(KGTV) - Escondido Police shot and killed a man Saturday night steps away from the entrance to the Valley View Casino in North San Diego County, according to the San Diego Sheriff's Department.The shooting happened about 8 p.m. following a brief pursuit.Lt. Rich Williams with SDSO said Escondido Police had been called to a home in that area around 7:35 p.m. for a "disturbance call."A potential suspect got into a vehicle, leading officers to the casino's valet entrance.Casino visitor Jonathan King-Cretot said he was sitting near the front of the casino when he heard about four gunshots."Everyone screamed 'gun' and ran to the back of the casino," King-Cretot said. 725

Twitter has recommended its more than 336 million users change their passwords.The company announced on Thursday it discovered a bug that saved user passwords on an internal log without proper encryption.Twitter said it has since fixed the issue. Although the company said there is no evidence passwords have been leaked or misused, it is urging its users to update their passwords."As a precaution, consider changing your password on all services where you've used this password," the company tweeted.Twitter did not specify how many passwords were stored in the internal log.The company did not immediately respond to a request for comment. 665

VERO BEACH, Fla. — It was around 9 in the morning, on Aug. 21 that Vero Beach police first became aware of Frank Cook."This guy parked his car in the middle of the road and took off running," one 911 caller said.Five more 911 callers would follow."Says his truck is out of gas, and his wife and kids are in danger at a school around the corner here," another caller said. "He's on something. He looks like he is about to die."Then, Cook ran into a Community Church and pre-school. "Community Pre-School here in Vero Beach. He's in the hallway in our main lobby. He's not well, he's not well," a caller said. "He's barefoot, he's delusional. He said there were people after him this morning. I'm not sure his children were actually here. He keeps grabbing at something in the back of his waist belt," another caller said.His children weren't there. When police caught up with Cook, after he ran a mile or two from the pre-school, Cook told them he had taken cocaine and an unknown substance.He asked them to check on his wife and children, screaming profanities, and telling officers, "If we don't go now, the samurai ninjas are going to kill my family."When told his children were OK, Cook responded, "What about my wife! She's probably been abducted."Incident reports show a witness at the pre-school noticed Frank Cook "was armed when he was inside the building yelling and causing a disturbance inside the hallway of the church building."The witness "stated that he could hear the subject yelling inside the building that "I am not here to shoot anyone" and shouting for his kids.  A receptionist added that Cook "kept trying to get into some of the classrooms," so "she had all the teachers in the nearby classrooms lock-down and asked the rest of the classrooms to do the same."Police did find a loaded gun with "one round in the chamber" in Cook's waistband, although reports say Cook "never displayed a firearm nor made any threats to hurt anyone."Pre-school loophole"You had this gentleman walking in with a gun. It was very unsafe for everyone, and it was legal for him to do that,"  Florida State Sen. Lori Berman said. She's right.Following the incident, Cook was only charged with resisting arrest because had a concealed carry license.The State Attorney's Office says under Florida law they couldn't consider gun charges because Cook can carry his gun into a pre-school.The concealed carry statute prevents a licensed owner from carrying into a secondary or elementary school. Pre-schools do not apply to the law. "Why is there a division between the younger children?" Berman said. "Especially after Parkland, we're all on heightened alert when anytime somebody goes into a school who doesn't belong there." Six years ago, Berman tried to make it illegal to bring a gun into any child care facility. The bill died.Berman says she's going to "look into the possibility of filing legislation to close the loopholes that currently exist."But Eric Friday, the general counsel for the Florida Carry Organization, doesn't think it's that simple. "There's nothing you can write into a new law that would have changed anything here or is going to prevent the next criminal," Friday said.Friday says there should be fewer gun-free zones."There's no reason why a person who is licensed to carry a concealed firearm is safe on the sidewalk outside of a school but suddenly a danger because they cross an imaginary boundary," Friday said.Berman disagrees. "It's something I'm going to continue to advocate for because I think it's crazy we have that distinction right now in our statutes. We don't want to send the message for people, yes it's legal for you to walk into a pre-school with a gun," Berman said.Currently, Frank Cook is legally barred from owning, possessing or purchasing a gun or ammo over the next 18 months. That's because he's on drug probation. Cook was arrested for possession of cocaine in June 2018.Also, while in a hospital emergency room, police said they saw Cook going through "drastic mood swings of anger, to sadness, and then to being calm as if coming down off narcotics."According to police records, Cook told them he "used cocaine every day for the past three years," "believed his house was "wiretapped" and that "helicopters flying to spy on him."Doctors decided to hold him, and police completed a risk protection order because "of multiple firearms at the residence." In early October, an Indian River County judge approved the risk protection order, barring Cook from owning, possessing, or purchasing a gun/ammo for the next 12 months. UPDATE: 9:15 P.M.A man has been taken into custody after an hours-long standoff with officers at a Hillcrest rehabilitation center.SAN DIEGO (KGTV) -- San Diego Police Department officers are surrounding a Hillcrest neighborhood Saturday working to peacefully end a standoff with a person believed to be armed.According to SDPD's official Twitter page, the incident started around 4 p.m. after receiving reports about a man with a gun in the 4000 block of Sixth Avenue, east of Scripps Mercy Hospital San Diego.Police told 10News that around 4 p.m., an employee of the Hillcrest Health and Rehabilitation Center found a homeless man showering in a facility bathroom-laundry room.The man barricaded himself in the bathroom and has refused to speak with police. He has also vandalized the room using a fire extinguisher.The room is isolated away from the rest of the rehabilitation center, so patients there have not been evacuated but are being told to shelter in place.Police have called on the department's Emergency Negotiating Team and a SWAT team to assist with the incident. 1087

