San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. "They created the crisis by the policies of the city, and now they want to blame the victims of the crisis for the crisis itself," she said. SAN DIEGO (KGTV) People across California will soon be able to use an app to notify or find out if they have been exposed to COVID-19.The CA Notify system was launched on the campus of UC San Diego in September. Monday, Governor Gavin Newsom announced the tool would be available on Google and Apple devices statewide beginning on December 10th.Dr. Christopher Longhurst, Chief Information Officer for UC San Diego Health, says the tool helps stop the spread of the virus on campus."While San Diego case rates have surged from 3 to 6 percent, our campus has fortunately remained a safer place with our students and employees testing positive at less than 1 percent," said Dr. Longhurst.Philip Tajanko is a freshman at UCSD. He signed up for the app shortly after arriving on campus in September."I figured that I might as well download the app just in case," said Tajanko.Tajanko tested positive for the virus in October."Outside of the people I directly informed by giving them a phone call or text, it did give me some peace of mind knowing that I could just send out this blanket alert that would notify anyone that I had been in contact with but don't have their phone number," said Tajanko.The system uses smartphone technology when a users' phone is within close proximity to another user for an extended period."You're not going to get an exposure unless your phone is within 6 feet of someone else's device for greater than 15 minutes cumulatively," said Dr. Longhurst.The governor stressed the app is opt-in, 100% private, secure, and does not track location.It has been effective. SAN DIEGO (KGTV)- Several trailers were set up at El Toyon Park in National City and will become a study site for a COVID-19 vaccine clinical trial, ran by UC San Diego.Drugmaker Johnson & Johnson is looking to enroll participants worldwide for phase three of its Janssen trial, including here in San Diego.UCSD will recruit the majority of the participants.The trial was scheduled to get underway on October 7th, but UCSD researchers now say they're looking at Friday as a start date."We hope to enroll about 2,000 people in San Diego, the study will be enrolling 60,000 people internationally," said Dr. Susan Little, a UCSD professor of medicine and principal investigator for the trial. "Eight Department of Defense trailers form the basis of our permanent vaccine site, vaccine clinic, in National City."Little said this will be a randomized, double-blind, placebo-controlled study to determine the vaccine's safety and efficacy."Does it reduce the frequency of COVID infection overall or the severity of COVID infection among study participants?" she said.Little said there is already a lot of data available from the past."This is the same vaccine vector that has been used for many other infectious diseases like HIV, Zika, Ebola," she said.Although the trial is open to all San Diego County residents who qualify, she said the focus would be on recruiting residents from the South Bay, which is why the clinic was set up in National City, instead of UCSD's La Jolla or Hillcrest locations."Communities of color have been harder hit in the sense they have higher rates of hospitalization, and many of them have higher rates of death, our hope was by placing the vaccine trial in a community that has higher rates of infection we could reach a more highly impacted community," she explained. "Those are populations that we hope will have a greater potential benefit from this vaccine."After concerns were raised over another trial that was later put on hold, UCSD worked with the Chicano Federation to ensure South Bay residents get the information they need to make an informed decision if they want to participate."We are putting safety as paramount for these studies, no study is going forward unless we are confident about the safety of the vaccine," said Little.The Janssen trial will be the third for UCSD to join. SAN DIEGO (KGTV)— The San Diego Police Department's Eastern Division opened up their “Trunk or Treat Haunted Station” to more than 500 kids the Skyline neighborhood. Officers and community members helped to transform the station, and students from Morse High School played monsters in the haunted house. The tradition began four years ago, with the goal of connecting the community with law enforcement.  “It’s so safe. It’s so fun. The kids are having a blast,” one woman said, as her cousin played with the police equipment on display.Outside the station, sponsors gave out candy and snow cones. Officers allowed Trick-Or-Treaters to tour the inside of a SWAT vehicle and ride a police motorcycle. “When I was a child, we didn’t have a place like this to come to,” one woman said, as her grandchildren played inside the SWAT vehicle. “As I was growing up, they would say 'Don’t eat the candy. Things are unsafe.' But we’re so glad to be here because we know our kids are safe here.”Residents said this was exactly what the community needed-- An experience that not only keeps the streets safe, but builds good relationships between residents and law enforcement. “A lot of the kids said, 'I want to be a police officer when I grow up.' And that’s what we want. We want kids from this neighborhood to get interested in becoming a police officer,” Lt. Ernesto Servin of SDPD said.  1414

San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. Waldheim. The recruits official first day will be on Monday. The academy graduation is expected towards the end of November. 1569
