SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) - The former head of the Poway Unified School District appeared in court Monday for a preliminary hearing on five felony charges.Officials charged John Collins with misappropriating and misuse of public money.The complaint accuses Collins of misappropriation of public money dealing with vacation time and sick leave. Poway Unified fired Collins in 2017 after a scathing audit had alleged he received more than 0,000 in overpayments and unauthorized payments.The audit also claims there were an additional ,000 in other transactions that violated district policy and some questionable purchases for airline tickets, dinners and hotel fees.Collins attorney did not respond to 10News request for a comment, but in the past, Collins denied engaging in conduct that was dishonest.If convicted on all charges, Collins could face more than seven years behind bars. 894

SAN DIEGO (KGTV) - The family of a man reported missing from a Spring Valley care facility two weeks ago told 10News Friday he was found safe in North Park.Aldofo Otanez, who has schizophrenia, lived at Mi Casa es Su Casa. His family said he was planning to visit his brother on February 16 but never arrived.Otanez’ brother said the family passed out flyers and posted pictures on social media.RELATED: Schizophrenic man still missing after two weeksOn Friday, a 10News viewer called the family to say Otanez had been sleeping on the sidewalk on El Cajon Blvd. in North Park.People at Dave’s Flower Box had given him a bottle of water, money to buy coffee, and a burrito.The family says he was hungry but is doing well. 738

SAN DIEGO (KGTV) — The man wanted for a shooting outside of an unlicensed marijuana dispensary in unincorporated El Cajon has been arrested.The San Diego Sheriff's Department (SDSO) issued an arrest warrant for 18-year-old Richard Anthony Bell, of El Cajon, on Dec. 8 in connection with the shooting four days earlier in the 1600 block of N. 2nd Street.A 16-year-old was shot outside of the illegal dispensary and taken to a nearby hospital, where the victim remains and is expected to survive. Members of the U.S. Marshals Service located Bell on Friday at about 11 p.m. inside a hotel and casino on the Las Vegas Strip. He's being held on million bail for attempted murder and awaiting extradition back to San Diego County.The shooting isn't believed to be related to the dispensary and is thought to be gang-related, SDSO said. 841

SAN DIEGO (KGTV) -- The Marine Corps Recruit Depot (MCRD) in San Diego could be closing as part of an effort to integrate women into the Marines.MCRD has been in San Diego for about 100 years, but it currently does not have facilities specifically for female Marines.According to a Military.com report, Marine Corps officials are looking at other options in order to meet the integration mandate from Congress.One proposal would create a single boot camp that would include the necessary facilities, rather than the current process of dividing recruits between MCRD in San Diego and the boot camp in Parris Island, South Carolina.In response to a possible closure, the San Diego Military Advisory Council said losing the area boot camp would cost the city.SDMAC Executive Director Mark Balmert said, “So 400 recruits a week come through our location here, about 16,000-17,000 a year. Our studies have shown more than 60,000 of their family members make the trip to San Diego to be a part of their recruit graduation.”Marine officials have already told the Pentagon it cannot add women to boot camps without building new facilities. 1139
