The county may something a little extra for your wallet.The San Diego County Treasurer-Tax Collector's Office says they currently have 3,000 in unclaimed county refunds waiting to be reunited with their rightful owners.About 1,928 refunds sit on the countywide unclaimed money and unclaimed property tax refunds lists, according to the office. If the county thinks you're owed a refund, you may receive a postcard in the mail, according to San Diego County Treasurer-Tax Collector Dan McAllister.“Most of the time, we’re collecting money from San Diegans,” said McAllister. “We love summer when we can give it back and put a little extra vacation cash in people’s pockets. I feel like Robin Hood.”Over the last five years, the office says it has refunded nearly 0,000 to residents.According to the county, the smallest refund amount available is and the largest refund amount is ,333.79, owed to the heirs of Mary Stone. "In the past, sadly, most refunds were never claimed," McAllister said. "So we’re trying a new strategy to let people know about this money. For the first time, we’re mailing 2,407 postcards to people who may be owed a refund, encouraging them to file a claim through our website."Residents can also check online to see if they're eligible. SAN DIEGO (KGTV) -- Dozens of parents chanted "Too much, too soon," and " Protect our kids, protect our kids," before the school board meeting Tuesday evening. This is the the third time in less than one year that parents have shared their concerns about the district's Sexual Health Education Program (SHEP).  The district started teaching the program last year to students in sixth, eighth and high school following the state's passage of the California Healthy Youth Act.RELATED: Parents keep kids home to protest sex-ed programAshley Bever is a substitute teacher in the district and mom of two middle school students. She kept her kids home from school Tuesday in protest of the program that she calls too graphic. "I don't think you need to give kids more explicit content in order for them to make good choices. We just want it to be age appropriate," she said. "We don't think talking about oral, anal, and vaginal sex in the sixth grade is entirely appropriate or telling middle schoolers you can use a flavored condom."Other parents told the board the material promotes sexual experimentation and doesn't do enough to promote abstinence and pregnancy prevention. 　  "It's not about sex education, it's not about biological science, it's about promulgating and pushing a world view upon them. It's about sowing the seed of idea of gender confusion, gender dysphoria is what you're trying to promote," one parent told the board. District officials say students can opt out of the program with a note from their parent. They say less than one percent did so in 2017.The board maintains the program is state mandated, but attorney Dean Broyles with the National Center for the Law and Policy said that's not true. "There are only recommended curriculum, there are no mandated curriculum under the CA Healthy Youth Act because it's too new and a framework has not even been developed yet," said Broyles. Broyles told the board parents have been waiting almost a year for the public records that show how the curriculum was adopted. He told the board if they don't get the records soon, they'll go to court to fight for them.The board did not take any action on the issue. The item was not on the agenda. SAN DIEGO (KGTV) -- Gas prices continue to soar in Southern California, rising nearly two cents more Monday. According to figures from AAA, the price for a gallon of gas gone up more than 50 cents in less than a month. AAA also says that the price has risen for 21 consecutive days and 27 of the last 28 days in San Diego County. RELATED: San Diego's gas prices could soon hit average, something not seen for yearsThe price per-gallon is more than 20 cents more than a week ago, 51.7 cents more than a month ago and over 27 cents higher than a year ago. California's gas tax is also set to increase by 5.6 cents on July 1, 2019. Meanwhile, the national average for a gallon of gas Monday was .74.AAA says a series of refinery issues reduced gas supplies.Bloomberg Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants all experienced shut downs and stalls in oil production due to various problems. SAN DIEGO (KGTV) -- Despite record unemployment levels in California, the state's economy keeps turning, partly on the backs of the small businesses that have been able to stay afloat. However, six months into the COVID-19 pandemic we’re seeing how some businesses that were forced to shut down to prevent the spread of the virus won't reopen."We've had to pivot and shift, almost call audibles in the middle of what's going on to try to keep our businesses open," said Derrick Banks, owner of Freshly Faded Barber Shop.Banks has been in business for about seven years.He said beyond the haircut, there's something special about the conversations that take place while at the shop."If you see my barber cape, it says ‘Love thy homies’ on it," Banks said. "I feel like every person that gets in my chair becomes a friend eventually."Banks said back in March when businesses were initially forced to close, it's those close conversations and connections to the community that took the biggest toll. That and trying to keep up with an ever-changing series of rules and health and safety standards."We've had to pivot back and forth between cutting hair outside, cutting hair inside, having these safety precautions," he said. "One