YEKATERINBURG, Russia, June 16 (Xinhua) -- Chinese President Hu Jintao Tuesday presented a four-point proposal for dealing with the ongoing global financial crisis at the first summit meeting of BRIC countries which groups Brazil, Russia, India and China.     First, BRIC countries should commit themselves to bringing about an early recovery of the world economy, Hu said. "We should work hard to overcome the difficulties and try to take the lead in recovering from the global financial crisis," he said, adding "This is not only for our own need, but also contributes to world economic recovery." The first summit meeting of BRIC (Brazil, Russia, India and China) leaders is held in Yekaterinburg, Russia, on June 16, 2009.Second, BRIC countries should commit themselves to pushing forward the reform of international financial system, Hu said.     To establish a new international financial order that is fair, equitable, inclusive and well-managed, and provide guarantee for the sustainable development of the global economy in terms of system and mechanism conforms with the trend of the historical development and is in the fundamental interest of all parties, he said.     BRIC countries should improve the international financial supervision mechanism and ensure the effective participation of the developing countries in world financial supervision organizations such as the Financial Stability Board, Hu said.     Third, BRIC countries should commit themselves to implementing the UN Millennium Development Goals (MDGs), the president said.     The international community should not overlook development issues and cut the input for development while dealing with global financial crisis, he said.     Instead, it should pay close attention to the impact that the crisis has left on developing countries, especially the least developed ones, he added. A long-term approach and overall plan should be adopted to take all factors into consideration as these issues bear on the wellbeing of all peoples in the world and their overall interests, he added.     He also urged BRIC countries to increase investment in agriculture, develop advanced agricultural technique and curb market speculation. He also called for greater food assistance and closer agricultural and food cooperation.     "We should also accelerate our efforts in developing clean and renewable energy, and establish advanced research and promotion systems in a bid to diversity our energy supply," Hu said.     He urged the four countries to strengthen information exchanges and communication, share the experience on epidemics preventions and control, and work together to develop and share vaccines, and cooperate in pandemic control and prevention.

UNITED NATIONS, July 13 (Xinhua) -- The international community should give a more balanced assessment of the political progress Myanmar has made and treat it with less arrogance and prejudice, a senior Chinese diplomat said here Monday.     Liu Zhenmin, China's deputy permanent representative to the UN, told an open meeting of the Security Council that "it has been unfair to turn a blind eye to the progress Myanmar has made, or instead, always be picky at its government."     Liu said the UN Secretary-General Ban Ki-moon has been actively conducted good offices in Myanmar as mandated by the General Assembly in recent years.     "His unremitting efforts and the positive outcome thereby achieved deserve an objective and fair assessment by the international community," he said.     Ban briefed the 15 members of the Security Council at the meeting on his latest visit to the south-eastern Asian country on July 3-4, the second in just over a year. An open Security Council meeting on Myanmar is held at the UN headquarters in New York, the United States, July 13, 2009. China is opposed to putting the Myanmar question on the UN Security Council agenda and is against isolating and sanctioning against the country, China's deputy permanent representative to the UN Liu Zhenmin said here on Monday, stressing the events that happened inside Myanmar were its internal affairsDuring his visit, Ban met with Senior-General Than Shwe, Myanmar's head of state, and people from other political parties including the National League for Democracy (NLD), but was under pressure from some media and certain countries due to his failure to meet with NLD leader Aung San Suu Kyi.     Liu voiced China's support to Ban and highly appreciated his recent visit, calling the visit "positive and full of significance."     "Whether or not he met with Aung San Suu Kyi should not be used as a criterion to measure the success of the visit," he said.     Also on Monday, Myanmar's UN Ambassador U Than Swe told the Security Council that his government regretted its inability to arrange the meeting as the special court has its independent jurisdiction over the matter.     "Aung San Suu Kyi was unfortunately involved in the legal proceed. In order to maintain the justice of judicial process, the Myanmar government did not arrange the bilateral meeting. This is totally understandable. The UN should respect the jurisdiction of its member state," Liu said.     He said China has time and again stressed that the secretary-general's good offices are a process and his visit is a part of the efforts.     Ban had in-depth talks with top leaders of Myanmar, directly conveyed to them the concern of the international community and enhanced mutual trust between Myanmar and the UN, Liu said.     "This will play an important role in encouraging the Myanmar side to maintain the current momentum and promote the democratic process according to the established plans," Liu said.

HELSINKI, June 26 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang on Friday outlined guidelines for boosting Sino-Finnish relations in political, economic and social fields.     Politically, top leaders and senior officials of China and Finland should continue to frequently visit each other to improve the mechanism for bilateral cooperation, said Li while meeting with Finnish President Tarja Halonen. SHENYANG, May 5 (Xinhua) -- A member of the Japanese parliament(Diet) Tuesday handed over an apology letter signed by 24 Japanese MPs to survivors of Pingdingshan Massacre, in which more than 3,000 Chinese civilians were slaughtered by Japanese soldiers in 1932.     Aihara Kumiko, member of the House of Councillors, or the upper house, repeatedly said "sorry" to massacre survivor Wang Zhimei while holding Wang's hands.     "My mother had lived in Jinan (a city in east China) for five years and got help from local people. She often told me that war changes people, war is a sin," Aihara told the 88-year-old Wang.     "We should take history as a mirror and building a friendly relationship between Japan and China," Aihara said.     She came all the way from Tokyo to Fushun, a city in northwest China's Liaoning Province, to present the apology letter signed by10 members of the lower house and 14 of the upper house of the Japanese parliament to the survivors of the tragedy.     Part of the letter reads "As a human being, as a Diet member elected by Japanese citizens, we are sorry from the depth of our hearts."     The Pingdingshan massacre saw more than 3,000 women, children and elderly of Pingdingshan Village near Fushun killed by invading Japanese soldiers on September 16, 1932.     "The Japanese soldiers told us they were going to take our picture and gathered us in a group. But under the black cloth they didn't have cameras, they had machine guns. The soldiers even bayoneted bodies to ensure the villagers were dead," recalled a survivor named Yang Yufen in 2006, after the survivors' 10-year-long lawsuit for an apology and compensation was rejected by the Japanese Supreme Court.     Aihara also visited the memorial of the massacre. Silent tears ran along her cheeks, her hands joined and eyebrows wrinkled during the visit.     Her face was covered by tears when she saw gasoline cans used in burning the corpses after the massacre.     "We will push the Japanese government to offer an apology and compensation for the massacre," she said.     Aihara said some Diet members have collect donations and are going to send some money to foster a patch of woods near the massacre memorial. "We hope the trees witness friendship between the two countries," she said.     Aihara and the Chinese side planted two pines in front of the memorial.     Along with Aihara, four Japanese lawyers who have been trying to help massacre survivors were also present at the hand-over of the apology letter.     Shiroh Kawakami, one of the lawyers, told Xinhua that they would continue to demand the Japanese government building an apology monument and cemetery for victims of the massacre.     "What we do is not only for the history, for also for the future, the future of both countries," Shiroh said.     It's estimated that 20 to 30 villagers survived the massacre, but now only five of them are still alive, all in late 80s. Wang Zhimei came to Fushun from Changchun City in Jilin Province just to meet the Japanese lawmaker and lawyers.     "I want to thank you for what you have done. The days of us survivors are numbered, we are counting on you (on the government apology and compensation)," Wang said.
