SAN DIEGO (KGTV) — Cold, windy, and rainy conditions have prompted the San Diego Housing Commission to activate inclement weather shelters this New Year’s Eve. The commission activates the Inclement Weather Shelter Program when temperatures drop below 50 degrees, the chance of rain is higher than 40 percent or in the case of sustained high winds. The program is a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. The commission also funds the program. Father Joe’s Villages tells 10News they can take in an additional 170 people this New Year's Eve, including children.They will convert two dining halls into temporary shelters, filling them with cots. “When you’re out there in the rain and you get wet and then this cold air, you feel a chill in your bones, that’s what those on the streets experience,” said Deacon Jim Vargas, President and CEO of Father Joe’s Villages. Homeless individuals will be given meals as well as dry clothes when they leave. SAN DIEGO (AP) — A federal judge has knocked down a cornerstone border policy of the Trump administration that denies asylum to people who travel through another country to reach the Mexican border without first seeking protection in that country. Judge Timothy Kelly says authorities violated federal rule-making procedures by not seeking public feedback before putting the policy into effect in July 2019. A week ago, the Supreme Court ruled that the government can deport some people seeking asylum without allowing them to make their case to a federal judge. The decision applied to people who fail their initial asylum screenings, making them eligible for quick deportation, or expedited removal.The immediate impact of the judge's ruling on Tuesday is diminished by a coronavirus pandemic-related measure to quickly expel people who cross the border illegally and block asylum-seekers at official crossings. 921

SAN DIEGO — SAN DIEGO (KGTV) -- A life science development firm has unveiled plans to transform eight acres along San Diego's waterfront into a mixed-use hub that could attract numerous leading edge companies to the city.Development firm IQHQ announced Monday that it closed on the site along Harbor Drive and will break ground on the project's first phase this week. The firm says it has entitlements and key permits for new office, lab and support retail space for the complex, called the San Diego Research and Development District, or RaDD. In a news release, the firm said this would be the largest urban commercial waterfront site along the Pacific Coast. The development is sure to bolster an already vibrant life sciences industry in San Diego, with biotechs clustered mostly in the Torrey Pines area. This could attract more to relocate downtown. The project would be the third major commercial development in downtown, along with the Padres plan to build office space at Tailgate Park, and the redevelopment of Horton Plaza into a tech hub."This is probably, in terms of the commercial sector, the most important pivotal moment in San Diego's modern redevelopment history," said Gary London, of commercial real estate consulting firm London Moeder Advisors.IQHQ chief executive Stephen Rosetta told ABC-10News this was the premier site to build on the west coast, if not the entire USA. "This project is really special to us because we're headquartered here in San Diego, and the partners live locally and have for most of our lives," he siad. IQHQ bought the property from Manchester Financial Group for undisclosed terms. Manchester Financial recently completed the new U.S. Navy Headquarters, on the north end of the site, with move-ins scheduled for October. SALT LAKE CITY — A football game scheduled for next weekend between Brigham Young University and the Army has been postponed due to a COVID-19 outbreak.The matchup was scheduled for Sept. 19 in West Point.BYU announced Saturday that a "mutual decision" was made to cancel the game after "a small number of positive COVID-19 test results and the resulting tracing exposures within the BYU football program."The conclusion was made after consulting with health officials and medical advisors."While we share the disappointment of everyone involved in the game between BYU and Army, safety as well as the physical and mental well-being of our student-athletes, coaches, staff and the opposing team is our top priority," BYU Athletic Director Tom Holmoe said.The teams are working to reschedule the game.BYU is the only Utah college that has not postponed its football season this year.The Cougars beat the Navy Midshipmen 55-3 in their opening game Monday and will face the Troy Trojans on Sept. 26 at LaVell Edwards Stadium in Provo.Army defeated Louisiana-Mornore 37-7 on Saturday to improve to 2-0.This story was originally published by Spencer Burt on KSTU in Salt Lake City. 1184

(KGTV) -- The California Assembly has voted to ban the manufacture and sale of new fur products.Animal welfare groups have rallied around the bill, arguing the fur industry is inhumane and pointing to alternatives like faux fur.But opponents of the bill have countered that the proposed law would devastate fur retailers and manufacturers.Some California cities, including Los Angeles, San Francisco and Berkeley, have already passed ordinances banning the sale of fur.The New York City council has also considered banning fur sales in America's biggest city.The bill would not include used fur products or furs used for traditional purposes. Leather, cowhide and shearling would be exempt, too.The measure, Assembly Bill 44, now goes to the state Senate. 782
