SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) -- Dozens of families and children with down syndrome were out at Crown Point Park in Pacific Beach for the first-ever Donut Run in San Diego. The money raised benefits Gigi's Playhouse which is a down syndrome achievement center. The center provides therapeutic and training programs for people of all ages. The services are completely free. Gigi's Playhouse has 37 locations across the country and even a few in Mexico. All of the staff are volunteers so donations are always welcome in order to continue providing the services. The goal was to raise ,000 but the organization doubled that goal.   667

SAN DIEGO (KGTV) -- Dozens of parents chanted "Too much, too soon," and " Protect our kids, protect our kids," before the school board meeting Tuesday evening. This is the the third time in less than one year that parents have shared their concerns about the district's Sexual Health Education Program (SHEP).  The district started teaching the program last year to students in sixth, eighth and high school following the state's passage of the California Healthy Youth Act.RELATED: Parents keep kids home to protest sex-ed programAshley Bever is a substitute teacher in the district and mom of two middle school students. She kept her kids home from school Tuesday in protest of the program that she calls too graphic. "I don't think you need to give kids more explicit content in order for them to make good choices. We just want it to be age appropriate," she said. "We don't think talking about oral, anal, and vaginal sex in the sixth grade is entirely appropriate or telling middle schoolers you can use a flavored condom."Other parents told the board the material promotes sexual experimentation and doesn't do enough to promote abstinence and pregnancy prevention. 　  "It's not about sex education, it's not about biological science, it's about promulgating and pushing a world view upon them. It's about sowing the seed of idea of gender confusion, gender dysphoria is what you're trying to promote," one parent told the board. District officials say students can opt out of the program with a note from their parent. They say less than one percent did so in 2017.The board maintains the program is state mandated, but attorney Dean Broyles with the National Center for the Law and Policy said that's not true. "There are only recommended curriculum, there are no mandated curriculum under the CA Healthy Youth Act because it's too new and a framework has not even been developed yet," said Broyles. Broyles told the board parents have been waiting almost a year for the public records that show how the curriculum was adopted. He told the board if they don't get the records soon, they'll go to court to fight for them.The board did not take any action on the issue. The item was not on the agenda. SAN DIEGO (KGTV) — For the fourth consecutive year, the USS Champion has won a contest held between ships at Naval Base San Diego over which crew could put together the best decorations."It's just a great opportunity for the crew to really come together, enjoy some time not focusing on the day to day, but to really express themselves," said the ship's commanding officer, Lt. Commander Matthew Yokeley.The Champion, an Avenger-Class Minesweeper, was covered in decorations. Lights, bows, and bells lined the railings and were struck all the way to the top of the mast. Giant inflatables were mounted on the deck, along with a Christmas tree. The lights were synchronized to flash with a holiday music show.This is a big deal for us. Christmas lights are pretty competitive," said Petty Officer Pierce Cloninger. "We like to win. They don't call us Champion for nothing." 880

SAN DIEGO (KGTV) — Family Fun Center has returned to its roots in Kearny Mesa, reopening the Clairemont Mesa Blvd. location on Saturday.Following the closure of Boomers! last June after parent company Apex Parks Group filed for bankruptcy, the Huish family — who own the land — has revived the site under its original name.Shane Huish says his father built the original park at the site in 1974 and operated it for about 20 years before it was sold to Boomers! in the 1990s."With that happening, our family was excited to get them back. However, when we went back to the parks in June, we were floored," said Shane Huish.Huish says the former Boomers! was in need of several improvements and upgrades.Among those needed improvements, miniature golf, bumper boats, and an arcade all in need of a facelift.Saturday, the park reopened Saturday from 11 a.m. to 8 p.m. with mini-golf on its Storybook and Westernland courses and go-karting, featuring updated karts and track. Also returning, Bullwinkle’s Restaurant.Huish says the park's bumper boats will need to wait for state guidance since they are considered an amusement park attraction."We have been fixing up the miniature golf courses and that will continue ... we have completely gutted the arcade building and remodeled it," Huish said, adding that the arcade will also have to await state guidance to reopen.Huish says the future of the former El Cajon Boomers!, which is also owned by the family, depends on how the business landscape looks in the next four to six months due to the pandemic.For now, a dose of family fun in the outdoors has returned to the property."Our family is super excited to be back in San Diego, we all grew up there," Huish said.For hours and more information, head to Family Fun Centers' website here. 1794
