BEIJING, April 17 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Saturday called for more concrete measures in quake relief efforts in response to the instructions of China's top leadership.Hui, also the head of the State Council's quake-relief headquarters, made the remarks at the sixth plenary meeting of the headquarters.China's top leadership on earlier Saturday has urged all-out efforts to rescue trapped people in the quake zone in northwestern Qinghai Province at a meeting chaired by Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, and attended by other members of the Standing Committee of the Political Bureau of the CPC Central Committee.Hui stressed a put-people-first principle in the relief work. Efforts to search for and rescue the buried survivors as well as offering medical treatment to the injured people are still the top priorities, Hui said.The relief work should be carried out in a scientific, orderly, effective and well-organized way, Hui said. There should be no "blind spot" in the rescue work and epidemic prevention, he said.Military forces, local authorities and the local people should keep in close cooperation in the relief work, he said.

We must oppose protectionism of any form to safeguard and consolidate the system," said the document.On cooperation in environmental protection, the leaders said the three countries should jointly push for achievements at the climate change summit to be held in Mexico this year, including an effective international cooperation framework in this regard after 2012, under the principles of the United Nations Framework Convention on Climate Change, especially the principle of common but differentiated responsibilities.On regional peace and stability, the three leaders said the denuclearization on the Korean Peninsula is very much conducive to lasting peace, security and economic prosperity in Northeast Asia."Therefore, we will make efforts to achieve the goals set in the Sept. 19 joint statement in 2005 through the Six-Party talks," the document said.The three leaders also pledged to exchange information on food safety standard, to report detected problems in a timely manner and take preventive measures, and to improve food security. The number of species in China ranks the first among countries of the Northern Hemisphere, statistics show.Li said biodiversity is very important for improving farming, technological innovation, and promoting development.Li said the system of ecological protection and the management of natural reserves should be improved so the country's unique and endangered species are better protected."Efforts should be made to prevent blind- and over- exploitation, and the impact of exploitation on biodiversity should be reduced to a minimum," Li said.He said most Chinese regions rich in biodiversity are located in the west and are underdeveloped. Li called for both ecological protection and improvement in livelihoods in these regions."The protection of biodiversity is a common environmental problem faced by the international community and a development issue concerning human progress," Li said.Biological-technology research and development should be strengthened and international cooperation should be deepened, Li added.Tuesday's meeting also deliberated documents concerning China's protection of biodiversity.
