He also added that he had held talks with some countries to persuade them to change their tunes.The Cancun talks, scheduled for Nov. 29 to Dec. 10, has attracted about 25,000 participants from governments, businesses, non-governmental organizations and research institutions in almost 200 countries.

BEIJING, Nov. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has called for innovations in reforming China's culture sector and for greater efforts in promoting the development of related industries.Liu Yunshan, head of the Publicity Department of the CPC Central Committee, made the remarks Friday while addressing a meeting of local publicity officials, according to a statement given to Xinhua on Saturday.Authorities should work for creating a "cultural atmosphere that improves scientific development and promotes social harmony," the official said.He added that efforts should be made to improve people's understanding of the importance and necessity of transforming China's economic growth mode and of the CPC Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015).The Proposal was adopted last month at the Fifth Plenum of the 17th CPC Central Committee.Further, Liu urged authorities to map out a blueprint for the reform and development of China's culture sector, in accordance with that proposal.

BEIJING, Nov. 19 (Xinhua) -- The Chinese government will increase grain supplies to meet people's needs and stabilize market prices, the nation's grain authorities said Friday.The government will also sell a set amount of cooking vegetable oil and soybeans from its reserves beginning next week, in addition to the weekly policy-oriented sales of wheat, rice and corn that has already begun, the State Administration of Grain said in a statement posted on its website Friday.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, according to the statement.The move was in line with the government's efforts to protect farmers' interests and maintain moderate prices in the grain market, the statement said.China's State Council, or the Cabinet, said Wednesday that it would impose temporary price controls on important daily necessities and production materials when necessary, and urged local authorities to offer temporary subsidies to needy families.It also ordered efforts be implemented to ensure market supplies and strengthen market supervision.These steps were introduced after China's consumer price index (CPI), a major gauge of inflation, rose to a 25-month high of 4.4 percent in October. The increase was mainly pushed up by the 10.1 percent surge in food prices, which accounts for one-third of the basket of goods used to calculate the country's CPI.

BEIJING, Dec. 8 (Xinhua) -- "Building roads before building wealth," a widely known slogan in China, was cited by Lao Deputy Prime Minister Somsavat Lengsavad.Lengsavad was referring to a planned high speed railway for his country. As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. BEIJING, Jan. 3 (Xinhua) -- China's Ministry of Public Security (MPS) Monday urged drivers to use extreme caution in Guizhou, Hunan and Guangxi in southern China which has been hit by freezing rains.Motorists were asked to strictly follow the instructions of traffic police and drive slowly after the expressways in the regions were reopened for use after being temporarily closed due to the severe weather.Freezing rains that swept south China's Guizhou Province, Hunan Province and Guangxi Zhuang Autonomous Region have caused road surfaces to ice up in parts of the Lanhai and Hukun Expressways.As a result, many vehicles in the regions were stranded.Local authorities have been ordered to take emergency measures to break up ice found on the roads, keep traffic moving and avoid shutting expressways.As of 4 p.m. Monday, the 1,500 vehicles that were stranded on Hukun Expressway near the juncture of Hunan and Guizhou provinces had safely reached Guizhou, traveling at speeds up to 30 kilometers per hour.Meanwhile, another 1,900 vehicles that had been stranded on National Highway 210 where Guangxi and Guizhou meet, have also reached Guizhou.Noting that Guizhou in the coming three days is expecting more icy rain, according to weather forecasts, Huang Ming, deputy minister at the MPS, stressed improved measures be taken to ensure traffic continues to flow in the region.