day we're allowed to be opened, and the next day we're not."While Banks has been able to stay in business, he has only to look down the street to see others who didn't make it."Just in a two-mile radius of this shop, there have been two barbershops that I know of that have permanently closed," he said.Banks said there's no playbook for how to get a business through a pandemic. He understands the importance of small businesses in the community and believes those running them need to do what's best for them."I'm not in a position where I can hope for anything," he said. "I have to have a clear plan, but I am optimistic."The EconomyYou can find empty storefronts in cities across California. But what does it mean for the state's economy?"California is suffering like the rest of the country," said Alan Gin, an economics professor at the University of San Diego. "We had a surge in terms of our unemployment rate. It's come down but still much higher than before the pandemic."Gin said the service and leisure industries have been the hardest hit.According to the California Employment Development Department (EDD), the state's unemployment rate improved to 11.4 percent in August as the state's employers added 101,900 jobs.In July, the state's unemployment rate was up at 13.5 percent.The state agency says Leisure and Hospitality posted the largest industry job loss in August (-14,600), and 561,900 of the sector's 633,000 year-over job losses have occurred since March 2020.Despite the record unemployment, Gin said California has lot of high-tech and business service jobs that can work remotely. It means many higher-paying industries didn't have to shut down.His worry is about the growing financial inequality."It was already bad in this country, but now it's likely to be even worse as a result of this," Gin said.Gin also noted that help from the federal government and unemployment benefits paid out by the EDD has also helped keep California's economy turning.EDD said it processed more than 13 million claims and distributed more than billion over the course of the pandemic.It's important to note last week, the EDD announced it's taking a two-week reset period. The goal, they explained, is to clear the massive backlog of unemployment claims that have been filed over the past six months. An EDD strike team found 600,000 California workers still haven't received the benefits they applied for.Reporter Adam Racusin asked Gin if California's economy can survive another six months of the current conditions."I think an important aspect is whether or not another stimulus package can be passed," Gin said. “I think some more relief is needed. The worry is that with the cutoff of unemployment that the people at the lower end, who are being kept afloat, are going to fall off a cliff." 4047

SAN DIEGO (KGTV) - Dozens of women gun owners joined in solidarity Friday for the launch of #NotMeSD.It was created by San Diego County Gun Owners (SDCGO), a political action committee promoting Second Amendment rights.The initiative aims to empower women with knowledge and choice. The group believes one way to prevent domestic violence and sexual assault is with guns. “We will stand beside you, we will help you, and if you want to look at owning a gun or just coming out shooting at the range to just feel some empowerment, we're willing to stand right next to you and say how can we help?" said Jill Barto, a SDCGO member.At the gathering, Barto shared her traumatic story of being sexually assaulted. "It’s still kind of emotional, but at age 14 I was raped, I was date raped by a boyfriend, it really took a toll on me. I ended up getting pregnant from the rape, and I had my child and raised him, he’s now 37-years-old," said Barto. She was lucky to find a strong support group, one of them today being SDCGO.“It gave me a voice, it gave me a voice to say this is what happened to me and I’m not going to be ashamed of it.”The group has a three-step approach for women considering gun ownership:Get free advice about firearms from women gun owners in SDCGOGet referrals to gun shops for discounts and receive help filling out paperworkReceive help applying for a concealed carry weapon permit“It doesn’t mean they're going to buy a gun, it doesn’t mean they’re going be CCW holders, but that’s their choice, and we’re here to support them on their choice," said Barto.However, some believe guns involved in domestic violence situations do more harm than good.Carol Landale is with San Diegans for Gun Violence Prevention. She supports a woman's right to arm herself but has concerns with the #NotMeSD message."The statistics show that when there is a gun in the home women are five times more likely to be killed with that gun, especially in domestic violence situations," said Landale. She says if a woman is going to purchase a gun, they must be extremely careful with how they store it. She also believes a lot of training is necessary to be proficient, especially in a high-stress situation.“If you’re going to be using a firearm you need to be practicing all the time. The police practice all the time, the military practices all the time, for somebody just to have a gun stored in a bedside table, who may have shot it once at a firing range, it doesn't seem like a sensible way to be able to protect yourself."Landale believes the decision to purchase a gun and use it, can have consequences.“I think the most important thing is to recognize that responsibility and to make sure you’re going to be willing to use a deadly weapon to kill somebody, that’s huge," said Landale.
