SAN DIEGO (KGTV) - Chelsea Manning, a former Army intelligence analyst who provided classified information to Wikileaks, spoke Monday at San Diego State University.Manning was convicted in 2013 of stealing 750,000 pages of documents and videos relating to the wars in Iraq and Afghanistan.A judge convicted Manning - then known as Bradley Manning - on 20 counts, including violations of the Espionage Act.After the 2013 sentencing, the ex-intelligence agent changed her name to Chelsea Manning and became a transgender woman.During one of his final acts in office, President Barack Obama commuted Manning's 35-year sentence, giving her an early release date.RELATED: Chelsea Manning released after 7 years in prisonManning has since joined the lecture circuit. Her SDSU speech focused on national security and democracy, artificial intelligence and resistance, activism and protest, and the intersection of technology and people’s lives.The event started at 5 p.m. at the Parma Payne Goodall Alumni Center. SAN DIEGO (KGTV) -- As rain continues to soak California, the state is almost entirely out of a drought. According to the U.S. Drought Monitor's most recent report out Thursday, the only part of the state still experiencing any form of drought is a portion of extreme Northern California. As seen in the image below, those counties are only in a "moderate drought," the lowest level in the rating system. SAN DIEGO (KGTV) — Chicano history will be celebrated in San Diego this week at one of the city's most historic parks.On April 20, the Logan Heights community will celebrate the 49th annual Chicano Park Day at the famed park underneath the Coronado Bridge. The free festival brings together community members annually for art, education, entertainment, and honoring Chicano culture and the park.This year theme will be "Danzantes, Protectors of Our Traditions and Chicano Park, 500 Years of Anti-Colonial Struggle."Performances are scheduled by a lineup of traditional and cultural dance groups and one of the largest Aztec Indigenous dance performances by Danza Azteca Calpulli Mexihca. In addition to dancing, kids art workshops, speakers, and more than 325 classic lowrider cars and bikes will be on display. Attendees can also visit various arts and crafts, and informational booths throughout the colorful park.And, of course, there's the food, which will be sprinkled throughout the park at various booths.The event comes a couple days before the official establishment of Chicano Park on April 22, 1970, by activists. The site was placed on the National Register of Historic Places in 2013 and became a National Historic Landmark in 2016.The park is known for an array of colorful murals lining the Coronado Bay Bridge's legs that make up the Chicano Park Monumental Murals. Artists illustrate Chicano history and culture through murals and sculptures throughout the park. 1487

  

SAN DIEGO (KGTV) - California energy officials are again urging customers to conserve energy as a summer heatwave continues.San Diego Gas and Electric said Sunday that for the second night in a row, San Diegans avoided rotating outages thanks to conservation efforts.The company warned earlier in the day that outages may occur as temperatures spiked.RELATED: Check today's forecast in your areaA flex alert is still in effect Monday from 3 to 9 p.m. as the California Independent System Operator pleads with Californians to use less power.An excessive heat warning remains in effect through 8 p.m. for San Diego County’s valleys, mountains, and deserts Monday. 669

  

SAN DIEGO (KGTV) — Construction has started on Mission Valley's first public elementary school.The new preschool through 5th-grade campus at the corner of Via Alta and Civita Boulevard will serve residents living in the Civita residential development. Families living in the Mission Valley and Fashion Valley neighborhoods will also make use of the new school.The campus will feature classrooms with roll-up doors that open to the outside for 1st- through 5th-grade students; dedicated play areas for preschool, kindergarten, and 1st- through 5th-grade students; "makerspaces" for students; and an indoor-outdoor multipurpose facility.San Deigo Unified School District provided a virtual walkthrough of the campus here."With more significant growth planned in the area, we must prepare for the influx of new families and students," said Dr. John Lee Evans, Board of Education President. "This community deserves a quality neighborhood school."The campus will enroll up to 500 students and construction is expected to finish in spring 2022.The new school is funded through 2012's voter-approved Proposition Z bond measure, state schools facilities funding, and developer fees, according to San Diego Unified School District. 1231
