IMPERIAL BEACH (KGTV) -- Just in time for spring break, county health officials announced Saturday that it's safe to go back into the waters of Imperial Beach. The re-opened beach-line includes the south end of Seacoast Drive to Carnation Avenue (including Camp Surf) in Imperial Beach.The ocean shoreline from the International Border to the south end of Seacoast Drive will remain closed until sampling confirms these areas are safe for water contact, officials said."Testing confirms water quality along the Imperial Beach shoreline meets State health standards following recent Tijuana River sewage impacts," said the Department of Environmental Health and Hazardous Materials Division."Recent water quality testing conducted by DEH confirms that Tijuana River flows are no longer impacting these beaches," the DEH said.The announcement comes after weeks of beach closures due to a sewage-contaminated runoff into the Tijuana River valley which flowed into south county beaches. The beaches have been closed over a dozen times as a result of the heavy rainfall this season."Tijuana River flows enter the Tijuana Slough National Wildlife Refuge and associated estuary before being discharged to the Pacific Ocean, just over a mile north of the International Border," according to the DEH.Anyone who needs more information is asked to call the U.S. International Boundary & Water Commission at 619-662-7600. IMPERIAL BEACH, Calif. (KGTV)— The San Diego Sheriff’s Department is looking for a mother of two accused of stealing thousands of dollars from her children’s school. Last week, the department’s financial crimes division issued a public warrant for 30-year-old Kaitlyn Faith Birchman for felony embezzlement.Birchman was the President of the Imperial Beach Charter School’s PTA, until she was voted off the board in March. Months before, board members said they began noticing a lack of funds.“There were thousands of dollars that hadn’t been paid,” current PTA treasurer Elizabeth McKay said. McKay told 10News, she began connecting the dots last year when vendors from previous years continued to bill the PTA saying they hadn’t gotten paid. That’s when McKay, a former Coronado Police Department Sergeant began investigating. When she contacted the bank, they told her their account no longer existed. "We were very lucky that the bank was willing to work with us to put together a paper trail,” McKay said. “The checks she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial beach or had anything to do with a PTA event."In March, the board confronted Birchman. They had a Sheriff’s Deputy come to the board meeting to explain exactly what “embezzlement” meant."She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay."At the end of the meeting, Birchman was removed from the Board.Now the Sheriff’s department is looking for the woman they said stole directly from kids, forcing the PTA to cancel students field trips and special events. “I want her to think about her own kids. She needs to at this point, make things right by taking responsibility of her actions,” McKay said. “That's the best lesson that she can teach her own children. And to make herself a better person from here."Birchman’s children no longer attend Imperial Beach Charter school. McKay said with the generous support of the community and a large donation from General Mills Box Tops, this school year, the PTA is financially stable again. Well, according to a new survey by the Pew Research Center, roughly half of U.S. adults who use YouTube say it’s helped them learn to do new things. And those behind popular how-to videos are making big bucks.For Greg Wickherst, he began his channel to help other dads struggling just like him.   "When I got custody of my daughter, I didn't know how to do her hair,” he says. “I couldn't even do a ponytail, and I didn't want to have her going to school looking like a ragamuffin."  Wickherst’s first few videos went viral and he quickly became known as “The Hair Dad.”But it's not just hair tutorials, YouTube is the go-to platform for people to learn how to do stuff. According to the recent study, 41 percent of adults ages 65 and older also turn to the website for help.You can find video featuring anything from how to change a flat tire to how to cook the perfect Thanksgiving turkey to makeup tutorials.Popular self-help videos also bring in the sponsors."The most popular video I have done is called ‘Straw Curls,’” says Wickherst.  The father soon had companies reaching out to him, asking him to use their products for some side cash.Wickherst might only make a few hundred dollars from his videos, but there are ones raking in the cash.This kid, Ryan, made million in just one year off of his popular toy review YouTube page “Ryan ToysReview.”Learn more about the study, here. 1483

Waffle House is collaborating with a brewing company in Georgia to produce a bacon-infused beer called Waffle House Bacon & Kegs.According to the Oconee Brewing Company, the beer is a 6.5 percent ABV red ale that will be available beginning Dec. 18 in a six-pack or on draft exclusively at the brewing company."The beloved scent of bacon stands out from the typical medium hop aroma of a red ale. The malty sweetness of the base beer blends perfectly with the salty, savory, and smokey bacon extract to create a delicious and unique beer," the brewery said on its website. I love it here,” said Keith Gabbard, CEO of Peoples Rural Telephone Cooperative.In this a population of fewer than 1,000 people, community means everything. It’s why Gabbard worked to bring hope to his neighbors, like Muncy.Gabbard brought fiber optic internet to the small city.“When you say fiber, people say, ‘cereal? What are you talking about?’” Gabbard recalled of what people thought when the idea first hit the area.Fiber optic internet is some of the fastest internet you can find.“Fine glass the size of a human hair that you send a light through,” he explained.In 2014, Gabbard's rural part of the Bluegrass State went from barely having any internet connection to now having some of the fastest internet in the country.“Think of the speed of light and how fast that is, that’s how I like to compare it,” Gabbard said. “Our Internet here is as good as New York City.”More than half of Americans say internet access has been essential during the novel coronavirus pandemic. However, according to 2016 figures, 39 percent of rural Americans lack access to broadband internet.The cost of bringing broadband to the Jackson County area wasn’t cheap. Gabbard says grants and loans covered most of the broadband network’s -million cost.But one of the biggest payoffs of the light-speed connection is opportunity.“We’re talking about people who have been working at a gas station before on minimum wage that are doing tech support for Apple from their home,” Gabbard said.Gabbard says the network has helped bring hundreds of jobs to the area.Muncy now works doing customer support for a major tech company.“If it wasn’t for the internet, I couldn’t do my job period,” he said.For him, the connection is to more than just the internet; it’s to a new life. 2320
