BEIJING, July 4 (Xinhua) -- China's weather forecast authorities on Sunday said the heat that had been bearing down on many parts of the country would continue for a few more days.Sweltering weather, with temperatures over 35 degrees Celsius, could be expected in at least 13 provinces and regions across China, the National Meteorological Center said.In Beijing, the local meteorological bureau upgraded the heat alert on Sunday from blue to yellow, two steps below the top alert. In eastern Zhejiang Province, temperatures in eight counties and cities reached 39 degrees.In Changchun, capital of northern Jilin Province, thousands of residents chose to spend their weekends in the city's libraries to dodge the heat.Meanwhile, the sales of air-conditioners became hot items in the northern Inner Mongolia Autonomous Region.
BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

BEIJING, July 27 (Xinhua) -- The Supreme People's Court (SPC) of China on Tuesday urged courts across the country to accept scrutiny by the press and general public.The courts must constantly listen to the public so they can carry out their work in a better way, Shen Deyong, executive vice president of the SPC, told a national conference on the publicity work of courts.After hailing achievements of the courts in providing information to the public, Shen said some courts did not pay enough attention to public opinion."The public are paying more attention to court work, their expectations are growing. They want to know more, participate more and supervise more," he said.Shen urged courts to disclose information on major issues in a timely fashion, so as to avoid public suspicion and damage to judicial authority.The Supreme People's Court will train spokespeople and publicity officials of courts nationwide in the second half of the year.
BEIJING, July 7 (Xinhua) -- Agricultural Bank of China (ABC), the last of the country's largest four banks to go public, announced Wednesday that it has set its A-share initial public offering (IPO) price at 2.68 yuan per share, hitting the high end of its IPO price range.The pricing of the shares means the bank could raise up to 10.12 billion U.S. dollars via the Shanghai portion of the IPO, as a greenshoe option has been exercised to expand the deal by 15 percent to 25.57 billion shares, ABC said in a statement filed with the Shanghai Stock Exchange.ABC plans a dual listing in Shanghai and Hong Kong in mid-July to replenish its capital base after a lending spree last year.It has yet to set the final IPO price for its Hong Kong portion, where it plans to sell 25.41 billion shares, excluding an over-allotment option.ABC set the price range for the Hong Kong portion at 2.88 to 3.48 HK dollars in late June.

You must overcome all difficulties with confidence and firm belief in order to give up drugs and be happy and healthy...," Meng told patients at the drug rehabilitation center.Meng expressed the hope that these patients would teach more people to cherish life and stay away from drugs after they returned to society.On Saturday, a local court in southeast China's Fujian Province announced the executions of two drug dealers who were convicted of selling and trafficking 12,242 grams of heroin.In addition, the ministry announced Saturday in a statement that police across the country seized 38,000 suspects in drug-related crimes from January to May during a national campaign.A total of 2.3 tons of heroine, 2.4 tons of crystal methamphetamine and 2.1 tons of ketamine were confiscated, along with 243 tons of chemicals for drug making.According to the statement, the crackdown, starting in early this year, has been focusing on drug making and trafficking, especially chains involving foreign sources.Saturday is the International Day Against Drug Abuse and Illicit Trafficking.
