MCMINNVILLE, Tenn. -- Tennessee Air National Guard officials said they are shocked and saddened by the loss of Lt. Col. Shelli Huether, Capt. Jessica Wright and Senior Master Sgt. Scott Bumpus.The three national guardsmen died in a plane crash Tuesday afternoon in McMinnville. They were members of the Tennessee Air National Guard’s 118th Wing.They were all members of the 118th Intelligence, Survelliance, and Reconnassiance Group. Lt. Col. Shelli Huether was the director of operations for the 118th Intelligence Support Squadron. Capt. Jessica Wright was the assistant director of operations for the 118th ISS and Senior Master Sgt. Scott Bumpus was chief of current operations for the 236th Intelligence Squadron.On Wednesday Col. Todd Wiles, commander of the 118th Wing, said in a press release, "Words can not begin to explain the shock, grief, pain and dismay we feel having lost three remarkable members of our Guard family. All three were dedicated to the service of our nation. Their families are in our hearts and our prayers.”Col. Wiles says all three participated in missions that saved lives in Tennessee. Their squadron took aerial photos during the Gatlinburg Wildfires and the March 2020 Middle Tennessee tornadoes to help with rescues and intelligence long before boots could be on the ground.Two of the 118th Wing fatalities had spouses who also serve in the unit. Wiles says his heart aches for their immediate family members. "That door will never open for those children to their Mom, Dad, see their husbands and wives come home," Wiles said. "It's truly as painful as a combat loss even though it was an off duty tragedy the hurt to the families is the same."The single-engine Piper PA-28 civilian airplane went down near Warren County Memorial Airport in McMinnville, according to the Federal Aviation Administration.Witness told investigators with the NTSB that the aircraft took off from airport but was seen trying to maneuver back to the airport before crashing.Tennessee Governor Bill Lee also reacted to the crash saying, "We are incredibly saddened by the sudden and tragic loss of three Airmen in yesterday’s accident. I ask Tennesseans to join Maria and me in praying for Lt. Col. Shelli Huether, Capt. Jessica Wright, Senior Master Sgt. Schroeder is declaring a state of emergency for the Louisville Metro Police Department (LMPD) as they wait for Attorney General Daniel Cameron's decision whether or not to indict the officers in the Breonna Taylor case.The department has canceled all off days and vacation requests until further notice."The public may also see barriers being staged around downtown, which is another part of our preparations," Sgt. Lamont Washington said in the statement. "It is important to note that the AG has no timetable for the announcement."Taylor, a 26-year-old emergency medical worker, was killed by Louisville police serving a "no-knock" narcotics search warrant at her apartment. They found no drugs in her home. The city announced a settlement with the Taylor family last week that included a million payment and changes to department policies.An officer was shot during the raid by Taylor's boyfriend, who has said he thought he was defending against a home invasion. The boyfriend was initially charged, but those charges were later dropped.The Louisville Metro Police Department fired one of the officers involved, Brett Hankison, in June, saying he violated procedures by showing "extreme indifference to the value of human life." The other officers involved in the case — Jon Mattingly and Myles Cosgrove — have been placed on administrative reassignment."To ensure we have the appropriate level of staffing to provide for public safety services and our policing functions, effective immediately the LMPD will operate under the emergency staffing and reporting guidelines as outlined in the Standard Operating Procedures, Emergency Response Plan, and collective bargaining agreements until further notice," a memo sent Monday to all personnel states.A handful of buildings around Louisville have been identified as potential places for "backlash" if a decision is announced this week. Massachusetts is the first state since the deadly shooting in Las Vegas last month to ban bump stocks, the gun accessory the shooter used to increase his rate of fire.Bump stocks became a major source of discussion among lawmakers across the country after the attachments were found on the guns of Las Vegas shooter Stephen Paddock, who killed 58 and injured some 500 last month. But talk of banning the devices nationwide appears to have stalled.Beginning in 2018, penalties for the possession or use of a bump stock or trigger crank in Massachusetts will range from probation to life in prison, Representative David Linsky, a Democrat who proposed the amendment, told CNN.The new law defines a bump stock as "any device for a weapon that increases the rate of fire achievable with such weapon by using energy from the recoil of the weapon to generate a reciprocating action that facilitates repeated activation of the trigger."In other words, the devices allow semi-automatic rifles to fire more rapidly, similar to automatic weapons.
