SAN DIEGO (KGTV) -- San Diego County leaders announced Thursday that they will begin to allow passive activities at beaches beginning June 2. According to the county, such activities that will be allowed include sunbathing and relaxing with towels and chairs. Supervisor Greg Cox noted that activities like football and volleyball will not be allowed. Face coverings will also be required. “We’re taking this action as we continue to allow some semblance of reality to resume in San Diego," Cox said. SAN DIEGO (KGTV) - San Diegans should get their flu shots before the flu season typically starts, county health officials said Wednesday.Most flu cases are reported between the end of October and April or May, according to the County Health and Human Services Agency.It takes about two weeks after receiving the flu shot to develop immunity to the virus, said officials.“People should get vaccinated before the worst of the flu season gets here,” said Wilma Wooten, M.D., M.P.H., County public health officer. “The vaccine is safe and effective and is available across the region.”342 people in San Diego County died of the virus during the last flu season, officials said. Most of the deaths were among those over 65, with underlying medical conditions. SAN DIEGO (KGTV) - San Diego County leaders have stressed education over enforcement regarding the rules and laws surrounding the coronavirus, but there are laws in place to help stop the spread."There is civil liability and criminal liability," says Professor Joanna Sax from the California Western School of Law.Sax says many of the laws rely on a standard called "reasonable care" to determine liability."As long as you are taking precautions reasonably, then it's unlikely that you'll be held negligent. That would be the legal term," Sax says.For businesses, that means following the rules like posting a safe reopening plan and sticking to it to keep customers safe. It can also mean providing PPE and hand sanitizer for employees.But for businesses that aren't using "reasonable care," San Diego officials have shown the ability and willingness to use the laws to force compliance.One of the most prominent cases over the last few months involves Boulevard Fitness in University Heights. According to the city, that gym stayed open for indoor workouts for 45 days, violating the county's rules. City Attorney Mara Elliott threatened Boulevard Fitness with a ,500 fine for each day, citing "unfair business practices."The gym closed after receiving Elliott's letter and has since reopened while obeying county guidelines for capacity and distancing.Sax says those kinds of laws work for extreme cases, but may not apply for smaller violations."If businesses are not behaving reasonably and they are behaving recklessly, and they have no plans, and they're letting people in, maybe they should face liability," Sax says. "Those aren't the businesses that should be open to the public. While we may enjoy the sparkle and booms, your pets may run for their lives.“You don’t want to have them outside where all those loud fireworks are going off,” said San Diego Humane Society spokeswoman Dariel Walker. The organization sees a sudden spike in stray animals around this time of year, she said.Just like on July 4th, many pets who are terrified of loud noises run off in a panic. Walker suggested that owners prevent that by creating a calming environment for animals. “You can even even play music or have the TV on or have some noise in the background to drown out that loud sound of the fireworks,” Walker said. Walker advised pet owners to be prepared with a microchip in case they do run away. Now, we didn’t achieve that, but more important than that, we want to live to our values every day, and we unequivocally lived to the values we want to live to,” said Landon Donovan, the U.S. soccer star who serves as the team’s executive vice president.The squad, playing in the United States Soccer Federation (USSF)-sanctioned Division II, first had to deal with the repercussions of a global pandemic, postponing their season in March.
