But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. JULIAN, Calif. (CNS) - A 63-year-old man died after crashing his pickup into a tree at an RV park near Julian, authorities said Wednesday.The crash happened about 6:40 p.m. Tuesday on KQ Ranch Road in the KQ Ranch RV resort, off state Route 79, California Highway Patrol Officer Travis Garrow said.The victim was driving a 2013 Ford F-150 pickup eastbound when, for unknown reasons, he drove off the north side of the road and slammed into a tree, Garrow said.Witnesses attempted to help the driver until medics arrived, but the man was pronounced dead before he could be airlifted to a hospital, the officer said.The driver's name was withheld pending family notification.Investigators determined that alcohol and/or drugs were suspected factors in the crash and the man was not wearing a seatbelt, Garrow said. 820

(KGTV) – A man who reportedly tried to hit his girlfriend with a pickaxe was taken into custody after a standoff at a La Jolla Shores home.At around 10:40 a.m. Thursday, San Diego police officers were called to a house in the 2500 block of Ellentown Road after receiving reports of a domestic violence incident.10News learned a man inside reportedly threatened his girlfriend with a pickaxe, prompting her to leave. The unidentified man remained inside and refused police orders to come out."When we first got here, he was not communicating with us, he was just inside the house, yelling and screaming and banging against the wall," said SDPD Captain Tina Williams.While officers tried to persuade him to surrender, sections of Ellentown Road were shut down due to the police activity.At times the man appeared in the windows of the home holding the ax and knives, according to Williams. He also started a debris fire on top of his stove, sending smoke billowing from the house. Shortly after 1 p.m., the man went to the backyard, where police took him into custody without incident, according to Williams.The man was booked on suspicion of attempted assault with a deadly weapon and felony domestic violence battery.The victim was not seriously injured.Williams said the incident was not the first time police had been called to the house. "Earlier this week, we did respond out here... he was out in the middle of the street causing an altercation," she said. JULIAN, Calif., (KGTV)-- Thousands of people took advantage of the first significant snowfall of the season by making the trip to Julian. While the locals invite visitors to enjoy their small mountain town, they say some of them trash the place before they head back down the mountain. For 4-year-old Frankie Miller, playing in the snow is a special treat. "It's a holiday weekend! What better thing to do than drive to Julian and eat pie?" Frankie's mother, Karine Breed, said. Her family came to Julian to get a jump on the holiday season. So did thousands of others. "Sunrise highway was closed, but we were stubborn. We came up to 79. And we are finally here!" Kristian Roque said. The roads coming into Julian were shut down due to the heavy snow on Friday. "Everybody here comes to Julian happy and smiling," Boettcher said. "And we like to keep it that way." Boettcher is a 30-year Julian resident, who has been assisting the San Diego Sheriff's Department as a Volunteer Foot Patroller for the last fifteen years.It's important to have fun, but residents remind visitors to be respectful of their small mountain town, and the people who call it home. That is why they say they make sure to leave Julian, cleaner than when they came. "Obviously, you have those hooligans, so hopefully they just are respectful and considerate of the people who live here and clean up after themselves," Breed said.
