(CNS) - Southwestern College holds a memorial event at its Higher Education Center in San Ysidro on Thursday to mark the 35th anniversary of the McDonald's shooting that left 21 dead and 19 others injured.The event featured a community resource fair, a memorial ceremony and a student artwork display at the college's Higher Education Center, which is located at the former site of the McDonald's restaurant. The center also has a memorial with 21 hexagonal pillars representing each of the shooting's victims."It opens up the wounds. You never learn to get over it," says Guillermo Flores, who lost his brother in the shooting. His younger brother David was 11 years old at the time. "You just learn how to live with that pain."The shooting is the seventh-deadliest mass shooting in U.S. history and was the deadliest mass shooting ever committed in the U.S. at the time. The gunman, who lived roughly 200 yards from the San Ysidro restaurant, was killed by a sniper with the San Diego Police Department. Saudi Arabia has confirmed the death of missing Saudi journalist and Washington Post columnist Jamal Khashoggi in an announcement on Saudi state TV.The Saudis have set up a commission that will investigate Khashoggi's death and will have one month to release a report, according to state TV. The commission will consist of national security officials, the foreign ministry and the interior ministry.Discussions between Khashoggi and those who met him during arrival at the consulate in Istanbul led to an argument and physical altercation that led to his death, the state TV report said.A total of 18 Saudi nationals have now been detained for investigation, the Saudi Press Agency reported.In the announcement on Saudi State TV, it said a royal order has been issued to release Maj. Gen. Ahmed al-Asiri from his duty as the deputy of the intelligence services.Asiri was believed to be the chief architect of the war with Yemen. He was previously the Saudi-led coalition spokesman in the kingdom's war against Yemen's Houthi rebels.The two-star general's position as spokesman made him a household name and he was soon part of the Crown Prince's inner circle.According to several sources, he chose the team involved in Khashoggi's disappearance.In their announcement the Saudis expressed deep regret over Khashoggi's death and the "painful developments" in the case. They affirmed the "commitment of the authorities in the Kingdom to bring the facts to the attention of the public and to hold accountable all those involved," according to a CNN translation of the announcement.Khashoggi disappeared October 2 after going to the Saudi Arabian consulate in Istanbul to obtain paperwork to marry his Turkish fiancée, Hatice Cengiz.She raised the alarm to police just before 5 p.m. on October 2 -- three and a half hours after the journalist entered the consulate. At that time she was still waiting outside.Turkish officials now say they believe that 15 Saudi men who arrived in Istanbul on October 2 were connected to Khashoggi's death. SANTA ANA (CNS) - With coronavirus cases spiking, Orange County officials Wednesday ordered the closure of all bars effective at midnight and continuing until further notice, while Newport Beach officials voted to close their beaches for the Fourth of July weekend.The county order affects all bars, pubs, breweries, and brew pubs that do not offer dine-in meals. Establishments that do serve dine-in food can only sell alcohol in the same transaction as a meal.The closure order was expected ahead of the holiday weekend, given similar action already taken in surrounding counties of Los Angeles, San Diego and Riverside. Orange County officials expressed concern that if they did not act, the county would become a magnet for holiday revelers from across Southern California."While we would prefer not to close bars at this time, many of our neighboring counties have closed their bars, and it's important to take precautions to ensure the safety of the general public," County Supervisor Michelle Steel said in a statement.In an emergency meeting, Newport Beach City Council members voted 6-1 to close the city's beaches from 10 p.m. Friday through 6 a.m. Sunday. City Councilman Kevin Muldoon was the lone no vote.Mayor Will O'Neill said he agreed with Muldoon that there hasn't been an uptick in transmission of the virus due to beach activities and added, "I don't understand why LA County closed their beaches. Since Sunday, the county has reported 22 fatalities.The number of hospitalized patients in Orange County rose from 510 on Tuesday to 542 Wednesday, with the number of patients in intensive care increasing from 176 to 192.The county has performed 241,027 COVID-19 tests, with 7,642 documented recoveries as of Tuesday.Gov. Gavin Newsom said earlier this week that Orange County, along with Solano, Merced and Glenn counties, had been added to the state Department of Public Health's watch list due to increasing percentages of positive tests.The county's case rate rose from 115.2 per 100,000 residents on Tuesday to 126.4 per 100,000 on Wednesday. The positive test rate increased from 9.9% to 10.4% on Wednesday, according to health officials.The state has set a desired standard average of 25 positive cases per 100,000 over a 14-day period, and a seven-day average positivity rate of 8%.The three-day average increase of hospitalized patients is 9%, creeping up on the state's threshold of 10%. But that is down from 9.7% on Tuesday.Health officials insisted Orange County is in good shape in terms of hospital beds available. The county has 38.2% of its intensive care unit beds available, above the state threshold of 20%, and has 64.6% of its ventilators available, above the state standard of 25%.The city of Laguna Beach, which had