SAN DIEGO (KGTV) — The military poured .1 billion into San Diego's economy, according to the Military Economic Impact Study released Thursday.The figure higher than expected, according to Executive Director of SDMAC Mark Balmert, due to more ships stopping in San Diego and more sailors and Marines coming to the region.The author of the report, Dr. Lynn Reaser, said these numbers back the idea the military is a mega-industry. She noted San Diego is home to one in every six of the nation's sailors.The study's results were announced across the bay from Naval Air Station North Island, at the Harbor Drive Annex. Mayor Kevin Faulconer was among the speakers and drove home the message: Don't take our military for granted."Those dollars are really going to help every portion of our city," Faulconer said.The focus of this year's study surrounded NAVWAR, Naval Information Warfare Systems Command. The Navy communications headquarters used to be known as SPAWAR. "The new plan is to develop those 70 acres into a technology hub with the NAVWAR headquarters at its center and that will change the Midway District. It will be wonderful for San Diego and it's wonderful for the Navy," Balmert said. "What that's going to mean for our national security for our entire country but also to connect the airport to the trolley," Faulconer added. NAVWAR produced billion in gross regional product and houses 26,000 jobs, according to Balmert, who described the jobs as, "among the better jobs in our community they're high tech jobs, high paying jobs."The study states more than four-fifths of the workforce hold at least a four-year college degree. About two-fifths hold a Master's or Doctorate degree.Reaser said those jobs are secure and will grow, "two-thirds of NAVWAR's employees work in cyber security which is a major emerging cluster in the overall county."Balmert said the future looks brights for San Diego's military growth. He said in the next five years we will double the amount of submarines at Point Loma and add another aircraft carrier to our home port. SAN DIEGO (KGTV) — The California Department of Corrections and Rehabilitation said up to 8,000 inmates statewide could be released early in order to stop the spread of coronavirus within prisons, and the San Diego District Attorney Summer Stephan is now working to alert victims and families as people are released.“Those are people that cause a public safety risk and a real concern for us,” said Stephan.One known inmate being released in the next week is David Herbert, an Oceanside man who was convicted of torturing and killing dogs. He was sentenced to nine years in 2019 but has served a fraction of that. Now, Michelle Plaketta, whose dog was killed by Herbert, is worried about the safety of her family.RELATED: Oceanside man who tortured neighbors' dogs may be released early due to COVID-19“The system is basically failing us as victims to allow him to be released on such a short time,” Plaketta said.Stephan said at the end of July, about 300 inmates from San Diego County who had committed lower-level crimes were released early and returned back to society. In that group was Martin Alvarez, the man suspected of stabbing another man to death in a Pacific Beach bathroom in August. Now, the DA’s office will get five days notice before inmates are released, giving them time to reach out to victims and survivors with an emergency team that was created for this purpose.“What do you need from us? Do you need us to help you with a restraining order? SAN DIEGO (KGTV) - Supporters of labor unions rallied across the country on Saturday ahead of a Supreme Court case that could effect how unions collect agency fees. One was held in downtown San Diego outside the California Democratic Convention, where hundreds of union supporters gathered for the “Working People’s Day of Action” event. Demonstrators were supporting the union AFSCME, which is engaged in a court battle that has made its way to the Supreme Court. In Janus v. AFSCME, the Supreme Court will decide whether it is legal for unions, which often donate to political causes, to compel members to agency fees. Those fees are collected by unions from employees who have opted not to join the union but still benefit from collective bargaining. The plaintiff, Mark Janus, has argued it violates his first amendment rights to pay fees to an organization that he disagrees with politically. A ruling in his favor could have wide-reaching effects on public sector labor unions around the country, argues famed labor organizer, Dolores Huerta. “That is going to be very devastating to our unions here in California,” said Huerta, if the court sides with Janus. 1213

SAN DIEGO (KGTV) - The gloves are coming off in the race for San Diego County District Attorney, with a unlikely person taking shots at Genevieve Jones-Wright Friday.Rebecca Harrison, who said she’s the victim of a Balboa Park rapist, backed candidate Summer Stephan.At a news conference in front of the courthouse, Harrison said Jones-Wright, who was the public defender in the case, treated Harrison as if she was the one on trial.“Several weeks ago I found out that Genevieve was running for D.A. and it literally made me sick to my stomach. It felt like someone had kicked me because she was professing that she gives dignity and a voice to victims when that is not what I experienced whatsover,” Harrison said.Jones-Wright told Team 10 investigator Adam Racusin she gave Harrison an extreme level of compassion and that the press conference was all political posturing. She also said the 6th amendment of the constitution guarantees everyone the right to competent representation, and that everyone should read the full transcript of the cross examination.Stephan did not make a public statement at the news conference. 1132
