BEIJING, Jan. 8 (Xinhua) -- China canceled over one-third of all official ceremonies, seminars and forums last year in a bid to avoid extravagance or corruption in the use of public resources.Some 2,549 such activities proposed by governments or public institutions, or 37.7 percent of the total applications, which were deemed "ceremonial" and "unnecessary," were cut, saving 1.22 billion yuan (about 193.39 million U.S. dollars), said an official statement released Sunday.The statement was issued by the State Council's Office for Rectifying Malpractices, a ministry-level inter-agency supervisory body dedicated to eliminating administrative irregularities and abuse of power in government agencies, public institutions and major service sectors.Last year's inspections focused on activities co-funded by ministries and local governments, the statement said.The Chinese government agreed with the public that the soaring number of official celebrations, seminars and forums would cost plenty of money and manpower and exacerbate corrupt behaviors.In March, the State Council, or China's Cabinet, ordered 98 ministries and ministry-level government organs to make public their budgets and expenditures on official overseas visits, public vehicles and official receptions -- the "three public consumptions" that had triggered widespread public concern.Premier Wen Jiabao also repeatedly urged the country's government agencies to reduce administrative expenses, including cutting the number of meetings and documents printed.Official figures indicate that the country's crackdown on various forms of extravagant spending by officials saved the country 5.7 billion yuan in 2010.A blue book on China's conferences published in November estimated that the total output of the country's conference industry had reached nearly 1 trillion yuan. Companies made up half of this total, while a considerable portion came from the government and public institutions compared to other social organizations.

WINDHOEK, Nov. 29 (Xinhua) -- An agreement on Economic and Technical Co-operation was signed here on Tuesday between the Chinese and Namibian governments.The agreement was signed after Namibian Cabinet ministers and officials from various ministries held talks with Chinese State Councilor Liu Yandong, who arrived in Namibia on Tuesday for a three-day official visit.Minister of Presidential Affairs Albert Kawana, who is the Acting Director-General (DG) of the National Planning Commission (NPC), and Ambassador of China to Namibia Wei Ruixing signed the agreement.The two also exchanged letters on the provision of office supplies and solar energy equipment to the Namibian government by the Chinese government.During their talks, Liu highly spoke of the steady, healthy development of the relations between the two countries.She said the substantial cooperation have been obtained on agriculture, mining and human resources. BEIJING, Dec. 2 (Xinhua) -- China cannot use its 3.2 trillion U.S. dollars in foreign exchange reserves to rescue other countries, a senior diplomat said on Friday."The argument that China should rescue Europe does not stand, as reserves are not managed that way," Vice Foreign Minister Fu Ying said at the Lanting forum, a gathering of Chinese officials, scholars and social groups held by the Ministry of Foreign Affairs to discuss international issues and foreign policy."China is not absent from international efforts to rescue Europe; it has been a positive and healthy participant," Fu said.Since the outbreak of the European financial crisis, China has dispatched more than 30 procurement delegations to Europe, helping to boost imports from the continent, Fu said.Fu added that there are many misunderstandings about the use of China's foreign reserves. "Foreign reserves are not domestic income or money that can be disposed of by the premier or finance minister," she said."Foreign reserves are akin to savings, and their liquidity should be ensured," Fu said."Foreign reserves are not revenue and cannot be relocated randomly. Under this circumstance, China should take the prospect of yields into consideration if it invests its foreign reserves," said Tian Dewen, an analyst at the Institute of European Studies at the Chinese Academy of Social Sciences.However, the outlook for the economic situation in the eurozone is currently uncertain, Tian said.Fu said China learned a lesson about the importance of foreign reserves during the Asian financial crisis of the late 1990s. WASHINGTON, Nov. 9 (Xinhua) -- An international team of researchers funded by NASA and the National Science Foundation (NSF) will travel next month to one of Antarctica's most active, remote and harsh spots to determine how changes in the waters circulating under an active ice sheet are causing a glacier to accelerate and drain into the sea, the U.S. space agency announced Wednesday.The science expedition will be the most extensive ever deployed to Pine Island Glacier. It is the area of the ice-covered continent that concerns scientists most because of its potential to cause a rapid rise in sea level. Satellite measurements have shown this area is losing ice and surrounding glaciers are thinning, raising the possibility the ice could flow rapidly out to sea.The multidisciplinary group of 13 scientists, led by Robert Bindschadler, emeritus glaciologist of NASA's Goddard Space Flight Center, will depart from the McMurdo Station in Antarctica in mid- December and spend six weeks on the ice shelf. During their stay, they will use a combination of traditional tools and sophisticated new oceanographic instruments to measure the shape of the cavity underneath the ice shelf and determine how streams of warm ocean water enter it, move toward the very bottom of the glacier and melt its underbelly."The project aims to determine the underlying causes behind why Pine Island Glacier has begun to flow more rapidly and discharge more ice into the ocean," said Scott Borg, director of NSF's Division of Antarctic Sciences, the group that coordinates all U.S. research in Antarctica. "This could have a significant impact on global sea-level rise over the coming century."

BEIJING, Dec. 4 (Xinhua) - Orthopaedic experts have warned that China should improve its prevention of orthopaedic illnesses as its population ages.Osteoporosis, bone fractures and joint diseases, to which elderly people are particularly susceptible, have surged as serious health concerns, said Feng Huicheng, surgeon-in-chief of a leading Chinese orthopaedics hospital, at the Sixth International Congress of the Chinese Orthopaedic Association (COA) Sunday in Beijing.According to China's latest census in 2010, the number of people aged 60 and over stood at 177.65 million and accounted for more than 13 percent of the country's total 1.3 billion population."Orthopaedic diseases pose a great threat to the elderly, and they'll only grow more serious as we have a large population that is aging," said Dr. Feng from the No. 309 Hospital of the People's Liberation Army."The younger generation should start to be concerned with their health now, particularly calcium loss, to prevent osteoporosis when getting old.".A report issued by the International Osteoporosis Foundation this year shows that about 70 million people in China now suffer from the condition and that number may leap to 286 million by 2020.H.K.T.Raza, president of the Asia Pacific Orthopaedic Association, said at the conference that the prevention of osteoporosis should begin when people are still young."Osteoporosis is best prevented by regular exercises and good dietary controls. All that has to be done early in life, maybe between 20 and 30, to prevent the disease," he said.According to the World Health Organization, osteoporosis remains one of the primary threats to the health of the middle-aged and elderly.Osteoporosis is the thinning of bone tissue and loss of bone density over time. Parts of the bone grow weak and prone to fracture. Women are usually subject to greater risk of osteoporosis than men as they start with lower bone density and lose bone mass faster as they age.