already canceled its planned Fourth of July fireworks display, will close its beach on Saturday. The City Council also left open the possibility of extending the closure throughout the weekend if larges crowds begin to gather.County Supervisor Andrew Do urged all residents and business owners "to be extra cautious this holiday weekend."Supervisor Lisa Bartlett warned Tuesday that since the county has been managing cases at congregate living facilities, the current spike in cases is the result of community transmission.The best way to stem the tide of community transmission is to encourage facial coverings and social distancing, she said.Do on Tuesday announced a contract with Latino Health Access for a new program providing more outreach to residents in the county's hot spots of Santa Ana and Anaheim."There is no question in my mind now for the need for social distancing, good sanitation practices and face coverings," Do said."With the Fourth of July weekend coming if we are not careful about protecting each other we may reach a point where we need to shut down parts of the county and economy."The escalating numbers of infections and deaths "should really silence to a large degree any debate over the necessities for these measures I mentioned earlier," Do said. "It's no longer a political question or issue -- it's really a health issue."Eight out of the 10 highest case rates in the county are in Anaheim and Santa Ana, Do said.Do said he expected a rise in cases when the economy was reopened, "But I have to admit... within the last two to four weeks they have been a little bit alarming."Do emphasized that people living in the nation illegally should not fear participating in the new outreach program for local residents."Undocumented immigrants should not be fearful about being tested," Do said. "No immigration status will be asked or shared with anyone... We want to be culturally sensitive and respond effectively in a way that will penetrate these disadvantaged communities."The program will also include a mobile response team to help stem any spread in schools when they reopen, Do said. 6391

SAN YSIDRO, Calif. (KGTV) - An abandoned church in San Ysidro will become the site of 10 new affordable housing units, as well as a cultural center.The non-profit group Casa Familiar is spearheading the project, called "Living Rooms at the Border.""What we want to do is build a culture corridor from SY Blvd through the alley, all the way to the Beyer Trolley Station," says Community Development Director David Flores.The church was built in 1927 and is known in the neighborhood as "El Salon." Casa Familiar bought the property in 2000 and has worked to develop it since then.The proposed 14,000 square foot development will turn it into a cultural arts center. Around it, Casa Familiar will build 10 units of affordable housing, a community garden and patio, office space for support services and programs, and walkways connecting the alleys to main streets.Flores says it will connect the community to its past and future."There's history. There's richness. There are stories that families love sharing about San Ysidro and growing up here. It's going to be a space that will bring back a lot of those memories."As part of the plan, the exterior of the church will stay in place. So will much of the filaments inside."People would tell us stories about coming here for Sunday services, or doing their first communion, even weddings, people get married here," says Flores. "It's a really special, cool place, where we thought, why demolish everything. This is a really important community icon that we can restore."The project is the latest effort to revitalize the neighborhood. A new park and playground are just a half block away from the church, and plans are underway to build a new San Ysidro library two blocks away.The new homes will vary in size. There will be three one-bedroom units, three two-bedroom units and four three-bedroom units."This is not a lot of units, it's 10 units," says Flores. "But the whole idea behind this project is to build in the service, support programs that families need.""Living Rooms at the Border" will cost around 8.25 million dollars and includes improvements to the surrounding infrastructure.Casa Familiar says they got a 0,000 seed grant from Art Place America. They were able to pair that with a 2-for-1 matching grant from the PARC Foundation. That gave Casa Familiar more than a million dollars to begin the project. New-Market tax credits and financing will help pay for the rest.They hope to start construction in July and have it finished by next summer.  2533

SAN MARCOS, Calif. (KGTV) - A pedestrian was hit and killed Saturday morning while on a sidewalk in San Marcos, according to the San Diego Sheriff’s Department.The woman was walking on the 500 block of E. Mission Road around 11 a.m. when she was hit by a black BMW that jumped the curb. Skid marks show the car first tried to stop on the asphalt, then hit the curb, a teenage girl, a tree then a wall. Witnesses said the driver is a baseball player and senior at Mission Hills High School.7-Eleven employees told 10News, the victim is also a student. They said she was at school Saturday morning for dance team rehearsal and walked over to the 7-11 on Mulberry on her break to buy some snacks. On her walk back to school, they said she was hit and killed.Friends of the young woman gathered at the crash site to pay their respects, lay flowers and light candles Saturday night. The driver was not injured and stayed on scene to cooperate with investigators.The cause of the crash is under investigation.Students say that stretch of Mission Road is known for speeding. While the limit is 45 mph, they say the flow of traffic is often 10 miles above that. 1206
