TIANJIN, April 16 (Xinhua) -- As China tries to establish a universal medicare umbrella, its first move to offer treatment to all the hemophilia patients in the country is to know their population and where they are.China's national hemophilia information management center registered 7,980 cases nationwide since its establishment last year in a bid to provide reference for making national treatment policies and medicine production quota, said the center officials Saturday.Yang Renchi with the center and the Chinese Academy of Medical Sciences, said that the patient information database will help the government make hemophilia-related medical and social welfare policies, optimize resources and guide the manufacturing of drugs such as coagulation factor VIII.The information center, created by the Ministry of Health, is located in the Blood Diseases Hospital of the Chinese Academy of Medical Sciences in the port city Tianjin in north China.Hemophilia is a rare genetic bleeding disorder that prevents the blood from clotting properly, resulting in easy bruising and prolonged bleeding from trauma. Lack of treatment can lead to permanent disabilities or even death.China is estimated to have roughly 100,000 hemophilia patients."Be inspired; get involved in Treatment for All" is the theme for the 22nd World Hemophilia Day, which falls on Sunday, April 17."A necessary precondition for 'Treatment for All' is to know the clinical information and location of each case," said Yang, "and this is exactly what the information system does."In addition, China plans to establish hospital-based provincial hemophilia management centers within five years across the country to register and monitor patients and standardize disease diagnosis and treatment under the information system.SHORTAGE OF DRUGSBlood-derived coagulation factor VIII and recombinant coagulation factor VIII are two effective drugs which are vital for hemophiliacs. However, the drugs are expensive and produced in limited quantities, a difficulty which hundreds of thousands of hemophiliacs in China have to confront.According to Yang, the minimum dose of coagulation factor VIII for prevention of bleeding episodes is two international units (IU) per kg of weight a day. A 50-kg hemophilia patient needs at least 36,500 IU of factor VIII every year to prevent bleeding."Each IU of blood-derived coagulation factor VIII costs about 3 yuan(0.46 U.S. dollars) and the annual cost is almost 120,000 yuan. The recombinant one is almost twice the price," said Yang.Only four drug firms are qualified to manufacture blood-derived coagulation factor VIII in China. The national output in 2010 was 400,000 vials (200 IU per vial) which means 80 million IU for the entire country.Wu Runhui, a hematology specialist with the Beijing Children's Hospital, said that the minimum dose is only for the prevention of bleeding episodes which are required to keep the patient alive. For the hemophiliac to live a regular lifestyle, 3,000 IU per kilo a year is needed, which would cost half a million yuan a year."Even in the most developed countries, a hemophiliac cannot survive without supportive medical policies and social welfare system," said Wu.

BEIJING, Feb. 12 (Xinhua) -- China's recent revocation of a national scientific award due to academic fraud has been welcomed by the public, but experts warn the country still has a long way to go to bring an end to such dubious academic practices.On Feb. 1, China's Ministry of Science and Technology, revoked the State Scientific and Technological Progress Award (SSTPA) given to Li Liansheng, former professor of Xi'an Jiaotong University in 2005.An investigation found Li had plagiarized others' works and fabricated data in his winning project, a research on key technologies for designing and manufacturing scroll compressors. Li was investigated after the science ministry received tip-offs from six professors (including four retired) in his university.The ministry subsequently canceled his prize and retrieved the money awarded.Zhao Baojing, a senior official with the National Office for S&T Award, told Xinhua it was the first time China had withdrawn a national scientific honor.The revocation soon sparked pubic discussion over academic integrity. Tan Gang, a citizen in Shenzhen, wrote on his microblog, "Though the revocation came a bit late, it is progress. It's a warning against academic misconduct."Shi Ying, vice director of Shanxi Academy of Social Sciences, said, the move demonstrated China's "zero-tolerance" for academic fraud, and would help clean up the academic field."However, academic fraud is still rampant, which not only damages academic integrity, but also harms the innovative capacity of China in a broader sense," said Shi.Anti-fraud activist Fang Zhouzi, who runs a website on anti-academic fraud from his Beijing home, said "This is by far the harshest stance China has ever taken against academic fraud, which should be viewed as progress." He so noted China still has a long way to go in the fight against academic fraud.Fang said, the science ministry's move does not mean China is really cracking down on academic fraud. The plagiarist might have not been found out if it were not for years of unyielding efforts made by the six professors.The scandal again highlights that academic fraud is alive and well in China. A survey conducted among 30,078 respondents in 2009 by the China Association for Science and Technology (CAST) showed that nearly half of the science-related workers in China's research institutes, universities, medical institutes and hospitals think academic cheating is "common."Fang attributed the prevalence of academic fraud in China to lax punishments and loopholes in the academic evaluation system.Zero tolerance of academic fraudChina's science minister, Wan Gang, said on several occasions "We hold zero tolerance for academic fraud."However, Fang said "zero tolerance" was a slogan rather than the actual case. Many cases of academic fraud, even publicly exposed, were "tolerated" eventually. "Lax punishment makes academic fraud less costly."

