A man was accidentally killed by a chainsaw Monday while helping a neighbor cut tree branches during Hurricane Irma cleanup.Authorities say a branch became entangled with the chainsaw. It kicked up and cut Wilfredo Hernandez's throat.Hillsborough County Fire Rescue responded and used a harness to lower him from the tree, but he was pronounced dead at the scene.The map below shows where the incident happened. 419
A pair of districts in the Midwest will add Muslim women to the ranks of the US Congress for the first time.Michigan Democrat Rashida Tlaib and Ilhan Omar, the Minnesota Democratic-Farmer-Labor Party's nominee, will secure their respective seats in strongly Democratic districts following primary victories earlier this year that effectively decided their races.Tlaib is endorsed by the Democratic Socialists of America, a burgeoning left-wing group that also counts New York Democratic congressional nominee Alexandria Ocasio-Cortez among its members.Omar, in addition to being one of the first Muslim women in Congress, will also be the first Somali-American member. She came to the US more than two decades ago as a refugee. Tlaib actually campaigned with Omar ahead of the latter's primary race earlier this year.Omar also had the backing of Ocasio-Cortez in her primary race, and she will come to Congress having been an open critic of the Israeli government's treatment of Palestinians.Omar will take the seat vacated by Minnesota Rep. Keith Ellison, the first Muslim elected to Congress. Ellison is leaving Congress as he vies to become Minnesota attorney general.Tlaib will fill the seat formerly occupied by Michigan Democratic Rep. John Conyers, who left office last year amid accusations of sexual misconduct. She ran unopposed on the general election ballot following her primary win.Tlaib is the daughter of Palestinian immigrants and became the first Muslim female member of Michigan's state legislature a decade ago. A self-styled progressive, Tlaib is a vocal critic of President Donald Trump and was arrested two years ago for disrupting a Trump speech in Detroit.Only two other Muslims have been elected to Congress, and both are men currently in office: Ellison and Indiana Democratic Rep. A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J. Tilden, who lives near Indianapolis, was surprised when he got a ,200 paper check in the mail for his mother, Lillian. Lillian’s death certificate shows she died on Jan. 12, 2018 at the age of 73."So I was surprised and immediately thought about how this was potentially something that was a fraud," Tilden said. "I just thought this is crazy. I can't believe I am getting a check for this particular situation when she's been dead and gone for two years."Tilden is not alone."I posted it to Facebook and actually had several people tell me that they knew others who had been in the same situations,” Tilden said. “So I'm thinking this is a problem, not a one-off situation."Anyone who gets a check for someone who died should return the check to the IRS, and write “void” in the endorsement section on the back of the check.“Payment made to someone who died before receipt of the Payment should be returned to the IRS by following the instructions in the Q&A about repayments,” reads the IRS website. “Return the entire Payment unless the Payment was made to joint filers and one spouse had not died before receipt of the Payment, in which case, you only need to return the portion of the Payment made on account of the decedent. A Memphis woman wants answers after getting a nearly ,000 dollar bill from Memphis Light, Gas and Water.Florence Ford said the utility insisted the astronomical amount is no mistake.They told her a water leak led to the 5-figure bill, but Ford doesn't think MLGW's story is adding up.The 60-year-old brings in just enough every month from disability checks to pay her rent and insurance costs."I had four blood clots, I’ve got nerve damage on the right side and I had a stroke," she said.So, when Ford opened up her bill late January for ,423, she was floored.Her normally bill had skyrocketed to ,995 for water alone, just for one month."What the hell? If I’m on a fixed income, how can I pay a ,000 water bill?" she said.Ford called MLGW and said she was told the massive bill was due to a water leak on her property, and that she’d need a plumber to fix it."Some pipe or something had come loose and they took care of it," she said.According to Ford's bill, her water usage during the month of December was 4,983 CCFs (centum cubic feet). That’s close to 4 million gallons, which is enough to fill an Olympic-sized swimming pool almost six times.MLGW told Ford a representative called her and left a note on her door, but she said before getting that bill, no one from the utility ever reached out to tell her there was a problem."Didn’t call, didn’t leave a voicemail, said they left a note on the door. No note on the door," she said.A friend and former lawyer told Ford it would be impossible not to realize that much water was leaking in front of her home."He said if I had a ,000 water bill, my house should have been floating down the street somewhere," she said.Ford said she spoke to someone at MLGW again, who suggested she file for bankruptcy.The next month she got another bill, leaving her owing nearly ,000, which is just a couple hundred dollars shy of what she brings in in an entire year."If I don’t pay that, they’re going to cut my utilities off, so I’m going to be without utilities," Ford said. "What am I supposed to do? Sit in the dark?"She's also on a breathing machine, which needs electricity to operate.MLGW agreed to credit Ford’s account ,980, but she says that’s not good enough."I think they should squash it. A van slammed into a crowd Saturday in an apparently deliberate act in the German city of Muenster, killing two people and leaving 20 others injured, officials said.The driver also shot and killed himself, a police spokeswoman said. The driver was a German citizen, said Herbert Reul, state minister for internal affairs in North Rhine-Westphalia state.Authorities are treating the incident as an attack. There is no known connection to radical Islam but investigators are still looking into the driver's background, Reul said.Police earlier said there were three deaths. Reul clarified later Saturday that the total included the attacker.Muenster police spokesman Andreas Bode said law enforcement is looking into witness reports that some people fled the attacker's van after the attack. He also said there was a suspicious object in the vehicle that was under investigation.Bode said the motive of the driver is unknown.The attack happened in the old part of the western German city, an area popular on weekends.
