SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. "This project has the potential to generate at least 16,000 jobs and provide housing for up to 27,000 residents – both of which we know are desperately needed. SAN DIEGO (KGTV) -- Faith and community leaders and former gang members from across San Diego are calling on gangs to agree to “A Season of Peace.”They're asking for no gunfire from Thanksgiving (Nov. 26) through January 1, 2021.With the coronavirus disrupting traditional violence intervention efforts, there has been a rise in gang and gun violence. According to SANDAG's 2019 report on homicides in the San Diego region, a firearm was used in 55% of homicides. Also, firearms were used 100% of the time in gang-involved homicides. Compared to mid-year 2019, there were a greater number of homicides -- 37% increase -- reported to law enforcement in the San Diego region from January to June of 2020. Since SANDAG reported on homicides for that time period, gun violence and homicides continue to rise.During the Season of Peace campaign, community leaders will lead community walks of peace, organize street-side memorial services, ceasefire agreements with gang leaders, and host a tree planting in honor of those who've died because of community violence.Due to the coronavirus pandemic, Community Assistant Support Team (CAST) will follow the advice of health officials, collaborate with law enforcement and politicians to ensure everyone's safety.For the past eight years, CAST has brought quality community service to families impacted by gun violence with de-escalation support, conflict resolution, retaliation prevention, and in hospital spiritual care. SAN DIEGO (KGTV) — Five more people have died from influenza in San Diego and weekly cases hit a season high this past week.County health officials said one of the flu deaths included a 40-year-old man from North County who had underlying medical conditions with no known flu vaccination record. The other deaths ranged from 47 to 90 years of age and all also had underlying medical conditions.This season, there have been a total of 54 influenza-related deaths in the county. People should continue getting vaccinated and taking other preventative measures, especially those at higher risk of developing complications," said Wilma Wooten, county public health officer, said. "In addition to getting vaccinated, people should practice good hand hygiene."Over last week, 675 flu cases were reported in San Diego County, a season high, according to County Health and Human Services. The number is up 21 percent of the week before, when 536 cases were recorded.Due to the increased flu activity, an order for unvaccinated medical personnel to to wear masks while in patient care areas has been extended until April 30.Flu shots are available at doctors' offices, retail pharmacies, community clinics and the county's public health centers.
