SAN FRANCISCO (AP) — After successive years of devastating wildfires, California's fire agency announced a plan Tuesday that would dramatically increase logging and other forest management efforts with the help of the National Guard.The California Department of Forestry and Fire Protection released a list of 35 priority fuel-reduction projects it wants to start immediately across the state over roughly 90,000 acres. That's double the acreage the agency aimed to cover in the current fiscal year, CalFire Deputy Chief Scott McLean said.The agency is also seeking National Guard assistance to coordinate the work. They include removing dead trees, clearing vegetation, and creating fuel breaks, defensible spaces and ingress and egress corridors.The projects prioritize communities at high risk from wildfires but also with significant numbers of vulnerable groups such as the elderly or poor. They include work around the city of Redding, which was also devastated by wildfire last year, and in Butte County, where Paradise is located.An estimated 15 million acres of forest land in California are in need of thinning or other restoration work, so the 35 projects are just a start, Calfire officials said. Calfire should focus more on clearing brush around homes and ensuring their roofs and attics are safe from flying embers, she said."We need to make sure we're doing the things that we know will protect homes," she said.Calfire does call on officials to identify options for retrofitting homes as part of its recommendations released Tuesday. 2954

SAN FRANCISCO (AP) -- California wildlife regulators have postponed the start of the commercial Dungeness crab season to protect whales and sea turtles from becoming entangled in fishing gear.The Department of Fish and Wildlife announced Wednesday that it's pushing back the Nov. 15 start of the season to Dec. 1. The postponement affects fishing zones from Mendocino County north of San Francisco to the Mexican border.The San Francisco Chronicle says 50 humpback whales were spotted in one week last month off the coast of San Francisco and another 25 in the Monterey Bay area.The recreational fishing season will be allowed to open on Saturday. 655

Just as law enforcement and educators are speaking out about the tragedy, so is the medical community."There's no more of a horrible feeling than to tell a family member that their child is now deceased and no longer can play," Jeffery Upperman, MD, said. Vanderbilt Children's Hospital's Surgeon-In-Chief, Dr. Upperman said Thursday morning's incident hit home. He is a long-time resident of Los Angeles County, who just recently transferred to Tennessee. "Hearing about the tragedy, I could've been one of those trauma doctors in the bay."He is in San Diego this week with more than 500 medical professionals at the Pediatric Trauma Society Conference, to learn about the latest medical treatments that focus on the care of injured children. Dr. Peter Masiakos is the Pediatric Trauma Director at Massachusetts General Hospital. He is speaking about the effects of gun violence. "We all know that it's far better to act on the side of prevention, instead of acting to fix the wounds," Dr. Masiakos said. He said too many kids come into the E.R. with gunshot wounds - via homicide, accident, or suicide. He said new federal policies need to be enacted to protect them, just like seat-belt legislation and the fight against tobacco."We have to engage the community like in the same way that Dr. C. Everett Koop did almost 40 years ago when he identified the issue of smoking and mitigated that," Dr. Masiakos said. They said school shootings are no longer just a gun issue, a school issue, or a law enforcement issue. They said it is a public health crisis."Physicians, seeing what we see, we are in our lane, and we talk about the issue of gun violence as we know what it is. SAN FRANCISCO — A California appeals court has upheld an order requiring Uber and Lyft to treat their California drivers as employees instead of independent contractors, less than two weeks before voters will be asked to exempt the ride-hailing giants from the state’s gig economy law. The two companies have more than 400,000 drivers in California alone. Treating Uber and Lyft drivers as employees would guarantee benefits such as overtime and sick leave.Uber and Lyft had appealed an August ruling by a San Francisco judge, but the appellate ruling found "no legal error" and allowed the earlier ruling to stand. The legal fight started after state lawmakers passed a law that says companies can classify workers as contractors only if they perform work "outside the usual course" of the company's business. Thursday's decision won’t have any immediate impact because it doesn’t take effect for at least 30 days, well after the Nov. 3 vote on Proposition 22.Uber and Lyft, along with DoorDash, have heavily bankrolled the ballot measure.Proposition 22 on the California ballot this fall asks voters to create a special designation for drivers of app-based companies to be excluded from the new state law. 1216