NEW YORK, April 13 (Xinhua) -- New York City Mayor Michael Bloomberg and former U.S. President Bill Clinton announced on Wednesday the merger of their environmental groups, hoping to make it the most prominent climate policy organization in the world.The new organization would combine C40, a coalition of international cities run by Bloomberg, and the Clinton Climate Initiative, a project of Clinton' s philanthropic foundation, into a single organization, which will focus on population-rich cities to address global warming."I am elated by this. I think we really have a chance to make a difference," said Bill Clinton during a press conference at Gracie Mansion, adding that "together we are proving it is possible to create jobs and grow economies through reduced emissions."C40 and the Clinton Climate Initiative both seek to cut carbon emissions through programs that reduce energy use in buildings, promote mass transit and reuse greenhouse gases emitted by landfills.The newly combined organization is said to have a budget of about 15 million U.S. dollars. The group will have main offices in New York, Los Angeles and London.

  

LOS ANGELES, April 3 (Xinhua) -- People with lower levels of vitamin D are more likely to have stiffer arteries and an inability of blood vessels to relax, U.S. researchers have found.This finding also applies to people who are in general good health, according to researchers from the Emory University School of Medicine.The researchers presented their findings on Sunday at the annual American College of Cardiology meeting in New Orleans.Impaired vascular health in correlation with lower vitamin D levels contributes to high blood pressure and the risk of cardiovascular disease, the researchers say.The study involved 554 participants, with the average age of 47 and generally healthy.The average level of 25-hydroxyvitamin D (a stable form of the vitamin reflecting diet as well as production in the skin) in participants' blood was 31.8 nanograms per milliliter. In this group, 14 percent had 25-hydroxyvitamin D levels considered deficient, or less than 20 nanograms per milliliter, and 33 percent had levels considered insufficient, less than 30 nanograms per milliliter.The researchers monitored the ability of participants' blood vessels to relax by inflating and then removing a blood pressure cuff on their arms. To allow blood to flow back into the arm, blood vessels must relax and enlarge -- a change that can be measured by ultrasound. The researchers also made other measurements of smaller blood vessels and examined the resistance to blood flow imposed by the arteries.

  

BEIJING, May 4 (Xinhuanet) -- No formalin has been found in the milk powder imported from S. Korea into China due to different milk sources, the general agency of South Korea's Maeil Dairies said Tuesday.The declaration came after Maeil Dairies, South Korea's third-largest dairy company, was found to have produced milk from cows given feed tainted with formalin.The agency said that the milk used in the dairy products exported to China comes from New Zealand, Europe and other places outside South Korea, so Chinese consumers should have nothing to worry about.Formalin, a liquid form of formaldehyde gas, was largely used in the past as a disinfectant, pesticide and bactericide for preservation of biological specimens.Its use has dwindled over the years due to health concerns.After the incident, South Korea has decided to conduct emergency inspections on milk sold in the market by four major dairy companies, to check the presence of formalin.
