SAN DIEGO (KGTV) -- A 68-year-old woman has filed a lawsuit claiming she was sexually abused decades ago by a priest in Rialto, the latest in a wave of litigation targeting the Diocese of San Diego.The woman, identified only as Jane Doe, claims she was abused by Father Efren Neri while he served at Christ the King, a San Bernardino County parish that was then part of the Diocese of San Diego. “For many years, I just lived with it,” the woman said in an interview. “A lot of shame, anxiety all my life.”Father Neri died in 1982, according to the Diocese. In a statement, the Diocese said there are no reports Neri was ever accused of sexual misconduct with a minor. “None in San Diego, none in San Bernardino and none in Fresno,” the statement said. Last week, 20 people sued the Diocese of San Diego, alleging abuses by six other priests. Attorneys say scores of additional lawsuits against the church are coming after a new law took effect temporarily lifting the statute of limitations for accusers to file claims.Statement from the Diocese of San Diego: 1068
SAN DIEGO (KGTV) — A grant from the Central San Diego Black Chamber of Commerce is easing the pain of the pandemic and keeping businesses afloat.Captain Bill Wilkerson, the owner of Malihini Sportfishing, has fished since he was old enough to cast.Wilkerson said at the age of seven, he and his grandmother would walk to the bus stop and ride two hours to get to Venice Beach."We used to fish on Venice Pier sun up to sun down," he said smiling.He said his grandmother was trying to protect him, by taking him out of the L.A. neighborhood where they lived.Wilkerson said he had friends in elementary and middle school she knew were getting into trouble, "I went back 10, 15 years ago to see if I could locate some of those friends, and most of them were gone due to gangs and drugs and things like that."He said he would never forget the time she took him to Santa Monica to go fishing. It was an extra 45 minutes on the bus, but it was worth it, he said. While under the pier, he said he saw a boat pull up, let people off, take others on, and leave.He asked his grandmother what they were doing. She said, "do you want to go fishing on a boat?"She knew the captain and the next weekend he hosted Wilkerson. There was no going back to fishing on the pier after that trip.Wilkerson named the captains he worked for over the years and said he was thankful most for Raymond Sobeick, who he said taught him how to fish and opened him up to the opportunity to be a business owner. "My dad growing up told me that I would have to work 10 times harder than anybody else, just because of the color of my skin," he said pausing. "It's true."He said it was only true at the beginning of launching his business.After Wilkerson worked hard, bought the Malihini in 2006, and launched his business, he says from there it wasn't smooth sailing."In 2011, I was diagnosed with cancer, a brain tumor... In 2017, the boat struck a whale."The accident creating a mountain of debt."We started 2020 strong and then COVID-19 happened," he said.Wilkerson said they applied for every grant and loan available and didn't get anything. Then, he heard about the Black Business Relief Grant Fund through ABC 10News. He was awarded a ,000 grant and supported with tools and mentors who guided him on pivoting his business plan."They really want to see Black and minority and Asian businesses succeed ... To me, it's been invaluable. I mean, to see that there are doors that can be opened for a guy who owns a fishing boat who can't get financing because of whatever," he chuckled.Wilkerson said the grant paid for fuel and parts. He said they're hoping to get a loan to carry them through the next few months. He added that his faith has gotten him through many challenges."He's never let us starve, he's always made sure we have food, we had water. Our bills, for the most part, were paid," he said choked up. SAN DIEGO (KGTV) - A billion trolley extension in San Diego just hit a roadblock that could delay the project and drive the price tag even higher.Team 10 discovered the building permit for the Nobel Drive – La Jolla Village Square parking structure was not approved. The project development is being led by the San Diego Association of Governments (SANDAG).According to a letter sent from the City of San Diego to SANDAG, "The City determined in October 2019 that a building permit cannot be issued because the plans do not comply with the California Building and Mechanical Codes."The letter stated that the design of the parking structure includes a natural ventilation system, and the Building and Mechanical Codes require a distance separation of 10 feet where no other structures can be built that would block that ventilation. It goes on to state that the Building Code requires a minimum fire separation distance to an assumed property line between buildings or a property line.According to the letter, "The City understands it is SANDAG's position that the language in the easement being acquired for the parking structure prohibiting the property owner from causing a hazardous condition to the