ROCHESTER, N.Y. – New York Attorney General Letitia James announced Saturday that she will empanel a grand jury as part of her investigation into the death of Daniel Prude in Rochester.Activists have marched nightly in Rochester since police body camera videos of the encounter with the Black man visiting from Chicago were released this week by his family.“The Prude family and the Rochester community have been through great pain and anguish," James said in a statement. "My office will immediately move to empanel a grand jury as part of our exhaustive investigation into this matter.”Prude died of the effects suffocation after he was held by the police last spring.Seven police officers involved in the suffocation death of Prude have been suspended by the city’s mayor, who said she was misled for months about the circumstances of the fatal encounter.A union leader defended the officers Friday, saying they followed their training “step by step.”Prude died when he was taken off life support on March 30. That was seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing. In the hours before his encounter with police, Prude appeared to be spiraling into crisis. He had been thrown off a train the day before for disruptive behavior and was sent to the hospital for a mental health evaluation.Prude’s death and the actions of the officers have intensified the debate over whether police should be responding to calls about people suffering mental health crises. 1618

RICHMOND, Va. -- The governor of Virginia is calling on the state's school districts to change school names and mascots that honor Confederate leaders. In a July 6 letter addressed to Virginia School Board Chairs, Gov. Ralph Northam compared the Confederate school names to Confederate statues, saying they have a traumatizing impact on students, families, teachers and staff of all backgrounds."When our public schools are named after individuals who advanced slavery and systemic racism, and we allow those names to remain on school property, we tacitly endorse their values as our own. This is no longer acceptable," Northam wrote. The governor said the names also perpetuate the hurt woven into a past of slavery and racism and sends students a clear message on "what we value the most.""Recognizing the harmful impact these school names have on our children, I am calling on school boards to evaluate the history behind your school names," Northam wrote."The financial costs of changing school names are minimal compared to the generations that suffered through American slavery, the Confederacy, the Jim-Crow era, massive resistance, and contemporary manifestation of systemic racism, like the school to prison pipeline," he added.Northam says he is looking forward to working with the school leaders to create a Commonwealth reflective of the values Virginians hold most true today."Now is the time to change them to reflect the inclusive, diverse, and welcoming school community every child deserves, and that we as leaders of the Commonwealth, have a civic duty to foster."State Superintendent James Lane echoed the governor's sentiment in a statement Tuesday.“Our schools should be welcoming to all students, and the names and mascots of our schools should not promote a history of racism,” Lane said. “I believe that the governor’s letter will prompt overdue conversations about inclusiveness in the few divisions that still have buildings with Confederate names.”There is currently a lawsuit, filed by the Hanover County NAACP chapter, challenging the use of Confederate names and imagery at Lee-Davis High School and Stonewall Jackson Middle School. The lawsuit argues the nicknames violates students' first amendment rights.A hearing in that lawsuit is scheduled for March of 2021.In Henrico County, Douglas freeman High School is asking for input from students, families, and alumni on potentially changing their nickname, the Rebels. This story was originally published by Vernon Freeman Jr. at WTVR. 2520

Royal Caribbean might be looking for volunteers for its simulated cruises and test out its COVID-19 protocols before they can resume and get back on the water full-time."We are currently reviewing the requirements proposed by the CDC, and with the help of the Healthy Sail Panel, we will determine who is eligible for our simulated cruises," Royal Caribbean told E.W. Scripps in an email. "We are very eager to welcome our guests back on board, but we have a lot to do between now and then, and we're committed to taking the time to do things right."The U.S. Centers for Disease Control and Prevention released new guidelines requiring ships to "test cruise ship operators' ability to mitigate COVID-19 risk" with "simulated cruises."One of the main requirements is that operators must inform volunteers in writing that they are "participating in a simulation of unproven and untested health and safety protocols for purposes of simulating a cruise ship voyage and that sailing during a pandemic is an inherently risky activity."The voyages' procedures will include terminal check-in, onboard activities, including dining and entertainment, private island shore excursions if planned, and social distancing. Evacuation producers must also be tested, isolating anyone who tested positive for COVID and quarantining others on board.According to the CDC rules, volunteers 18 and older must have written certification by a healthcare provider, that they don't have any pre-existing medical conditions that could place them at high-risk for COVID-19. 1553

Rocker Neil Young is “reconsidering” an earlier decision not to legally challenge the Trump administration for using his music at events. In an open letter from Young posted to NeilYoungArchives.com, he says he changed his mind following the decision to send federal forces to Portland.“Trump has no respect for our Military. They are not to be used on the streets of America against law abiding citizens for a Political charade orchestrated by a challenged President,” the open letter reads.Young considered requesting the Trump campaign to stop playing his songs after the president used it to announce his presidential bid in 2015. At the time, Young and his manager said the song was used without authorization. But ultimately they decided not to pursue legal action.Attendees at the July 3 event at Mount Rushmore tweeted about the use of Young’s music at the event ahead of President Trump’s speech. Young responded "This is NOT ok with me” in retweeting the mentions. 981
