ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. (KGTV) - Construction is underway on bike and pedestrian improvement projects in North San Diego County.Paths will be built beneath the Interstate 5 overpasses at Santa Fe Drive and Encinitas Blvd.The work, which will cost .5 million, should be finished in late summer 2019.During construction, drivers can expect traffic delays. There will also be periodic noise and lights.“Construction activities have been designed to reduce impacts to anyone using these intersections,” said Caltrans Project Manager Arturo Jacobo. “While there will be narrowed lanes, we do not anticipate any lane closures during construction. Additionally, we are installing a temporary protected path for pedestrians and people on bikes, which now only exists along westbound Santa Fe Drive.”The projects are part of the North Coast Corridor Program, which will eventually add carpool lanes to I-5, double track the coastal rail corridor, provide walking and biking trails, and complete environmental restoration. 1017

ESCONDIDO, Calif. (KGTV) -- Police are investigating an officer-involved shooting that occurred during a traffic stop in Escondido early Friday morning.The incident happened at around 3:45 a.m. on Broadway, near Washington Avenue, according to Escondido police.Police said officers were initially called to a home in the 300 block of Park Avenue due to a reported restraining order violation. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada was at her home and she identified his vehicle.On Broadway, an officer spotted a white car being driven by Quezada and pulled him over.According to police, Quezada "exited his vehicle holding a 3-foot long crow bar and ran toward the officer."Police confirmed the situation prompted the officer to fire multiple shots. Quezada was struck in the abdomen, and he was transported to Palomar Hospital for treatment of his injuries.Police said the officer, who was not injured in the incident, is a 4-year veteran of the department. A lieutenant at the scene told 10News he believes this was the first time the officer was involved in a shooting. The officer was placed on administrative leave pending the investigation.According to police, the officer’s body camera was active during the incident.A stretch of Broadway at Washington Ave. was closed for several hours due to the probe. 1364

FALLBROOK, Calif. (CNS) - A fire that broke out at a Fallbrook home Friday morning spread to surrounding vegetation, but firefighters halted the blaze at a quarter-acre.The blaze was reported just before 4:45 a.m. at an estimated 3,000-square-foot house in the 40300 block of Sandia Creek Drive, San Diego County Sheriff's Lt. Pat McEvoy said.North County Fire Protection District crews responded and found the structure fully engulfed, Cal Fire Capt. Thomas Shoots said. Cal Fire crews were called in once the flames spread to the vegetation surrounding the home.By 5:40 a.m., firefighters had halted the spread of the fire at a quarter-acre, Shoots said. Crews were expected to remain on scene for at least two hours to mop up any hot spots.Deputies and neighbors helped evacuate about 50 horses from the property, McEvoy said.
