WASHINGTON, D.C. – If Joe Biden wins the presidency, the former vice president says he would rejoin the Paris Agreement on his first day in office.The United States formally withdrew from the agreement on Wednesday, as President Donald Trump promised to do last year.“Today, the Trump Administration officially left the Paris Climate Agreement. And in exactly 77 days, a Biden Administration will rejoin it,” Biden tweeted Wednesday in reaction to Trump’s actions.The agreement is a global pact that was put together by the United Nations in 2015 to help avert the threat of catastrophic climate change.The central aim is to strengthen the global response to the threat of climate change by keeping a global temperature rise this century well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 degrees Celsius.Scientists say that any temperature rise over could have devastating impacts on parts of the planets, including rising sea levels, an increase in tropical storms and worsening droughts and floods.A total of 189 countries remain committed to the accord, according to The Associated Press. 1182

WASHINGTON (AP) — The Trump administration has issued a directive halting the eviction of certain renters though the end of 2020 to prevent the spread of the novel coronavirus. Senior administration officials say the director of the Centers for Disease Control and Prevention has broad authority to take actions deemed reasonably necessary to prevent the spread of a communicable disease. The president and CEO of the National Low Income Housing Coalition, Diane Yentel, says the order will provide relief for millions of anxious families, but adds that the action delays rather than prevents evictions. Officials say local courts would still resolve disputes over whether the moratorium applies in a particular case. 725

WASHINGTON, D.C. (KGTV) - San Diego Congressman Duncan Hunter showed Wednesday video and photographs at the center of a Navy SEAL war crimes investigation to members of Congress. Chief Eddie Gallagher is accused of murdering an ISIS soldier and shooting Iraqi civilians in 2017. Prosecutors say Gallagher killed the unarmed Islamic State prisoner, and tried to kill an elderly man and a 12-year-old girl. Gallagher was arrested on war crimes charges last fall. “I think Eddie needs his day in court,” Hunter said after a Capitol Hill meeting Tuesday. “This is the smoking gun and there’s no gun whatsoever,” Hunter said. Hunter said he shared video indicated the ISIS soldier was injured in the U.S. government bombing of a building and interrogated by the Iraqi military before being turned over to Navy SEALS. Gallagher performed first aid on the ISIS soldier, one of the representatives said. “I don’t trust the Navy to give him a fair trial. With all the focus on this case, he stands more of a chance of getting a fair trial now than he would have if we had not brought to light what I think are all the injustices against him to this point,” said Hunter. WASHINGTON, D.C. — Federal officials say the key component to getting the COVID-19 vaccine distributed across the country will lie in the hands of states, with help from major pharmacy chains, like CVS and Walgreens.“We want to replicate what the experience you have with the flu vaccine — convenient to you, a tried-and-true system that we do hundreds of millions of vaccines through every year,” said U.S. Health and Human Services Secretary Alex Azar. “That's the backbone of the approach we're taking.”Yet, if flu vaccine rates are any indication, that backbone may not suffice.Dr. Eric Schneider is with The Commonwealth Fund, an independent organization that studies health policy. They recently delved into previous vaccination rates to see how it might unfold for COVID-19.“Our health care system does well at developing new technologies like these vaccines, which are really quite amazing, scientifically speaking,” Dr. Schneider said. “But we don't do as well at making sure those technologies are distributed to the people who need them most. And we're seeing that in the prior vaccination experience, and I’m worried we will see that with COVID-19.”What did they find?A mere 51% of Americans got the flu vaccine last year and only 38% got the H1N1 swine flu vaccine 10 years ago, which had a similar vaccine development timetable and pressure to COVID-19.Those low vaccination rates matter because in order for the COVID-19 vaccine to create herd immunity in the U.S., between 70 and 90% of all Americans will need to get vaccinated.“The concept of herd immunity really is developed out of vaccination programs because the question is ‘What proportion of the population needs to be vaccinated to prevent the circulation of a virus in the population?’” Dr. Schneider said.Just getting that shot could vary depending on where you live, as the federal government is leaving that up to each state.“That's going to be up to the nation's governors as they prioritize within their states,” HHS Secretary Azar said.However, Dr. Schneider said that in order for the states to pull it off, they are going to need federal help.“States are in incredible difficulty right now with their budgets and they need federal support,” he said. “Congress is considering a federal rescue package.