VENTURA COUNTY, Calif. – Some public lands are closing again, but not because of the coronavirus, because of litter and huge crowds.Paradise Falls, a hidden waterfall in Ventura County, California, was packed on Memorial Day weekend. Brian Stark, Administrator for the Conejo Open Space Conservation Agency says, "the pool under the falls is only slightly larger than the residential swimming pool, so imagine your swimming pool in your yard with several thousand people coming through it in a day.”He says those thousands of people also brought thousands of pounds of trash to the 40-foot waterfall.“People were trampling the wetland vegetation to get to the other side, we were taking multiple truckloads of garbage out daily and people brought a BBQ there and we have high fire danger areas,” said Stark.When we asked what kind of trash was left behind, Stark said, "people brought picnics and normally a hiker might bring an energy bar, not a box of pizza.”They treated the small waterfall like it was their personal space. And they stayed. So, the Conejo Open Space Conservation Agency, which looks after the falls and the surrounding park, decided to close the falls indefinitely. A fence sits around it now, and rangers routinely check in. Initially, police had to turn people away.‘“We just didn’t have the capacity to manage those crowds while protecting the resource.”Paradise Falls wasn't the only area with problems that weekend. Galveston Island in Texas, posted on Social Media that their team collected 156,000 pounds of trash on its beaches. Helen Lowman, President and CEO of "Keep America Beautiful," says it's a problem that the organization has been managing for 68 years.“Everyone had been inside for so long and it was just a chance to enjoy nature and get out and get sun, be on the beach, take a hike in a park, have a picnic,” she said.What was left was a record amount of trash. Volunteers in Cocoa Beach, Florida, picked up 13,000 pounds in three days.“They said it was more than they’ve ever seen.”And, if you're seeing gloves and personal protective equipment littered everywhere these days, you're not alone."There are ways to dispose of these things that are safe and don’t leave it on the ground for somebody else to pick up.”Lowman reminds us that all that trash eventually ends up in our waterways, which all lead to our oceans.“80% of litter that’s in the ocean started on land, you don’t have to throw something on the beach in order for it to end up in the ocean,” said Lowman.She says there's a good rule of thumb when you're headed out to enjoy public lands. If you pack it in, pack it out. Take home whatever you took with you.“Please take care of our natural spaces, it’s all we’ve got and right now these spaces are more important than they’ve ever been.”As for Paradise Falls, they hope to bring it back someday.“We exist to help people get outside and have the feelings they feel in the outdoors but there’s a time and place for every activity and we’re not set up with facilities to handle large numbers of people for large amounts of time.”It's a reminder to protect our outdoors, so they remain open for us all. 3166
