BEIJING, March 26 (Xinhua) -- Chinese Premier Wen Jiabao met with Malawian President Bingu wa Mutharika here on Wednesday, and called for setting up formal mechanism to guide and coordinate bilateral trade cooperation.     Wen told Mutharika that to enhance China-Malawi friendly cooperative ties was in the fundamental interests of both sides, adding China was ready to expand substantial cooperation with Malawi.     The premier called on both countries to confer on setting up a guidance and coordination mechanism for trade cooperation. China would encourage its enterprises to increase imports from Malawi in a bid to stimulate bilateral trade and promote its balanced development. Mutharika started a weeklong state visit to China on March 24    Mutharika said the establishment of diplomatic ties had unveiled a new chapter for bilateral relations. [Reuters]Stronger-than-expected economic figures have prompted a number of international economic research institutions to revise upwards their forecasts for China's gross domestic product (GDP) growth. Almost all the major economic indexes in the first two months of this year have exceeded those for the same period last year. "The country's GDP growth in the first quarter will be faster than in the equivalent period last year and also that of the previous quarter," Chen Dongqi, deputy director of the Institute of Economic Research of the National Development and Reform Commission, said. The State Information Center has adjusted its GDP growth forecast for the first quarter from 10.2 percent to about 11 percent. Despite the government last year adopting a number of tightening measures, economic growth has shown clear signs of rebounding in the past quarter. Statistics show that urban fixed-asset investment picked up moderately to 23.4 percent year-on-year in January-February, and from about 20 percent in the fourth quarter of last year, reversing the trend of a gradual slowdown since last July. Meanwhile, the trade surplus registered a massive leap of 230 percent, and retail sales were up 14.7 percent on the first two months of last year. "Industrial growth is a key driving force behind overall economic growth, and power generation is also a useful indicator," Chen said. According to the National Bureau of Statistics, China's industrial output rose 18.5 percent year-on-year while industrial profits soared 43.8 percent in the first two months. Growth in power generation also accelerated to 16.6 percent year-on-year from less than 14 percent in the same period last year. Despite expectations the government will introduce another round of tightening measures soon, global investment bank, Lehman Brothers, still revised up its forecast for the Chinese economy. According to a recent report by the firm, the first quarter growth forecast has been raised from 9.8 percent to 10.1 percent, and the annual growth rate from 9.6 percent to 9.8 percent. "In the light of the stronger-than-expected figures in the first two months of this year and the likely policy responses, we have lifted our full-year growth projections for this year to 10 percent from 9.1 percent, based mainly on stronger growth in credit, investment and exports," Qu Hongbin, the chief China economist with HSBC, said. Domestic banks extended new loans of 982 billion yuan (7 billion) in the first two months of this year compared with 716 billion yuan ( billion) in the same period of 2006. The government forecast early last month that the country's GDP is to grow by about 8 percent this year. The country has just witnessed four consecutive years of double-digit growth, including 10.7 percent GDP growth last year, the fastest in a decade. The latest official forecast reflects the authorities' determination to shift the focus of economic growth from quantity to quality.

China's press and publication watchdog yesterday announced a campaign to shut down pornography websites nationwide.As of last week, about 348 domestic websites were found to be posting and distributing porn novels and pictures Song Jianxin, director of the Internet supervision sector under the National Office of Anti-porn and Illegal Publications, said.Eight websites including 517z.com, xs4.xggirl.com and book.maobob.com were ordered to permanently shut down for the "extremely negative impact" they caused by posting 40 online porn novels."The contents were full of exaggerated and explicit description of sex. It harms and misleads the young who are still growing and lack reasonable judgment," Song said.Li Baozhong, director of the market supervision department of the national press watchdog said distributing porn novels violated laws, publication regulations and Internet information service regulations.All blacklisted websites are being put under close watch by press regulators and public security authorities at all levels."The violators will be heavily fined and punished," Li said.The watchdog also revealed a recent crackdown on pirated publications.The market enforcement team in Central China's Hunan province smashed a gang producing pirated books.About 627,000 pirated books worth of 20.3 million yuan (.67 millon) were seized.It included teaching materials of New Concept English and reference books for student tests, whose copyrights belong to about 21 domestic publishing houses.Four were arrested and one official from the Hunan press watchdog, accused of taking bribes and helping to facilitate the illegal practice, was removed from his post."We're facing unprecedented complexity in fighting for intellectual property rights protection," Li said."IPR infringement is becoming more complex as violators turn to more sophisticated ways to carry out their trade."

GENEVA -- China on Tuesday got its first judge on the  World Trade Organization (WTO)'s highest court, six years after the country joined the Geneva-based body.Zhang YuejiaoChinese lawyer Zhang Yuejiao was formally appointed by the WTO Dispute Settlement Body (DSB) as a member of the seven-person Appellate Body, which issues final rulings in trade disputes, WTO sources said.Jennifer Hillman of the United States, Lilia Bautista of the Philippines and Shotaro Oshima of Japan were also appointed as new members of the top court at a DSB meeting on Tuesday.The appointments were made according to the Dispute Settlement Understanding which stipulates that the Appellate Body shall " comprise persons of recognized authority, with demonstrated expertise in law, international trade and the subject matter of the WTO agreements generally," a WTO statement said.The WTO said Hillman and Bautista would formally join the top court next month, while Zhang and Oshima would join in June. They can serve up to two four-year terms.Zhang, 63, is professor of law at Shantou University in China. She is also an arbitrator on China's International Trade and Economic Arbitration Commission and practises law as a private attorney.Zhang once held positions at the Chinese Ministry of Commerce as well as at the Asian Development Bank.

"As the weather deteriorated again, the regional power grid, in particular the southern grid in the province, is facing acute challenges."A new round of snow started to hit central, south and east China regions on Friday, adding to the woes caused by previous snowfalls.Hunan is one of the hardest-hit areas for the past three weeks. Power supply in Chenzhou City has been cut off during the past eight days, leaving thousands of households in dark and coldness. Hengyang and Yongzhou cities also experienced blackouts in some areas.To address the situation, Yin said the National Grid is working all out to ensure security of the main power network in southern Hunan, especially in Chenzhou."We will strive to partially restore electricity supply in Chenzhou on Saturday," Yin said.