structure or the easement is sufficient to provide the necessary fire separation. However, the City disagrees that this language expressly prohibits the property owner from building on its property within the ten-foot separation required for the parking structure to comply with the Building Code. The parking structure easement only covers the footprint of the structure, and no other building restricted easement was obtained over the ten-foot separation area. The easement language specifically states that SANDAG has the responsibility for ensuring that the structure meets applicable building codes and safety standards."In a statement to 10News, the City of San Diego Chief Building Official wrote, "The City of San Diego has continuously worked with SANDAG and provided it with several options to incorporate the required fire-separation distance into its proposed Nobel Drive Parking Garage project and achieve compliance with the Building Code. Once the project design meets the building code requirements, a building permit will be issued."On Wednesday, SANDAG's Chief of Capital Programs Jim Linthicum told 10News the disagreement has nothing to do with the ultimate engineering of the project."It has nothing to do with any of the technical, the engineering, the mechanical work inside this parking structure they've all approved that," Linthicum said. "It has to do with a long issue of a setback, and so what we've requested is let us keep on talking and figure this out, but concurrently, let's keep the construction going so that Mid-Coast [Trolley] stays on schedule and on budget."Linthicum said the City requested a setback from the parking structure. He said the two agencies disagree on what exactly the code says."While we're working through this disagreement, we've asked for kind of a conditional or temporary permit to let work continue."Here's why the parking structure is so important. Beyond the parking spots, it will house some of the signaling and communication hardware that's needed to operate the trolley.Team 10 investigator Adam Racusin asked Linthicum if this could de-rail the project."Absolutely not," Linthicum said. "What this could do is this could delay the opening, and whenever you delay the opening, whenever you delay any mega project like this, it increases cost, and I think most people would understand that. We don't want to delay the opening, and we don't want to have increased cost. We have been working great with all the partners on this project. You know, with the City of San Diego, UCSD, and Caltrans, we've been working great. This, in my view, is just a small hiccup where they don't feel comfortable issuing a temporary or conditional permit."Linthicum said while they continue talking to the City of San Diego, they want the work to keep progressing."SANDAG has the authority under our MOU, our memorandum of understand with the city, to take this on ourselves," Linthicum said. "So we're going to be going to our board of directors later this month asking for that permission to do so."Linthicum said he's confident the parking structure will be open on time in October, keeping the project on budget and on track.A spokesperson for SANDAG also sent 10News a statement that says in part, "Throughout the Mid-Coast Trolley project, SANDAG has worked diligently to ensure that all design and construction work complies with California Building Codes and other applicable regulations. SANDAG continues to work through the technical issues raised by City of San Diego with regard to the Nobel Drive Trolley Station parking structure and is optimistic that the requisite building permit will be issued to allow the timely completion of the structure. The Mid-Coast Trolley project will add 11 miles to the UC San Diego Blue Line Trolley, extending service from the Santa Fe Depot in Downtown San Diego north along the I-5 corridor to the University community. The project is over seventy percent complete and remains on schedule." 5204
SAN DIEGO (CNS) - UC San Diego Health and UCSD School of Medicine Friday announced that the university's Center for Advanced Laboratory Medicine is significantly ramping up testing for COVID-19, projecting a capacity to complete 1,000 to 1,500 tests per day within two to three weeks.The interdisciplinary team of scientists and physicians from the school and hospital partnered with five in vitro diagnostics manufacturers in the effort -- Thermo Fisher Scientific, Roche Diagnostics, GenMark Diagnostics, Luminex Corporation and Abbott Diagnostics."UC San Diego has always been a recognized national leader in developing industry partnerships for the greater good," UCSD Chancellor Pradeep Khosla said. SAN DIEGO (KGTV) — A driver and motorcyclist collided in the Marina District Saturday, before the driver took off.A 44-year-old motorcycle rider was traveling westbound on Market St., approaching 1st Ave., just before 2:20 a.m. Saturday, San Diego Police says. At that time, a black sedan heading eastbound Market St. made a left turn in front of the motorcycle, causing the bike to collide with the car.The motorcyclist suffered a fractured wrist, police said.
