SAN DIEGO (KGTV) — Lime can still operate its dockless scooters and bikes in San Diego, after the city's petition to revoke the company's permit was denied.Tuesday, a hearing officer reportedly refused the city's petition to revoke Lime's Shared Mobility Device (SMD) permit. The city argued that Lime violated municipal code on several occasions.“Lime is pleased with today’s decision and we appreciate the hearing officer for recognizing our compliance in San Diego. A letter to Lime from the city's Development Services Department claimed the company had violated San Diego Municipal Code on July 13, July 14, and Aug 1.Dockless scooters and bikes are required to have a 8 mph speed restriction in high-traffic areas areas like Spanish landing and near Petco park, and as low as 3 mph along the Embarcadero and the Martin Luther King Jr. Promenade."The Mayor has made it abundantly clear that operators who don’t follow rules meant to protect public safety could lose their permit and no longer do business in San Diego anymore. That’s exactly what is being done in this case," a statement from the city said.Lime argued that they were in fact in compliance, adding at the time "it is unfortunate they have chosen to move forward with this hearing" and offering to demonstrate their compliance to the city in a letter from Lime to Mayor Kevin Faulconer.After approving an initial package of rules in April, the city council is set to consider adding new regulations on dockless scooters and bicycles, including:A rider curfew from midnight to 5 a.m.;Usage of one device per government ID;A fine structure and punitive actions for companies that violate regulations;Eliminating the original ordinance's provision that allows for temporary fleet spikes during large events;Authorizing the city to reduce a company's fleet size if it poses a public safety hazard;Authorizing the city to suspend a company outright for multiple violations; andRequiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks. 2468

SAN DIEGO (KGTV) - Just days after her 97th birthday, a San Diego woman was honored for being a trailblazer in the Marine Corps. Sgt. Maj. Grace Carle's love for her country is apparent in her impressive resume. The retired Marine served during WWII, the Korean War, and Vietnam."She's always been a strong woman. She did what she was told to do, and she did it with honor. She wanted to be proud of what she did," said Jennie Larsen, Carle's niece. Carle was one of nine siblings and joined the Marine Corps when she was 20. She's now the last living Sergeant Major of the U.S. Marine Corps Women's Reserve and was one of only six women to hold the position. "When she went in she worked hard to get all of her advancements, and it's things like giving the women a chance to do jobs that the men had been doing and showing that the women were capable of holding these same positions and doing the same type of work," said Larsen.Carle was recently admitted to Somerset Subacute and Care, where social worker Lisa Abbott met the retired Marine. "When they told me she was a big deal in the Marines, I started googling her!" Abbott said.Carle will soon be entering hospice care, so Abbott decided they needed to honor her. "Somebody like Ms. Carle who's done so much for our country, and for America, and for women in general, this is going to be probably our last chance to thank her and honor her. While she's with us, we're going to take that opportunity," said Abbott. They held a ceremony for Carle at the facility, which included taps by Bugles Across America."The Marine life was her life, and she was very proud to serve this country, you couldn't have asked for a better person," said Larsen.Larsen says her aunt served in the Marine Corps for over 30 years. SAN DIEGO (KGTV) - Imagine having the power to change your body’s temperature at any time, regardless of how hot or cold it actually is. UC San Diego engineers are on they’re way to doing just that, with a wearable patch.Like a thermostat, it can be changed to a specific temperature, warming or cooling the body, using far less energy than an air conditioning system. “Cooling is a really important issue faced by society today. If you look at news reports there are extreme weather conditions, for example in India, peak temperature could be over 50 degrees Celsius in July," said Renkun Chen, a Professor of Mechanical and Aerospace Engineering at UC San Diego.The patch is made up of thermoelectric alloys - materials that use electricity to create a temperature difference and vice versa - sandwiched between stretchy elastomer sheets. The device physically cools or heats the skin to a temperature that the wearer chooses. The patch is powered by a flexible battery pack. It is made of an array of coin cells all connected by spring-shaped copper wires and embedded in a stretchable material. The system also includes a stretchable circuit board.By regulating the temperature around an individual person, rather than a large room, the smart fabric could potentially cut the energy use of buildings and homes by at least 15 percent.The technology could also be used for people who work in extreme environments, like firefighters or miners. Eventually, Chen and his team want to integrate the technology into clothing. They hope to sell it commercially in the next few years, along with developing a mobile app to control the temperature. SAN DIEGO (KGTV) -- Just days before masses of people are expected to descend on Del Mar for the San Diego County Fair, a busy road has reopened following a bluff collapse. City crews completed a retaining wall and reopened Jimmy Durante Boulevard Wednesday afternoon. The road wasn't originally expected to reopen until June 4, several days after the fair opens on May 31. The cost of cleanup and stabilizing the cliff is expected to cost million. At a meeting in May, the city council voted to declare a local emergency, allowing the city to qualify for federal emergency funds. 745
